Information on the work done by the internal audit department of the akim's administration of Kyzylorda region for the first quarter of 2021

In the first quarter of 2021, the internal audit service of the akim of Kyzylorda region (hereinafter referred to as the Service) conducted an audit of the efficiency and compliance of the use of funds allocated from the local budget and state assets to the municipal public institution "Government for Business" of the Department of Entrepreneurship and Tourism of the Kyzylorda region for the period from 1 January 2019 to 30 September 2020.
According to the results of the conducted internal governmental audit on 5 items, violations of a financial nature in the amount of 138.7 thousand tenge and of a procedural nature in the amount of 24 105.4 thousand tenge were revealed. Of these, 97.7 thousand are reimbursed to the budget and 41.0 thousand tenge are subject to recovery, concrete measures are taken to eliminate violations and are under control.
In addition, 3 court sessions were held in Kyzylorda city court (No. 4319-21-5-21 / 3813 dated February 19, 2021 and No. 4319-21-5-21 / 5780 dated March 17, 2021, letters from the Kyzylorda city court) with the participation of a representative of the Service, in accordance with a claim filed by a group of employees of the Shieli district hospital for invalidating paragraph 2 (paragraph 2 established that employees who are not health professionals were unreasonably paid 25 percent allowances) of audit report No. 1 dated May 8, 2019 of the Department of Internal audit of the apparatus of akim of Kyzylorda region. The civil case considered the issue of returning to the budget 8.0 million tenge, paid from the salaries of hospital employees. As a result, the court rejected the claim to invalidate clause 2 of the auditor's report No. 1 dated May 8, 2019 and return 8.0 million tenge paid to the budget, it was established that the premiums were paid unreasonably.
Along with this, an audit of the compliance of the use of budgetary funds allocated for the average repair of the regional highway at 10-25 km "Samara-Shymkent-Zhanadaria" in the Syrdarya district, as well as the average repair of streets in Zhalagash village is being carried out.
Work was carried out to introduce audit materials for the "Risk Management System / Financial Control" subsystem on the official website of the Ministry of Finance of the Republic of Kazakhstan.
