Today, the 24th session of the maslikhat was held under the chairmanship of the chairman of the city maslikhat Anar Darzhanova. The session was attended by Mayor of the city Murat Zhurabekov and heads of state institutions.
The issue of amendments to the composition of the territorial and precinct election commissions of the city of Aktobe has been submitted for consideration by the deputies of the maslikhat.
In accordance with the Constitutional Law "On Elections in the Republic of Kazakhstan", 32 single-mandate electoral districts were created in Aktobe by the resolution of the city Territorial Election Commission. The quantitative composition of the district election commissions is determined by the norm of the Constitutional Law on Elections. In this regard, the issue of formation of constituencies of district election commissions was considered.
Also, in connection with personnel changes, appropriate decisions were taken on the issues of making changes to the composition of interdepartmental commissions of the akimat of the city.
In accordance with Article 10 of the Constitutional Law of the Republic of Kazakhstan "On Elections in the Republic of Kazakhstan" (hereinafter – the Constitutional Law on Elections), the Maslikhat of the city of Aktobe, Aktobe region informs about the beginning of the process of electing members to the territorial and 16 precinct election commissions instead of those who have left.
Territorial election commissions are formed of seven members.
The quantitative composition of precinct election commissions is determined by the territorial election commission of the city depending on the number of voters at the polling stations.
The term of office of election commissions is five years.
Each political party has the right to submit one candidate to the relevant election commission.
A political party has the right to submit candidates to the election commission who are not members of this political party.
In the absence of proposals from political parties, maslikhats elect an election commission on the proposal of other public associations and higher election commissions.
From December 30, 2022 to January 16, 2023, political parties, other public associations, their structural subdivisions and higher election commissions in relation to the formed ones submit the following documents to the Maslikhat:
1) information on candidates for election commissions in the prescribed form in electronic and paper format;
2) an extract from the decision of a political party, a public association or their branches (representative offices), a higher election commission on the submission of candidates to the relevant election commissions;
3) a copy of the document on registration of a political party, public association or their branches (representative offices);
4) applications of candidates for consent to participate in the work of the election commission in the prescribed form.
Information forms on candidates for election commissions, applications of candidates for consent to participate in the work of election commissions are posted on the maslikhat website.
The person proposed to the election commission must comply with the requirements of the Constitutional Law on Elections.
A member of the election commission must reside on the territory of the administrative-territorial unit in which the maslikhat that formed the composition of this commission is located.
More than half of the composition of the election commission should not be employees of one organization, except in cases of the creation of polling stations provided for in paragraph 3 of Article 23 of the Constitutional Law on Elections.
The composition of one election commission may not include close relatives (parents, children, adoptive parents, adopted children, full- and half-siblings, grandparents, grandchildren) or a spouse.
All documents submitted to maslikhat in paper format must be signed, stamped, and contain the date of execution, a note about the performer, indicating the surname, initials and his phone number.
Proposals on the composition of election commissions are accepted until January 16, 2023 from Monday to Friday from 09:00 to 18:00 hours, a break from 13:00 to 14:00 hours.
