The Department of Tourism Infrastructure Development, being a structural subdivision of the Department, has the powers necessary for the implementation of its main tasks and functions, in accordance with legislative acts, acts of the President of the Republic of Kazakhstan, other regulatory legal acts of the Republic of Kazakhstan.
2. Main tasks, functions, rights and responsibilities
of the Tourism Infrastructure Development Department

1. Task: Ensuring the development of tourism activities
Functions:
1) implementation of state policy and coordination in the field of tourism activities in the territory of Mangystau region;
2) ensuring the implementation of the National Project for the Development of Entrepreneurship in the field of tourism;
3) execution of Decrees of the President of the Republic of Kazakhstan, resolutions of the Government of the Republic of Kazakhstan on tourism activities;
4) implementation of the action plan of the Comprehensive Development Plan of the Mangystau region in the direction of tourism development;
5) execution of decisions of the akim of the Mangystau region, decisions of sessions of the regional maslikhat on tourism activities;
6) promotion of tourism activities and creation of favorable conditions for its development;
7) identification and support of priority areas of tourist activity;
8) development and implementation of measures to protect regional tourism resources;
9) providing information on the implementation of the state and regional tourism development program to the authorized body;
10) providing information about tourism potential, tourism facilities and persons engaged in tourism activities;
11) coordination of plans in the field of tourism of akimats of districts, cities of regional significance;
12) assistance in creating new jobs, increasing the income of the state and citizens of the region through the development of the tourism industry;
13) implementation of work on the introduction of new digital technologies in the field of tourism;
14) promoting the creation of favorable conditions for the investment of the tourism industry in the region;
15) development and support of entrepreneurship in the field of tourism activities as a measure of increasing employment;
16) organization of work on the implementation of activities in the field of tourism in the territories of the region.
17) organization of work to review the volume of financing of tourist events in accordance with the legislation of the Republic of Kazakhstan.
18) making proposals for the adoption of regulatory legal acts aimed at improving relations in the field of tourism activities;

2. Task: Ensuring the development of tourist infrastructure
Functions:
1) analysis of the tourist services market and submission to the authorized body of the necessary information on the development of tourism in the territory of the Mangystau region;
2) coordination of planning and construction of tourist industry facilities in the region;
3) promoting the creation of tourism infrastructure in the territories of the region, taking measures for the construction and development of facilities that can meet the needs of tourists;
4) assistance in the creation and strengthening of the material and technical base of the tourism sector, the development of their infrastructure, attracting investment in the industry;
5) development and implementation of joint programs with domestic and foreign partners in the field of tourism;
6) search and negotiation in order to attract potential investors to the implementation of tourism projects;
7) promoting the strengthening and development of cross-border cooperation, interregional and integration ties with the countries of the near and far abroad;
8) preservation and rational use, accounting and protection of tourist resources, natural and historical and cultural heritage of the region for the development of tourism;
9) assistance in achieving the growth of the main target indicators of the tourism industry: fixed capital invested in tourism investments, indicators of the general classifier of types of economic activity (OKED) in the tourism sector;
10) conducting annual monitoring, inventory, certification of tourism facilities, creation and updating of an electronic database of tourist facilities;
11) coordination of work on the reimbursement of part of the costs of business entities in the construction, reconstruction of tourist activities;
12) coordination of work on the approval of lists of sanitary and hygienic units, for which part of the costs of their maintenance are reimbursed, in agreement with the authorized body;
13) coordination of work on the implementation of measures for the construction, reconstruction, repair and maintenance of access roads of regional and district significance to tourist accommodation located outside settlements;
14) coordination of work on reimbursement of part of the costs of business entities for the construction of roadside service facilities;
15) coordination of work on subsidizing part of the costs of business entities for the maintenance of sanitary and hygienic units;
16) coordination of work on the part of the costs of purchasing motor vehicles with a capacity of more than eight seats, excluding the driver's seat, to business entities engaged in tourist activities.
