- There is a large demographic growth in Kazakhstan. Over the past three years, about one and a half million children have been born. Every year 400 thousand children are born. In general, the UN predicts that the population in the countries of Central Asia in 2030 will exceed 82 million people. Sayasat Nurbek met with the students of Yessenov University, gave a lecture and answered their questions.
Dear participants of the meeting!
Recently, elections of Deputies of the Mazhilis and maslikhats were held. The government was reorganized. Thus, the first stage of large-scale political change can be considered completed. We have established a balance of the branches of government. Now we need to rebuild socio-economic relations in our country. The public has high hopes for these reforms. Therefore, we must focus on specific events. At the opening of the session of the Parliament, I mentioned a number of issues that need to be resolved by law.
And today we need to determine the goals and objectives in the socio-economic sphere. The government and governors at all levels will work on this basis. This meeting was attended by representatives of maslikhats. This is also a symbol of real political change. It is very important to establish an effective relationship between the executive and representative authorities. If necessary, they should complement and support each other. All this makes it possible to effectively implement public policy. It also opens the way to making decisions taking into account the interests of the country.
Dear participants of the meeting!
As a result of the reforms, a lot has changed in our country. For example, for the first time, the Prime Minister's candidacy was nominated by the party that won the elections. This can be called another important step in political modernization.
The concept of" a strong president – an influential parliament – an accountable government " has clearly begun to work. Political reforms paved the way for a new stage of development. At the same time, it laid a solid foundation for a radical modernization of the economy.
Everyone should clearly understand this issue. Kazakhstan is the only country in this geopolitical region that has embarked on the path of large-scale, democratic reforms. So it will not be easy for us. But we have to go this way in tin. Now let's get to work.
Every civil servant sitting here should feel that he is being assigned a huge task. This is, first of all, responsibility to the entire people of Kazakhstan. Your decisions and actions will have a direct impact on the present and future of the country. Therefore, you should not limit yourself to the urgent solution of everyday problems. You need to be a reformer-statesman.
The ultimate goal of our reforms is to improve the life of the people. To do this, it is necessary to increase the income of residents. It is necessary to create conditions for a comfortable life and ensure safety. All opportunities for self-development of citizens should be created. We can successfully implement all this only if we have a strong market economy.
It is necessary to move to the real market economy, to ensure the need for citizens. "I'm sorry," he said.
We live in a very labor time. The development of traditional economic and logistic ties is accompanied by record inflation, the introduction of the world economy, the introduction of long-term Bremen States. There are many trade barriers, and there is a significant lack of cooperation between states. All this is new normality, and even more abnormal, world economy. Private rent does not become a permanent resident of the country.
Kazakhstan, as an oil and gas producing country, must adapt to the new geo-economic situation. Diversification of the economy is a time – consuming and strategic task. We talk about it all the time. But we have a lot to talk about. If we do not move immediately, we will not be able to excel in the world competition, that is, we will have to remain in the lead in the world economy. We have just heard the government's report on the development of our country.
Last year our economy grew by 3.2%, it is a weak indicator, for 3 months this year – by 4.9%. The figures are unsophisticated, but optimism and optimism do not allow them to enter. It is necessary to look for additional sources of growth. The government should be more ambitious in terms of ensuring economic growth. This is an increase in time, an increase in the current situation.
Inertial rates of growth of the economy for the past 10 years have been achieved, which our country has reached in the Middle East. If seichas does not create a final foundation for high-quality economic growth, the stagnation of the population or the population.
According to experts, for the transition of Kazakhstan to the category of countries with a high level of income, it is necessary to ensure the annual growth of 6%, which is in the half of the current pace.
Therefore, all market participants must take decisive and urgent measures. A special role is played by representatives of large businesses that receive state support. It is necessary to get rid of the habit of" finding success here and scattering abroad." However, we should strive to make a greater contribution to solving social problems in the country. Large entrepreneurs should spend their income in Kazakhstan on the development of their business in our country, and not on the other side. Large entrepreneurs who have managed to adapt their work to this requirement become a real national business elite. He will be respected by the people and will be protected and supported by the state. We also need a" new wave of entrepreneurs". We need "new forces" that are able to build a stable and strong business, not relying on the resources of the state, but through their talents and skills.
All this is a kind of tribute, as the"social elevator". This system, at which loving initiative and working people can continue to work on the career ladder and in the public hierarchy.
By analogy, we need to build an effective "economic elevator" for entrepreneurs.
Therefore, in addition to public events, it is important to promote positive and private entrepreneurs on a regional scale. They should become locomotives of the new development, I said, a promising economy.
In fact, there are such entrepreneurs in every region. It is these citizens who deserve real support. It is better to show their business to the country and bring their business to the state level. It is also necessary to protect them from illegal actions of bureaucrats and power structures. I myself accept and support such entrepreneurs from time to time. It is necessary to carry out systematic work in the field of large and medium-sized businesses. These two directions should become the most important new directions of economic policy. Now I will focus on specific areas of the upcoming work.
