The main functions The departments are:

1) development of programs for the strategic development of public utilities in the region;

2) coordination of the activities of enterprises and organizations of public utilities, regardless of ownership forms;

3) coordination of the implementation of a set of works to meet the needs of the population of the region in high-quality public services;

4) exercising control within its competence over compliance with regulatory legal acts on providing consumers of the region with public services;

5) consideration of appeals, complaints of individuals and legal entities, official correspondence;

6) coordination of reporting to the regional akimat, the Government of the Republic of Kazakhstan and other state bodies on issues within the competence of the Department.

7) ensures the organization of measures for the preservation and proper operation of the housing stock;

8) develops rules for the provision of public services;

9) approves the investment program (project) of a natural monopoly entity providing regulated services in the field of housing and communal services in the relevant territory of an administrative-territorial unit included in the local section of the State Register of Natural Monopoly Entities;

10) analyzes information on the implementation of the investment program (project) of a natural monopoly entity included in the local section of the State Register of Natural Monopoly Entities in order to improve the quality and reliability of regulated services provided in the field of housing and communal services.
