Munaily district

A special year for financiers

This year is a special year, because the 25th anniversary of Kazakhstan's independence, which is expected by all Kazakh society, coincided with another important anniversary for us, financiers – the 95th anniversary of the formation of the financial system of Kazakhstan.

On December 17, 1991, exactly one day after the Declaration of independence, the law "on the budget system of the Republic of Kazakhstan"was put into effect. Since 2008, the Budget Code of the Republic of Kazakhstan has been functioning. These were very important events in the life of the young state, because it is impossible to build the future without putting the budget in order. These were years of great trials for Kazakhstan, because the young state faced tasks of epochal importance.

Our district was formed thanks to the wise and far-sighted policy of Elbasy. Munaili district is the first district formed during the years of independence: on June 4, 2007, President Nursultan Nazarbayev signed decree No. 338 "on amendments to the administrative-territorial structure of the Mangistau region".

During the crisis, priorities were given to the development of engineering infrastructures and industrial projects, the social sphere, retraining of personnel, the development of agriculture, etc., for which considerable funds were allocated. And in such a difficult period, Munaili district was able to overcome the difficulties and solve the tasks set. Thus, significant progress has been made.

The total area of the district is 492,189 ha, its administrative center – the village of Mangistau is located 20 km from the regional center, with other districts the district center is connected by rail and road. Today, there are several localities in the district – the villages of Mangistau, Bayandy, and Kyzyltobe, as well as newly formed rural districts Daulet, Atameken, Baskuduk and Batyr.

If you look at statistical indicators, as of July 1, 2016, the population of the district is 140 thousand people (2.7 times more than in 2007).

As a result of the dynamic development of the district budget, an increase in the share of funds allocated to the social sphere and investment projects, since 2009, a number of important projects have been implemented at the expense of the revenue part of the district budget.

These figures show that tax revenues increased 2.3 times from 2009 to September 1, 2016.

In 2016, the district's budget was 15,499,864,700 tenge, which is 17.1 times more than in the first year of the district's formation (in 2007, the district's budget was 901,681,0 thousand tenge).

Since the founding of Munaily district, there functioned only one kindergarten. Today, thanks to the state program "Balapan", there are 12 state kindergartens, 4 mini-centers, and 17 private kindergartens. In addition, the district had a problem with the placement of students in the district's schools: four schools had three shifts of instruction. During these years, 8 schools for 8080 students were built and put into operation in the district as part of the state education development program for 2011-2020. There are currently 12 secondary schools in the district.

As for the health sector, in localities where previously there were no medical facilities, 3 primary care centers were built and put into use, an emergency Department was opened at the district hospital, 6 outpatient clinics, a Central polyclinic, and a tubdispanser were built.

In the field of culture, sports and information in the village of Mangistau built a library in the village Bayandy club, a House of culture in Kyzyltob, also opened 3 sports clubs for children and youth.

Starting from 2009 until today, investment projects worth 28.1 billion tenge were implemented in the district. As for gas supply of settlements in 2007 in the village of Mangistau was conducted 35 miles of gas pipeline in the village Kyzyloba – 60 km, the village Daulet – 30 km, village Bayandy – 19 km (a total of 144 km of gas pipelines, that is, the gas supply was 20%). Today, the district's villages and rural districts are 100% gasified.

Electricity supply in 2007 in the villages of Mangistau, Kyzyltobe, Daulet and Bayandy was 50%. Today, the localities of the district are fully supplied with electricity. The issue of street lighting has also been completely resolved.

The district also regularly carried out work to provide the population with tap water. In 2010 in the framework of the regional program "Auyz su" at the expense of the Republican budget in the village Bayandy was built and commissioned desalination of water with a fleet of tanks as well nutrientsa line of drinking water, causing residents Bayandy had the opportunity to use tap water. If in 2007 the number of users of tap water was 7%, today this figure has reached 18%.

Employees of the financial sector of the district are distinguished by high professionalism, literacy and awareness of responsibility. Today, they face the task of competent planning and distribution of funds, as well as effective management of their use. If you look back, you can see that the financiers made a significant contribution to the development of the district.