First. We have paid less for 15 years of growth in food products. In February this year, inflation amounted to 21.3%, reaching its peak.
More than half of everyone's monthly expenses are spent on food. The government's actions are becoming inadequate. Prohibition and restrictive measures have only a temporary effect. Such steps, although they repel the problem, do not allow you to get rid of it once and for all, they can even aggravate the problem.
There are no specific results in the development of Agriculture and production. This is the main reason for food inflation. The volume of goods produced in the country is not enough to meet domestic demand. We depend on imports.
To raise the market for domestic products, it is necessary to increase production factors more comprehensively, significantly, without losses and supplies. It is necessary to go through all the lines from production to implementation and consider that it will lead to recovery.
The current model of agro-industrial complex management does not reflect the potential of the regions. The government will focus on ensuring sustainable growth of agro-industrial complex.
It is necessary to increase the volume of produced domestic products with fixed fees to use the stabilizing background. Today they are angry and, it is possible to say, indecisive. There are regularly emerging corrupt schemes.
It is also proposed to actively use the potential of products for procurement and intervention on the main product positions, to strengthen the Coordination of the work of products with the funds of the SEC. Unified approaches, orientation of state companies to the reduction of collective prices will allow them to receive a market anti-inflationary tool.
Budget funds allocated for the development of the agro-industrial complex should be effectively spent. It is necessary to carefully monitor this. Let's take the subsidy for the processing of products in 2019-2021. Only 10% of those who want to receive subsidies received half of these funds. Some of the punks who received subsidies, instead of developing production, lived on their own, pocketing budget funds. And for ordinary peasants, getting subsidies is a terrible thing. Moreover, the subsidy system is very complex and the necessary information is not available to the public. The new digital system for regulating the distribution of subsidies does not solve this problem. Of course, some work has been done. There is no denying it. But the work in this direction must be brought to the end.
Dalee. It is necessary to improve the work on the creation of modern infrastructure of Agriculture and agriculture. In many ways, it will attract the attention of the most diverse structures and attract the price. At the annual rate, more than 8 million tons of eggs and 1.7 million tons of potatoes are being harvested.
And so, this is the same, the same, the same, the same, the same, the same, the same, the same, the same, the same, the same, the same. At the same time, 60% of Housing and communal services are not provided, while the use of 30% of residential properties exceeds 20 years. As a result, 35 astronomical volumes are reached, and 40% of the volume of imported products. The government should systematically address this problem.
It is necessary to help the business in the creation of infrastructure of agricultural, agricultural and agricultural cooperatives.
This is a great opportunity for public-private partnership. Recently, I gave the relevant instructions to Deputy Prime Minister Serik Zhumangarin on this issue. It should not be forgotten that the whole issue with the agro-industrial complex also applies to other industries. I repeat again. It is necessary to ensure high yields. There must be open competition. In short, the main problems in this area should be resolved immediately. Only then will it be possible to restrain the sharp rise in prices.
"It is necessary to promptly complete the work to eliminate the consequences of the explosion. In general, Zhanaozen is a single–industry town that is completely dependent on the oil and gas industry. With this in mind, a comprehensive development plan for the city of Zhanaozen was adopted. We need to fully implement this document. The Government is also responsible for its execution.
In the western regions, especially in Mangystau, many young people want to work only in the oil sector. This is wrong. When oil reserves are exhausted, the situation in the region may seriously worsen. Therefore, we need to create conditions for young people to master other specialties. To do this, it is necessary to develop a special plan.
For example, information technology is becoming the leading industry worldwide today. Such technologies can be used in the development of the Mangystau region. In general, we need to educate an educated, advanced younger generation that will enter tomorrow with confidence"

Over the past two months, Akim of Mangystau region Nurlan Nogayev held meetings with the population in 31 villages, as well as in the cities of Aktau and Zhanaozen. In total, more than three thousand people took part in these events. From January 31 to March 16, the head of the region held a personal reception for 386 people, he received over 600 questions, the press service of the akim of the Mangystau region reports.
The past meetings of the akim of the region with the population of the region became a dialogue platform where citizens could directly ask a question. Thus, it became possible to analyze the problematic issues that most concern residents.
During the meeting, residents of the region were concerned about issues related to measures to curb the growth of food prices, environmental problems, village improvement, construction of socially important facilities, as well as road repairs. The main problem of concern for residents of cities and towns was the situation with water scarcity.
Nurlan Nogayev noted that following the results of the meeting with the population, a plan was formed and approved to address the problematic issues of the population, which included 527 points.
- All comments and petitions will be considered, measures will be taken to improve the efficiency of civil servants, to solve the identified problems. As you know, meetings with the population were covered live, everyone had the opportunity to ask their own question. One of the complaints of residents concerned poor communication between representatives of local executive bodies and the population. In this regard, I urge the heads of departments, as well as akims, to perform the assigned tasks at the required level. It is also worth noting that solving problems on some issues requires time, as well as the assistance of other government agencies. But none of the requests should be ignored. Society expects concrete actions from us. Systematic work should be carried out to improve the quality of life of the population.
