Social Partnership (October 1, 2026)
Since the beginning of the year, 50 meetings of regional tripartite commissions on social partnership and the regulation of social-labor relations have been held (15 at the regional level and 35 at the district and city levels), addressing issues at 161 enterprises.
Monitoring of workforce reductions: 238 employees were laid off across 19 organizations; of these:
110 were placed in permanent jobs;
86 registered as unemployed (80 of whom were granted unemployment benefits);
19 received information/counseling;
23 did not require employment assistance (3 students, 2 deceased, 11 private entrepreneurs, 2 pensioners, 5 on maternity leave).
For reference: 10 residents of the Kyzylorda region were laid off as part of a TCO project; of these, 8 found employment, 1 registered as unemployed, and 1 received information/counseling.
Regarding individuals released from correctional facilities and registered with the probation service
A quota of 88 jobs was established for 2026 for the employment of citizens released from correctional facilities and those registered with the probation service (specifically: 71 registered with the probation service and 17 released from correctional facilities). During the reporting period, 88 individuals were employed (including 71 registered with the probation service and 16 released from correctional facilities), representing a 100% completion rate. For reference: Resolution of the Akimat of Kyzylorda Region No. 223 dated December 1, 2025.
280 individuals are registered as unemployed with employment agencies.
Of those registered, 239 individuals have been employed (210 in permanent jobs and 29 in temporary jobs), including 210 individuals under probation supervision and 29 individuals released from correctional facilities, specifically:
- of the 210 permanent jobs: 88 were filled by individuals under probation supervision, and 122 by individuals not under probation supervision;
- of the 29 temporary jobs: 26 were filled by individuals under probation supervision (23 in public works, 1 in youth internships, and 2 under the "Silver Age" program), and 3 by individuals not under probation supervision (public works).
Additionally, 75 individuals completed online training courses via the skills.enbek.kz portal, 17 individuals completed a course on the fundamentals of entrepreneurship under the "Bastau Business" project, 32 families were granted targeted state social assistance, and 116 individuals received charitable aid totaling 3,008.5 thousand tenge.
To implement the project for the resocialization and social adaptation of this category of individuals, 16.9 million tenge was allocated from the local budget to non-governmental organizations (under the state social procurement program).

In 2026, the provision of one-time social assistance totaling 18,619.2 thousand tenge is planned for 287 individuals released from places of detention. During the reporting period, 8,433.3 thousand tenge was paid to 130 individuals, representing a 45.3% implementation rate.
Regarding the quota:
A resolution by the Akimat of the Kyzylorda Region established an employment quota for 92 individuals released from places of detention and registered with the probation service for 2025, while 88 positions have been designated for 2026.
The quota is primarily determined based on the demand for employment among individuals released from correctional facilities.
Specifically, 997 individuals have been placed under probation supervision, including:
- 781 self-employed individuals (self-employed persons, individual entrepreneurs);
- 79 individuals from target groups (pensioners, persons with disabilities, students, those on childcare leave, minors undergoing compulsory treatment);
- 9 employed individuals (self-found employment);
- 31 registered as job seekers at Career Centers;
- 88 individuals included in the quota who expressed a desire to find employment within this framework. quotas;
- the remaining 9 voluntarily declined for various reasons.
Over the course of the year, the figure will be further increased through the inclusion of individuals released from places of detention.
Regarding the employment of convicts:
There are 232 convicts across the 37 facilities of the Department of the Penal System (DUIS) for the Kyzylorda Region. Ten convicts are employed in the facility's internal operations, and four work for the "Enbek-Kyzylorda" branch (a State-Owned Enterprise) on a contractual basis outside the facility; in total, 196 convicts are employed within the facility, serving sentences while working for 13 private business entities.
The number of convicts at Facility No. 60 of the Department of the Penal System for the Kyzylorda Region is 994. There are 21 business entities operating in the facility's production zone (11 individual entrepreneurs and 10 limited liability partnerships). The number of convicts not engaged in paid labor is 63. The employment rate is 66.1%.
Social Partnership (July 1, 2026)
Since the beginning of the year, 38 meetings of regional tripartite commissions on social partnership and regulation of social and labor relations have been held (including 10 at the regional level, and 28 at the district and city levels), addressing issues facing 142 enterprises.
Employee layoff monitoring: 151 employees were laid off at 14 organizations, of which:
60 were permanently employed;
65 were registered as unemployed, 60 of whom were assigned unemployment benefits;
14 were provided with explanatory work;
12 do not require employment (3 students, 1 deceased, 5 self-employed, 1 pensioner, 2 on maternity leave).
For reference: 10 residents of the Kyzylorda region were released as part of the TCO project, of which two were employed, two were registered as unemployed, and six were provided with outreach work.
Regarding individuals released from prison and registered with the probation service
A quota of 88 jobs has been established for 2026 for citizens released from prison and registered with the probation service (including 71 registered with the probation service and 17 released from prison). During the reporting period, 78 individuals were employed (including 71 registered with the probation service and seven from prison), representing a fulfillment rate of 88.6%. 221 individuals are registered as unemployed with employment agencies.
Of those registered, 183 have been employed (157 permanently and 26 temporarily), including 157 individuals registered with the probation service and 26 individuals released from prison. Specifically:
- of the 157 permanent positions: 78 are for individuals registered with the probation service, 79 are for individuals not registered with the probation service;
- Of the 26 temporary jobs, 24 were for individuals registered with the probation service (including 22 for community service, 1 for youth internship, and 1 under the Silver Age program), and 2 were for individuals not registered with the probation service (community service).
In addition, 73 individuals completed online training courses through the skills.enbek.kz portal, 13 individuals completed a course on the fundamentals of entrepreneurship as part of the Bastau Business project, 25 families received targeted state social assistance, and 58 individuals received charitable assistance totaling 992,000 tenge.

