The department organizes work to create and develop opportunities for all students to receive compulsory secondary education. Monitors the implementation of state compulsory education standards for secondary schools, including evening schools, a network of educational organizations, including private, evening organizations, coordinates work on maintaining statistical records of the movement and progress of students in the region, the beginning and end of the school year.

Carries out work on the provision of state educational grants at the expense of the local budget, monitoring of graduates of general education schools, including those who entered foreign educational institutions.
