The financial system of Kazakhstan is approaching a glorious anniversary – the 95th anniversary of the Ministry of Finance.

Anniversaries have an important feature – they make you sum up what you have lived, evaluate what you have done, and plan the ways of the future. Anniversaries highlight all the fateful milestones in your life. January 6, 1964 became such a momentous event in history. The decision of the first session of the Aktau city Council of people's deputies of workers of March 25, 1964 of the first convocation approved the heads of departments of the Executive Committee, including the head of the financial Department. The Department controlled the execution of the Union, national and local budgets. Khabizhan baktygalievich Gubashev was appointed the first head of the Aktau city financial Department of the West Kazakhstan region by the order of the Minister of the Kazakh SSR on December 29, 1963.

During the years of independence of the Republic of Kazakhstan the Department was headed by the following managers: Sholpan Amangalievna Bizhanova, Leyla Aliyeva Gabukova, Manahan Ilyasovna Gamzatov, Ada N. Kim.

For more than 12 years, the Department has been headed by Ilyasova Nurlash Temirgalievna.

In these years, a seven-fold increase in the city budget was achieved from 4.5 billion tenge to 32.7 billion tenge.

The Finance Department is one of the most important structures in the local Executive body. At first glance, the work of financiers is invisible. However, if there is no funding, it is impossible to ensure the functioning of social systems, it is impossible to hold a single holiday, it is impossible to solve investment issues, etc. Even seemingly purely political issues – elections, and those are directly related to Finance.

In accordance with the Budget code of the Republic of Kazakhstan, the organization of budget execution and management of municipal property is entrusted to the financial authority. When forming the revenue part of the draft budget, all indicators provided by the tax authority of the city of Aktau are combined. In the course of budget execution, they are repeatedly reported at different levels. Now the results for 9 months of 2016 are summed up.

According to the report of the city of Aktau, revenues amounted to 25.1 billion tenge. expenses amounted to 22 billion tenge, or is executed on 97%. The Finance Department employs only 7 civil servants, and 57% of the workforce are specialists with extensive experience and professional experience. Two people have devoted more than twenty years to the financial and budgetary sphere, and two people have devoted more than seven years to it. For long-term and conscientious work in the system of financial bodies, employees of the Department were awarded certificates of honor, letters of thanks and medals. Now almost all specialists in the Finance Department have higher education, and they regularly improve their skills at courses at the Academy of public service. They are always interested in the experience of their colleagues and use it in their work.

The staff of the Department has been formed, and specialists with long experience and young specialists work side by side in it. Our employees are distinguished by high responsibility, professionalism and qualifications. if necessary, each employee can replace another. Figuratively speaking, all employees of the Department without exception are great workers. They are ready to work, regardless of time. Deputy of the Finance Department N. Kurmanbayeva is really the" right hand " of the head, you can always rely on her. Heads of sectors A. Uteshova And K. gabdulina are competent and competent specialists, they are distinguished by responsibility, integrity and dedication to their work.

The functioning of city government structures always depends on the correct distribution of funds.

The main thing that distinguishes the financial service is that there is simply no place for incompetent specialists or random people in this sphere, because the system does not tolerate them. The financial system has always employed not just high-level professionals, but also people with high patriotism. We are grateful to all the veterans of the financial system who brought up a decent shift. We wish our city to develop at a high rate, have enough funds for this and use them as diligently as now.

On the eve of the 95th anniversary of the financial system of the Republic of Kazakhstan, we wish our colleagues professional success in fulfilling their plans, good health, happiness, well-being and good luck in all their endeavors!