In 2026, 287 individuals released from prison are scheduled to receive one-time social assistance totaling 18,619,200 tenge. During the reporting period, 92 individuals received 5,968,500 tenge, representing 32.1% of the total.
About the quota:

Employment of convicts:
In "37 institutions" of the State Penitentiary Service in Kyzylorda Oblast - 232 Convicts. Ten convicts are employed in the institution's service facilities, and four convicts are employed outside the institution on a contractual basis at the Yenbek-Kyzylorda branch of the RSE. A total of 196 convicts are employed at the institution, 13 private business entities serving sentences.

Employee layoff monitoring: 497 employees were laid off at 43 organizations. Including:

Nominations were submitted for the national "Yenbek Zholy" competition (Best Labor Dynasty – Arystanbaevs, Best Youth Mentor – Gulsim Abylkasymovna Daribayeva, and Youngest Production Worker – Aibek Bolatbekovich Ualiev).
Fifteen applications were also submitted to the hr.enbek.kz system for participation in the national business social responsibility competition "Paryz."
Provision of social and legal assistance to individuals registered with the probation service and individuals who have served criminal sentences.
324 people registered with employment agencies as unemployed (including 267 on probation and 57 who have served criminal sentences). Of these registered individuals, 213 were permanently employed (including 181 on probation and 32 who have served criminal sentences), and 49 were placed in subsidized jobs. Targeted social assistance was provided to 23 individuals, and 124 families received charitable assistance totaling 1.9 million tenge. By Resolution No. 188 of the Kyzylorda Region Akimat dated December 12, 2024, 92 employment quotas were established for 2025 for individuals released from prison and those registered with the probation service. During the reporting period, 91 individuals were employed under the quota (including 74 individuals registered with the probation service and 17 individuals released from prison), achieving 98.9% of the annual plan.
Social partnership
As of July 1, 2025, 28 meetings of regional tripartite commissions on social partnership and regulation of social and labor relations were held, at which problematic issues were considered at 32 enterprises, including 3 at the regional level (including under the chairmanship of the regional akim), and 25 at the district and city level.

