Digitalization of the region in 2019

In 2019, work was carried out to implement 29 projects in 9 areas: "Education", "Healthcare", "Transport", "Security", "Housing and Utilities", "City Administration", "Ecology", "Agriculture", "Social sphere ".
Including:
- at the expense of the local budget - 19 projects;
- within the framework of public-private partnership (hereinafter - PPP) - 5 projects;
- at the expense of a private investor-1 project;
- at the expense of the republican budget - 1 project;
- not requiring funding - 3 projects,
To date, 18 of the planned projects have been fully completed, 2 projects are at the completion stage, the remaining 9 projects are rolling over to subsequent years.

Implemented projects

In the field of education, the acceptance of applications for college applicants, online testing and the processes of granting grants in organizations of technical and vocational education are fully automated.
In addition, a system has been introduced for the recruitment of teachers and personnel who will select and test in accordance with the qualification requirements of the employer for a vacant position. This, in turn, excludes corruption in the selection of personnel.
On the left bank of Kyzylorda, a new youth resource center has been created, where an IT park functions. Here, in 2019, the first in the republic successfully implemented the IT-Echelon project on free training in the basics of web programming for the youth of the region. More than 200 people from 14 to 35 years old took part in the training. As a result, 8 start-up projects in the IT field were developed by active participants.
On the basis of the IT park, residents are developing software products, organizing training courses, while it should be noted that education for children from socially vulnerable groups is free.
In the healthcare sector, 4 types of certificates are automated (086 / y, 083 / y, 095 / y, and a certificate of incapacity for work), in order to ensure safety, these certificates are issued with a QR code. The authenticity of the certificates can be checked through the "Damumed" mobile application. This project will help prevent corruption in health care authorities.
In the field of transport, an electronic ticketing system will soon be introduced for urban passenger transport, equipped with video cameras and GPS devices. The project is being implemented within the framework of PPP since it requires large financial costs.
The launch of this project will allow tracking the movement of all buses, in turn, will allow the implementation of the Smart Stops project.
In the field of security, the country was the first to launch a project to create a “Unified Duty Dispatch Service-112”. The project is aimed at calling all emergency services (services 101,102,103,112) through one call to the short number "112", prompt response to public inquiries and regulation of the interaction of emergency services, as well as reducing the time of action with efficient use of emergency services resources. Last year, representatives of 15 regions arrived in the region to study this project and exchange experiences. In 2019, the functionality of the system was expanded to all regional centers.
In the field of housing and communal services, work is underway to introduce a unified information system for housing and communal services and the housing stock in order to reduce the costs of monitoring and control of consumed and supplied utilities, as well as to reduce the labor costs of the accumulative information department. In addition, a project was implemented to connect 300 houses of "Kyzylorda Tazalygy" LLP to the e-KSK program among residents of apartment buildings.
In the field of urban management, the "Unified Contact Center-109" was put into operation to process applications from the population in areas of non-emergency nature. These are issues of improvement, power supply, heat supply, water supply, issues of open hatches, public transport, KSK activities and many others.
Previously, residents of the city needed to find out more than 80 phone numbers to solve these problems. And now applications are accepted only by one single number 109 and are automatically sent to the appropriate organizations. To create an effective operation of the services "112" and "109", a communal state institution "Rapid Response Center" was created under the management of digital technologies of the Kyzylorda region.
In the field of agriculture, Zh.Zhienbayev KazNII Plant Protection and Quarantine and the "Akmaya" farm have implemented a joint project using elements of precision farming. As a result, the productivity of the peasant economy increased by 50%.
The first in the republic was launched a modern digital rice processing plant on the basis of "Magzhan and K" LLP. The rice processing process is fully automated and works on the principle of waste-free production.
In Zh. Makhambetov village, a modern automated high-tech greenhouse complex for growing vegetables based on Spanish technology was commissioned. The first harvest of tomatoes is planned for the first half of 2020.
