Чукаев Сейсенгазы Жумагалиевич 1966 жылғы 17 маусымда Шығыс Қазақстан облысы Үржар ауданы Ново-Троицк ауылында дүниеге келген.

1993 жылы Қазақ Мемлекеттік бақару академиясының «Бухгалтерлік есеп және шаруашылық жұмысын талдау» мамандығын тәмәмдаған.

2001 жылы Қазақ Мемлекеттік заң академиясының «Құқықтану» мамандығын тәмәмдаған.

1990 - 1993 Tax inspector of the State tax Inspectorate for the Urdzharsky district of Semipalatinsk region 1995 - 1997 Head of the tax inspectorate for the Abralinsky district of Semipalatinsk region, Kainar village.

1997 - 2002 Chairman of the Tax Committee for the Zharminsky district of the East Kazakhstan region, the village of Georgievka.

2002 - 2004 Deputy Chairman of the Tax Committee for the East Kazakhstan region, Chairman of the Tax Committee for the city of Ust-Kamenogorsk, the city of Ust-Kamenogorsk.