Provision of social and legal assistance to persons registered with the probation service and persons who have served criminal sentences.
According to the information of the Department of Penitentiary Service of the Kyzylorda Region, 999 people are registered with the probation service. Of these, 597 people have a job, 120 people belong to the categories of citizens who are incapacitated (disabled people, pensioners, persons caring for children, etc.). Since the beginning of the year, 238 people have registered with the employment agencies as unemployed (including 215 people registered with the probation service, 23 people who have served criminal sentences). Of the registered 160 people were employed in permanent jobs (including 145 people registered with the probation service, 15 people who served criminal sentences), 45 people were sent to subsidized jobs (including 42 people sent to community service, 2 to youth practice, 1 was sent under the "Kumis Zhas" project). Targeted social assistance was assigned to 18 people, 70 families received charitable assistance for a total of 1,200.0 thousand tenge. By Resolution of the Akimat of the Kyzylorda Region No. 188 dated 12.12.2024, 92 quotas for employment in vacant jobs were established for 2025 for those released from places of imprisonment and persons registered with the probation service. During the reporting period, employment was provided under the quota 85 people (including 74 persons registered with the probation service, 11 persons released from prison), thus the plan was fulfilled by 92.3%.
Social partnership
As of April 1, 2025, 13 meetings of regional tripartite commissions on social partnership and the regulation of social and labor relations have been held. These meetings addressed issues at 17 enterprises, including 1 at the regional level (chaired by the regional akim) and 12 at the district and city levels. Monitoring of employee releases shows that 172 employees were let go from 19 organizations. Of these, 3 were employed, and 108 registered with the employment authorities (92 of whom receive unemployment benefits), while 61 are in the process of finding work (3 have incorrect phone numbers).
Specifically:
1) In the region, 6 employees were released from 32 organizations (18 registered with the employment authorities, all receiving unemployment benefits, and 14 are in the process of finding work);
2) 140 residents of the region were released from subsidiaries of Tengizchevroil LLP (74 received unemployment benefits, and 47 are in the process of finding work, including 3 with incorrect phone numbers and 3 who were employed).
Social partnership. As of January 1, 2025, 59 meetings of regional tripartite commissions on social partnership and the regulation of social and labor relations have been held, addressing issues at 75 enterprises. On Labor Day, as part of the state social order, a ceremonial event was held with the regional akim to honor working people, funded by a social project worth 5.1 million tenge. During this event, 10 workers from Kyzylorda and its districts received cash certificates of 400,000 tenge, and 10 individuals were awarded vouchers for sanatoriums at the expense of trade unions. Monitoring of employee layoffs shows that since the beginning of the year, 930 people have been laid off at 54 enterprises, with 285 people finding new employment. Additionally, 563 individuals have registered as unemployed, of whom 497 have been assigned unemployment benefits. Active employment measures have reached 32 people (public works - 26, training under the Bastau Business project - 3, youth practice - 1, social work places - 1, short-term training - 1). Five individuals have registered as individual entrepreneurs, while 16 are from the category of disabled (1 for child care, 14 pensioners, and 1 disabled). Nineteen individuals are residents of other regions, and efforts are ongoing for the remaining 42 people. Of those laid off, 87.3%, or 812 individuals, are residents of the region, released from the Future Growth Project - Wellhead Pressure Management Project of Tengizchevroil LLP.

