The Ministry of Digital Development, Innovation and Aerospace Industry of the Republic of Kazakhstan (hereinafter referred to as the Ministry), together with the authorized bodies, carried out work on the implementation of the Digital Documents service (hereinafter referred to as the Service) in the eGov mobile mobile application. The service provides citizens with the opportunity to view documents (identity card, birth certificate, driver's license, etc.) through a mobile application in electronic format, as well as to verify its authenticity.
The implementation and implementation of tools for the provision of basic documents in electronic format is due to the need to promptly resolve everyday issues of citizens.
According to the results of the work carried out, to date, 19 types of digital documents have been implemented in the eGov mobile mobile application, which about 10.56 million users have used more than 12.8 million times via a QR code (in 2021 - 5.3 million).once, in 2022 – 7.4 million times).

In order to regulate the issue of the introduction and use of the Service, the Ministry amended the Law of the Republic of Kazakhstan "On Informatization" regarding the definition of the Service, the definition of norms and rules for the display and use of electronic documents in the digital documents service.
However, in accordance with paragraph3) Article 5, paragraph 7) paragraph 1) of Article 4 of the Law "On Public Services" defines the obligation of the service provider to use electronic documents from the digital documents service for the provision of public services in cases provided for by subordinate regulatory legal acts defining the procedure for the provision of public services, as well as the rights of service recipients to use electronic documents in relation to themselves and minor family members from the digital documents service.
As of today, the Law "On Amendments and Additions to Some Legislative Acts of the Republic of Kazakhstan on Stimulating innovation, Digitalization and Information Security" (hereinafter referred to as the Law) (including the Law "On Identity Documents", the Law "On the State Border" and others) has been signed in terms of ensuring legal recognition digital documents on a par with a paper document. This Law will allow citizens to freely use digital documents in most life situations and increase the scope of their use.
