In the course of implementing the policy in the field of interethnic relations and working with the diaspora, a draft state program was developed for the support of Kazakhs abroad and voluntary resettlement to Kazakhstan for 2020-2030 based on the results of the 1st quarter. Currently, “Economic Research Institute” Joint Stock Company (hereinafter referred to as the “ERI”) is preparing the financial and economic justification of measures to support repatriation in the state program. It is planned to complete the financial and economic calculations in July of this year.
The Roadmap for optimizing business processes in the provision of public services is approved by the principle of (one window), its implementation is planned for 2020. The implementation of the roadmap will reduce the number of documents required from returnees from 46 to 20. All public services are transferred from 5-6 government agencies to 1 organization (PSC) with a reduction in the term of their provision from 6 to 3 months. The Ministry of information and social development of the Republic of Kazakhstan exercises control over the implementation of the roadmap items. In the 1st quarter of this year the following work has been done:
- The Ministry of labor and social protection of population of the Republic of Kazakhstan submitted for consideration by the Senate of the Republic of Kazakhstan a draft law on introducing into the legislation of the Republic of Kazakhstan regarding the granting of the right to citizenship of the Republic of Kazakhstan in a simplified manner to an ethnic Kazakh having the status of “Qandastar”, while leaving for permanent residence in the Republic of Kazakhstan;
- The Ministry of Healthcare has developed and approved a certificate form for a medical examination of a foreigner about the absence of diseases according to the List of Diseases (order The Ministry of Healthcare DSM-147 dated November 29, 2019).
A draft comprehensive plan of measures for work in places of compact residence of ethnic groups for 2020-2025 has been developed. The plan provides for a number of systematic measures to monitor, integrate ethnic groups, strengthen civic identity, expand the sphere of the state language, and others.
A project was developed (Peace and Consent) for integrated and targeted work with the population of the region and other areas with compact ethnic groups. The aim of the project is to identify, study and solve the existing problems of the residents of the regions in the main areas of socio-economic development and interethnic agreement with the departure of groups of representatives of central government bodies (the expected period of work in the Zhambyl region from April 20 to May 10 this year)
Maps of the ethno-demographic situation of each region of the country were developed (17). Maps include information on statistical data, ethno-demographic processes, interethnic interaction, economic and migration trends.
A draft of guidelines for working with (closed) ethnic communities for local executive and law enforcement agencies was developed with an analysis of the interethnic situation and demographic indicators, as well as the main factors affecting interethnic relations in places where ethnic groups are densely populated.
A draft has been developed (recommendations for improving the system of state policy in the field of interethnic relations at the regional level) for local executive bodies.
Planned activities have been carried out in the interethnic and diasporal sphere, including:
- February 27 this year Kosagash region of the Altai Republic and March 3 this year in the city of Omsk of the Russian Federation, the official opening of 2 online classes for teaching the Kazakh language was held;
- February 27 this year The grand opening of the reading room (Otadastar) and the presentation of recently published books (Qazaq Alemi) - (World of Kazakhs) took place in the city of Nur-Sultan of the National Academic Library of the Republic of Kazakhstan.
- March 12th of this year In the city of Nur-Sultan, a meeting of the public commission at the Nenets Autonomous Okrug (the «Otandastar» Foundation) took place;
- In order to fulfill the order of the President of the Republic of Kazakhstan dated March 23, 2020 No. 20-35-12.59 to take measures aimed at improving the state policy in the field of interethnic relations, 4 regulatory legal acts in the interethnic and diasporal sphere were developed:
- Draft Law (On Amendments and Additions to the Law of the Republic of Kazakhstan dated October 20, 2008 No. 70-IV (on the Assembly of the People of Kazakhstan);
- The draft decree of the President of the Republic of Kazakhstan (some issues of the republican institution («Kogamdyk kelisim» RSI);
- Draft resolution of the Government of the Republic of Kazakhstan (On the formation of a committee on the development of interethnic relations of the Ministry of Education and Science of the Republic of Kazakhstan and some issues of state property);
- Draft Decree of the Government of the Republic of Kazakhstan (On the Creation of LLP (Institute of Applied Ethno-political Research, The Ministry of information and social development of the Republic of Kazakhstan);
Monitoring of the implementation of the law of the Republic of Kazakhstan (The Assembly of People of Kazakhstan) (hereinafter referred to as the Law) and the concept of the development of the Assembly of the People of Kazakhstan (until 2025), approved by presidential decree, allows monitoring the implementation of the articles, reveals the positive dynamics of development in the field of interethnic relations, and the effectiveness of measures taken. The monitoring result as a whole shows that the general provisions of the law by akimats are implemented effectively.
- A number of research projects on the analytical support of interethnic policy are being implemented on the following topics:
- Study of the life of local ethnic groups, including closed ethnic communities (enclaves), in places of their compact residence;
- Conducting a study on the problem of interethnic xenophobia and ways to overcome it based on the best practices of OECD countries;
- Monitoring the development trend of national-patriotic moods among the largest ethnic groups;
- The Kazakhs' perception of the main milestones of the National History and the national code in the context of the third modernization.
