Tupkaragan district

Survive the difficulties with dignity

The administrative center of Tupkaragan district-the city of Fort Shevchenko in 2016 celebrated its 170th anniversary. At first it was founded as a military fortification of the tsarist Empire on the Caspian sea.

The city in different historical periods was called differently: first it was the novopetrovskoe fortification, then in 1857 it was renamed Fort Alexander (then the city of Fort Alexander), in 1924 it was renamed Fort Uritsky (in honor of M. S. Uritsky), and in 1939 it was renamed Fort Shevchenko in honor of the disgraced poet Taras Shevchenko, who was here in exile in 1850-1857.

In 1921, the city formed the County Department for accounting of expenditures and revenues of the city, that is, the budget and taxes. The first chief of the County Finance Department was Bibos Kilibaev.

In different historical periods, the Department changed its name depending on the administrative status of Tupkaragan. In 1958-1968, the Department was headed by Kuangali Daulenov, in 1968-1977 – Altyngali Aryzgulov, in 1977-1997-Konlimkos Karabalaev, in 1997-2011-Sara Kani, Tursyngul Turmagambetova, in 2011-2013-Altynai yermekova, and since 2013 to this day, the Department is headed by zhanargul Tulegen.

In 1991, the revenue Department was separated from the district Finance Department and the district tax Inspectorate was formed on its basis. In the period from 1991 to 2002, Omir Munalov was the head of the inspection. Today the inspection is renamed the state revenue Department and is headed by Zhanar Utepbergenova.

Between 1991 and 1999, the district experienced some difficulties. There was a problem of paying wages to employees, and in those years a variety of methods were tried to get out of the situation. It got to the point where they went home, handed out notices, and collected the appropriate taxes. Schools and hospitals did not have the funds to buy basic necessities. In the period from 1995 to 1999, the annual budget of the district was kept in the area of 97 million tenge, and each subsequent budget year the district met with a debt of 20-25 million tenge. There were not enough funds for the maintenance of social institutions, and subsidies were received from the region.

Starting in 2000, the situation in the area began to change for the better. Recently, revenues and budget collections have been tapped into the regional budget as a percentage of the district budget.

In difficult periods for the district, such financiers as S. Kani, S. Nareshova, Zh. Sadykova, Y.Zhyngylbayeva, A. yermekova performed their duties with honor and made their contribution to the economic development of the district. today they have grown to employees of Republican financial structures, and K. Karabalaev, T. Kanaeva, A. Aktleuova are on a well-deserved rest.

The administrative center of our district, whose area is 492,189 ha, is the city of Fort Shevchenko. It is located 130 km from the regional center. First, in the area were such settlements as Bautino, Kyzyluzen, Taūshyq and Akshukur. In the following years, due to the increase in the population and the need to promptly address social issues in localities, the rural district of Sayyn Shapagatov was created, and in 2014 – the office of the mayor of Fort Shevchenko.

If you look at statistical data, by July 1, 2016, the population of the district is 140 thousand people, which is 2.6 times more than in 2007.

Since 2009, when the economy of the district began to develop dynamically, and increased funding for social services and investment projects, a number of projects that are important for the population have been implemented at the expense of the revenue part of the district budget.

These indicators show that the tax revenue indicators as of September 1, 2016 increased 2.4 times as compared to 2007.

The size of the district budget for 2016 was 9 339 255,9 thousand tenge. In the year of the district's formation, in 1992, there were only two kindergartens in the district. Since the implementation of the state program "Balapan", 9 state kindergartens, 2 school mini-centers, 5 private kindergartens have been launched. Also, two schools in the district were overcrowded and worked in three shifts. This problem was solved thanks to the state program for the development of education in the Republic of Kazakhstan for 2011-2020, within which two secondary schools were built for 1,510 students. Today, there are 8 secondary schools in the district.

In the health sector, 3 primary health care centers and 6 outpatient clinics were built and put into operation for villages where there were no health facilities, an emergency Department was opened in the district center at the district hospital, and a Central district polyclinic and a tubdispanser were built and put into use.

In the sphere of culture, sports and information, a 200-seat cultural Center was built in the village of Tauchik, and sports complexes were opened in the city of Fort Shevchenko and Tauchik.

Works were carried out to provide residents of the district with tap water. In 2008, in Fort Shevchenko and the village of Bautino, within the framework of the regional program "Auyz su", at the expense of the national budget, a drinking water pipeline and a water line for wastewater were carried out. Currently, work is underway on the construction of intra-village water pipes and reservoirs in the villages of Akshukur and sayyn Shapagatov. By the end of the year, the facilities are expected to be put into operation.

Currently, the financiers of the district under the leadership of akim Temirbek Azawawi, his deputies S.Yergazieva and T. Altyngalieva, as well as the acting head of the regional Department of Economics and Finance A.Isataeva, with high professionalism and a deep sense of responsibility to efficiently plan the budget funds of the district and supervise its effective use.

We congratulate all our colleagues on the double anniversary – the 25th anniversary of the country's Independence and the 95th anniversary of the financial system of Kazakhstan! We wish you all the best and success in your work. Let your military work for the benefit of the country and society bear fruit!

J. Tulegen,
