This year is special for financiers of Kazakhstan: along with the important anniversary of the country – the 25th anniversary of its Independence, it is 95 years since the formation of the financial system of Kazakhstan.

Years since independence

Cardinal reforms in Kazakhstan, initiated and implemented by the First President of Kazakhstan, Nursultan Nazarbayev, such as the creation of a state with a completely new economy, the transition to market rails, the introduction of the national currency – the tenge, were the reason for the reconstruction of the financial system. During these years, employees of the financial system had to learn to work according to new requirements, improve their professionalism and qualifications, as they had a great responsibility to form a new financial system of the country, and they coped with the task with honor.

It is known that the socio-economic situation in the country in the first years of independence was at a low level. All previous financial and economic ties were broken, many enterprises stopped working, there were no budget revenues, there were not enough funds to pay salaries, allowances, and pensions, and in such difficult situations, the region's financiers found ways out.

The financial authorities of the region have gone through all stages of reorganization, formation and development of the financial system since independence. In 1991-1992 it was the Financial Department of Executive Committee of Mangystau oblast Council of people's deputies, from 1992 to 2004, Financial management of Mangystau regional administration, 2005-2008 Department of Finance of Mangistau region, 2008 to present – Managing Finance in Mangystau region.

Until 1998, the Department had 93 employees, while 2 city and 4 district financial departments were subordinated to the Department. As a result of reorganizations, city and district financial departments were given to local akimats, and the regional financial Department acted as a coordinator and controller of the financial and budgetary system of the region. Today, 37 people work in the regional Finance Department, 127 people work in two city and 5 district Finance departments.

State institution " Department of Finance of Mangistau region» it is a state body that performs functions in the field of regional municipal property management and budget execution, maintaining budget accounting and reporting on the implementation of the local budget. In other words, any issue of national importance cannot be resolved without the participation of the region's financiers, because all measures must be provided with budget funds and the necessary assets. Therefore, the requirements for an employee in the financial sector are, first of all, high professionalism and qualifications, since they must know the legislation in these areas and be able to analyze issues and tasks in order to effectively Finance various areas – education, health, social support, and utilities.

Budget system

Every year, the regional budget is formed based on the President's Address to the people of Kazakhstan, state and regional programs, and it is aimed at ensuring socio-economic stability and meeting the needs of the population.

Over the past quarter of a century, the regional budget has gone through various stages of changing the fiscal policy and financial and credit system of the country, the development of the region, in short, it has gone from formation to stabilization and development. In 1995, the regional budget was only 3.5 billion tenge, by 2005 – 36 billion tenge, and by 2015 – 161.3 billion tenge. In other words, the regional budget has increased 4.5 times in ten years, and 46 times in twenty years.

In 1995, the state Treasury received 3.3 billion tenge in the form of taxes and other mandatory revenues, in 2015 it received 348.7 billion tenge, of which the national budget – 200 billion tenge, local budgets-148.7 billion tenge.

In 2016, the regional budget was formed in the amount of 176.8 billion tenge, of which 131.8 billion tenge was formed from local revenues, 45 billion tenge - transfers and loans from the national budget. 53.4 billion tenge (or 30.2%) of the budget funds were allocated to the social sphere, 37.3 billion tenge, or 21.0% of the budget – for the implementation of various development programs. This year, the construction of 315 objects was financed from the regional budget.

It is known that our region is one of the donor regions of the Republic, transfers to the national budget from its own revenues are growing from year to year, and this year it is planned to transfer 25.7 billion tenge.

To optimize the budget process an important role is played by the Decree of the President of the Republic of Kazakhstan dated 19 March 2010 № 954 "On system of annual efficiency evaluation of Central public and local Executive bodies of oblasts, city of Republican significance, the capital". According to the decree, the effectiveness of measures to ensure the effectiveness and efficiency of the use of budget funds by administrators of budget programs, to achieve the best direct result with the use of approved or less budget funds is determined. The results of evaluations are used in the annual implementation of measures to further improve the budget process and strengthen financial discipline.

The problem of unjustified storage of budget funds in second-tier banks by quasi-state entities has also found a positive solution. Today, accounts of quasi-public sector entities aimed at budget investments and increasing (forming) the authorized capital have been opened in the Treasury bodies.