The most priority issue is the uninterrupted supply of drinking water in the settlements of the region, a number of measures are being implemented to cover the deficit. Employment of the population is also an important issue - we must make every effort to preserve existing and create new jobs. To work on supporting small and medium-sized businesses, because it is impossible to employ all residents of the region in the oil and gas industry. Therefore, I instruct the heads of departments at all levels to support entrepreneurs in the development of medium and small businesses within their capabilities. It is necessary to carry out work to inform citizens about what legal, financial and administrative support the state offers," Nurlan Nogayev said.

Today, on March 27, a meeting was held in Aktau with the participation of the head of the region, Nurlan Nogayev, on the pace and opportunities for the development of the fishing industry in the Mangystau region, the press service of the akim of the Mangystau region reports.
The head of the fisheries Department of Mangystau region Arman Moldashev said that by the end of 2022, the structure of the fish market in the region is as follows: caught – 4,915.8 tons, grown – 47.5 tons, exported – 25.4 tons, imported – 18 tons of products.
Over the past three years, the number of fish grown in the region has doubled, which was also facilitated by the Fisheries Development Program. Thus, the measures of state support for the industry were expanded and the procedures for designing fish ponds were simplified. In addition, the Tax Code provides for a 70% reduction in value-added tax for commercial fishing. At the same time, thanks to the implementation of the Fisheries Development Program adopted in April 2021, it is planned to grow up to 100 thousand tons of fish per year in Mangystau by 2030.
For the successful implementation of the Fisheries Development Program in 2022, by the decree of the akim of the region, Nurlan Nogayev, the fisheries department was opened in the region.
Arman Moldashev, Head of the Fisheries Department of the Mangystau region, noted that in order to increase fish production, it is necessary to develop opportunities for creating a garden-basin economy.
- The Caspian Sea has a great potential for growing sturgeon, salmon fish and their hybrids. However, it is worth recognizing that the exploitation of fish stocks of natural reservoirs has its limits, especially considering that there are no other rivers and lakes in the region. In this regard, it is necessary to consider the possibility of developing the technology of manufacturing lattice fences at sea. Storm—resistant mesh fences are special tools for growing fish in the open sea, designed to withstand strong storms and waves. To date, this technology is not used anywhere in Kazakhstan, so it is proposed to attract scientific specialists and designate fish breeding areas in the mesh fence of the Caspian Sea. Unlike traditional fishing, this technology does not lead to excessive exploitation of natural resources. On the contrary, with the help of aquaculture, endangered species can be restored and released into the open. In addition, with the widespread development of aquaculture and with the availability of an appropriate legislative framework, the problem of poaching will be solved. The development of the industry will create additional jobs and provide employment to the population," Arman Moldashev stressed.
The head of the Fisheries Department of the Mangystau region noted that it is necessary to develop a scientific base and technological innovations in the fishing industry. Investments in research and development of new technologies can lead to increased efficiency and sustainability of the fishing industry, as well as to improved product quality.
As for the development of commercial fishing, the bulk of commercial fishing in the Caspian Sea is carried out on rubber boats and kayaks without compliance with interstate standards and technical requirements. As a result, fish products are exposed without freezing, so consumers are offered low-quality fish.
An increase in fishing fleets and the widespread use of new technologies, as well as the creation of coastal infrastructure, can significantly improve the situation. In this regard, it is proposed to consider the possibility of providing an entrepreneur with a 50% subsidy for the purchase of a fishing fleet or providing a loan at a reduced interest rate.
Another direction in the development of fisheries was the opening of enterprises for the assembly of small fishing vessels and fleets. This will allow expanding commercial fishing in the Caspian Sea. Because this opens the way for us to increase the production of fish products and the development of processing.
In all large reservoirs of the country, for example, Balkhash, Aral, Alakol, Zaisan, fishing leads to an increase in the level of fishing. Our goal is to increase the export of fishing vessels and fleets to neighboring countries Uzbekistan, Turkmenistan, Kyrgyzstan, Azerbaijan, that is, to become a shipbuilding enterprise in Central Asia," A. Moldashev added.
Ship Equipment and Service LLP is currently engaged in the assembly of marine vessels in Mangystau.
Nurlan Nogaev noted that fisheries is one of the largest industries, which not only has a lot of weight, but also has its own specifics and huge potential.
- Fisheries is one of the promising areas that is dynamically developing both in the world and in Kazakhstan. Head of State Kassym-Jomart Tokayev has also repeatedly spoken about this, noting the great potential of the Caspian Sea. The support measures provided have two main objectives - to provide the population with fish products and to create conditions for the development of fish farming. The results of this work give us confidence that we are moving in the right direction. Nevertheless, there are still many shortcomings and problems in the fishing industry, the effective solution of which will help to increase business activity, attract investment, introduce advanced fish farming technologies, increase export potential, and create new jobs. In addition, in order for us to work not only for export, but for import substitution, it is necessary to adopt the experience of other countries in order to implement it in our region," Nurlan Nogayev said.