For those released from prison and persons registered with the probation service, 94 employment quotas for vacant jobs have been established for 2024. During the reporting period, 39 people were employed under a quota, including 33 individuals registered with the probation service and 6 individuals released from prison. This means that the annual plan was fulfilled by 41%.
As part of organizing the state social order with non-governmental organizations for the social project "Resocialization and rehabilitation services for individuals leaving prison and those under probation," KZT 7783.0 thousand has been allocated from the regional budget for 2024. Currently, public procurement procedures are in progress.
In 2023 48 meetings of the tripartite commission on social partnership and regulation of social and labor relationships, from the on regional level – 10 (including meetings chaired by the akim of the region – 3), on district and city level – 38.
Monitoring of release of workers. At the beginning of the year for 84 enterprises released 838 people, from the 192 people were placed in permanent job, 498 people registered as unemployed, from them 440 awarded unemployment benefit., 3 people directed to learn the basis of entrepreneurship under the project «Bastau Business»; 12 people opened their own business, 11 people refused the proposed job, 10 people from the category of disabled (2 students, 8 pensioners), 9 people are from other regions; the remaining 106 are explained on active employment promotion measures.
From among the released 89% or 749 people are dismissed workers from the future expansion project - «Tengizchevroil» LLP wellhead pressure management project.
About the “Paryz” and “Enbek zholy” competition
At the current year for the participation in “Paryz” competition 16 requests were received (in nominations «The best socially responsible enterprise» - 7; «The best enterprise in the field of labor protection» - 3, «The best collective agreement» - 3; «For contribution to the environment» - 3 applications). By the decision of the republican commission of «Abay Daulet» LLP became the owner of the Grand Prix of the competition «Paryz» among small and medium-sized businesses.
For the participation to “Enbek zholy” competition 26 requests were received. (in nominations «The best mentor of working youth» - 13, «The best working dynasty» - 3, «The best young worker of production» - 10). During the solemn event «Adal Azamat - Adal Enbek», dedicated to Labor Day 21.09.2023, with the participation of Deputy Governor of the region M. Shermaganbet, a ceremony of awarding winners of the regional stage of the competition was held.
Rendering social, legal assistance to persons, who are recorded in the probation service and persons, who have served criminal sentences. In 2023, 4 meetings were held in accordance with the approved plan of consultative and advisory body work, created with the akimat of Kyzylorda region on organization socially and other care for persons, who have served criminal sentences, and also 33 meetings of consultative and advisory bodies of akimats of the city of Kyzylorda and districts were held.
According to the information of the department of the criminal-executive system of Kyzylorda region, at the end of the 2023 1029 people consist in probation records. From them, 483 people have a job, 98 people belong to the categories of citizens unable to work (disabled, pensioners, persons caring for children, etc.) During the year, 360 people registered as unemployed with the employment authorities (including 312 people on probation, 48 people who had served criminal sentences). Of those registered, 212 people were employed permanently. (including 187 people registered as probationers, 25 people who have served criminal sentences), 58 people sent to subsidized jobs (including 46 people sent to public works, 2 people employed under the “First Job” project, 3 people sent to youth practice, 6 people to social jobs, 1 person for the project “Silver Age”). Akimats of districts and Kyzylorda for released from places of deprivation of liberty and persons registered with the probation service, for 2023, established 94 quotas for employment for vacant jobs. During the reporting period, 94 people were employed on a quota basis. (including 75 people registered with the probation service, 19 people released from places of deprivation of liberty) The annual plan is 100% complete.
Within the framework of the placement of the state social order among the non-governmental organizations for implementation of social project “Organization of the work of the Centre for Resocialization and Rehabilitation of Released from Places of Deprivation of Liberty and Registered in the Probation Service” , from the regional budget for 2023 KZT 8316.0 thousand was allocated, as a result of public procurement signed an agreement with the public fund “Pro bono” cost KZT 7484.4 thousand (No.43 from 01/07/2023).
In the course of implementation of project in institutions of KUIS and adaptation centers, 24 training seminars were held, in 7 districts and in the city of Baikonur 11 footballs, tug of war, lifting weights, as well as chess and checkers events and 2 cultural activities were organized. About competitions "Paryz" and "Enbek Zholy". On April 25, 2023, the deputy akim of the region N. Saktaganov approved the action plans for holding the regional stage of the Paryz and Enbek Zholy business social responsibility competition.
As of July 1 this year. 14 applications were received to participate in the Paryz competition (in the nominations "Best Socially Responsible Enterprise" - 8; "Best Collective Agreement" - 4; "For Contribution to the Environment" - 2 applications).
25 applications were received to participate in the “Enbek Zholy” competition (in the nominations “The Best Mentor of Working Youth” - 10, “The Best Labor Dynasty” - 4, “The Best Young Production Worker” - 11).
Provision of social and legal assistance to persons registered with the probation service and persons who have served criminal sentences. According to the information of the CIIS in Kyzylorda region, as of July 1, 2023, 970 people are registered on probation. In accordance with the Law of the Republic of Kazakhstan “On Employment of the Population”, akims of districts and Kyzylorda city set 94 quotas for employment for vacant jobs for 2023 for those released from places of deprivation of liberty and persons registered with the probation service. As of July 1 of this year. 91 people were employed according to the quota. (including 74 persons registered with the probation service, 17 people released from places of deprivation of liberty), thus the annual plan was fulfilled by 97%.
As part of the placement of the state social order among non-governmental organizations for the implementation of the social project "Organization of the work of the Center for Resocialization and Rehabilitation of Those Released from Places of Detention, as well as those Registered in the Probation Service", 8316.0 thousand tenge were allocated from the regional budget for 2023, following the results of public procurement, an agreement was concluded with the public fund "Pro bono" amounting to KZT 7484.4 thousand (No. 43 of 01.07.2 023).
The 70th meeting of the regional tripartite commission on social partnership and regulation of social and labor relations for 2020 was held. (of these, 13 oblates, 57 district, city), labor relations and conflicts, industrial injuries and accidents were considered at the meetings (with the participation of representatives or managers of the company, the prosecutor's office).
In 2021, 351 people were reduced in 40 enterprises (Kyzylorda – 172, Aral district – 12, Kazalinsky – 62, Karmakshi - 5, Baikonur – 85, Zhalagashsky – 2, Syrdarya – 2, Shieli – 1, Zhanakorgansky - 5, residents of other regions – 5), of which: 138 people were employed (Kyzylorda – 104, Aral – 4, Kazalinsky – 28, Zhanakorgansky – 2), appointed payments for job loss - 49 (g. Kyzylorda – 37, Aral -1, Kazalinsky – 8, Syrdarya – 2, Shieli - 1), residents of other regions – 5, opened their own business – 5 (Kazalinsky -1, Zhalagashsky – 1, Kyzylorda – 3), other social categories - 6 (student – 1 (Kyzylorda), pensioner – 5 (Kyzylorda – 3, Kazalinsky - 2)), refused the work provided – 3 (Kazalinsky), for other reasons – 145 (deceased, not registered with the employment authorities, etc.).
In order to preserve jobs and prevent social tension, the following measures have been taken:
- "Roadmaps on labor flows for 2017-2025" with 31 large enterprises (19 with a list of more than 500 people and 12 enterprises with a list of more than 250 people);
- From 2016 to 2021, memoranda were concluded and extended with employers to ensure the labor rights and guarantees of employees covering about 61 thousand people (a total of 3,328 enterprises and organizations, including 49 large and 3,279 medium-sized).
