Into the future-with confidence

The country's financial system, which is celebrating its 95th anniversary, occupies a special place in the quarter-century history of independent Kazakhstan.

The formation of the foundations of a market economy began in Kazakhstan 25 years ago in very difficult economic circumstances. It took extraordinary efforts by President Nursultan Nazarbayev to keep the country on the edge of the abyss and then bring it out of a deep crisis. The transition to the market was complicated by the fact that Kazakhstan remained dependent on external financial factors. In this difficult situation, Kazakhstan was preparing to introduce its own national currency, the tenge.

As the Head of Kazakhstan emphasized in his memoirs: "Building your own state, you can not do without your own currency. Sooner or later it was necessary to introduce it. Currency is the blood vessel of the entire economy." The national currency is an exceptional indicator of the country's independence. Of course, the tenge did not immediately strengthen, and our national currency has been subjected to serious tests more than once. In 1994-1996, there was a period of depreciation. Despite this, our economic model has proved its worth every time. The impact of the national currency on the stabilization of the country's economy was huge. The tenge was able to withstand the latest global economic crisis. Maintaining the stability and stability of the national currency in the context of the global financial crisis is the result of the effectiveness of the state's financial policy.

Zhanaozen is located on the continental part of the Mangyshlak-Ustyurt Peninsula. In terms of population, it is the second city after the regional center. In the year of independence, 54,300 people lived in the city, but today the population of Zhanaozen has grown by 87,700 people, that is, on October 1, 2016, it was 142 thousand. Population growth occurred at the expense of repatriates from the CIS countries. In recent years, there has been a dynamic increase in population growth due to natural growth.

Taking into account the minimization of the number of inhabitants of the city and to implement changes in the field of construction carried out in the framework of state programs, was revised master plan of Zhanaozen town until 2025. It was approved by the decision of Zhanaozen gormaslikhat No. 9/78 of 26.09.2012 and approved by the decision of the regional maslikhat No. 7/91 of 07.12.2012. According to the General Plan, the population of the city until 2035 will be 200.0 thousand people, until 2025-150.0 thousand people.

The total area of the city is 51469 square kilometers. Geographically, the city is located in a semi-desert zone. There are no open or underground reservoirs of drinking water on the territory of the city. The city receives its drinking water from three sources: the 1050 km long Kigach-Mangistau water pipeline, which carries Volga water, as well as from the Tuyesu and Sauyskan water fields. The distance between Zhanaozen and Aktau city is 150 km. The Caspian sea coast is 60 km away.

Zhanaozen can be attributed to a group of cities located at the intersection of local, national and international highways, as well as standing on the railway track. The development of various areas of the city-education, health, culture, sports, and utilities-is directly related to the activities of the Department of Economics and Finance.

The first head of the Economics Department formed in 1989 was Samat Mukashev, in 1990-92 – Gabidulla Dauletov, in 1992-2001-Tamara baskayeva, since 2001 – Nurzhuma Gumarova. In 2006, the Department was divided into two departments – the Department of Finance and budget planning, head of the Department May Abdikulova, and the Department of Economics, head Nurzhuma Gumarova. Since 2015, the Department of Finance, budget planning and Economics has been headed by Raushan Gentlewave. There are 27 specialists working in this Department. Currently, 47 state institutions and 37 enterprises are financed from the city budget. Raushan Dzhantleuova received the Title "Best financier of the city-2015" in them, as well as in local authorized bodies for budget execution, there are about 200 financial workers in total.

Zhanaozen's financial experts are distinguished by high professionalism, literacy and awareness of responsibility. Today, financiers face the task of competent planning and distribution of funds, effective management of their use.

The contribution of financial workers in Zhanaozen to the development and strengthening of the city's economy, increasing overall income and achieving high results by the city is undoubtedly high.

R. Gentlewave,
