Social Protection of Persons with Disabilities (October 1, 2026)
According to the centralized database of persons with disabilities, as of October 1, 2026, there were 35,221 registered persons with disabilities in the region. This figure includes 4,757 individuals with Group I disabilities, 10,615 with Group II, 12,692 with Group III, and 6,887 children with disabilities under the age of 18 (19.6%).
Through the Social Services Portal, 35,713 persons with disabilities were provided with 31,313 technical rehabilitation aids in accordance with their individual rehabilitation programs (87.7%).
A plan has been established for the region covering the years 2023–2027 to adapt 1,830 social infrastructure facilities (366 in 2023, 374 in 2024, 360 in 2025, 364 in 2026, and 366 in 2027).
In 2026, adaptation work on the 364 facilities scheduled across the sectors of culture, healthcare, education, transport, the private sector, social services, and sports was fully completed (82.0%), and data regarding these facilities was entered into the Interactive Accessibility Map.
Social Protection of Persons with Disabilities (July 1, 2026)
According to the centralized database of persons with disabilities, as of July 1, 2026, 34,872 persons with disabilities were registered in the region.
4,643 persons with disabilities belong to Group I, 10,569 belong to Group II, 12,774 belong to Group III, and 6,886 persons with disabilities under 18 (19.7%).
As of July 1, 2026, 28,604 persons with disabilities were provided with 22,438 technical rehabilitation devices through the Social Services Portal in accordance with their individual rehabilitation programs (78.5%).
A plan for the adaptation of 1,830 social infrastructure facilities has been defined in the region for 2023-2027 (366 in 2023, 374 in 2024, 360 in 2025, 364 in 2026, and 366 in 2027).
In 2026, adaptation work on 364 facilities planned in the areas of culture, healthcare, education, transportation, the private sector, social services, and sports was fully completed (81.0%) during the reporting period, and information about them was entered into the Interactive Accessibility Map.
Social protection of persons with disabilities
According to the centralized database of disabled people in the region, 34,768 individuals with disabilities are registered.
4,480 individuals are classified as Group I, 10,597 as Group II, 12,718 as Group III, and 6,973 (20.0%) are children with disabilities under 18.
Through the Social Services Portal, out of 31,565 individuals in need, 28,578 individuals with disabilities have been provided with technical rehabilitation equipment in accordance with their individual rehabilitation program (90.6%).
A plan for the adaptation of 1,830 social infrastructure facilities has been developed for 2023-2027 in the region (366 in 2023, 374 in 2024, 360 in 2025, 364 in 2026, and 366 in 2027).
In 2025, work is planned and underway to adapt 360 cultural, healthcare, educational, transportation, private sector, social, and sports facilities. During the reporting period, 244 facilities underwent adaptation work.
Vocational rehabilitation.
1,032 individuals with disabilities were employed through employment agencies.
Of these, 199 individuals were provided with permanent employment, six individuals with disabilities were placed in social work placements, 40 young professionals were placed in youth internships, 30 individuals with disabilities were in their final years of retirement, and 584 individuals with disabilities were involved in community service. 173 individuals received grants to start their own businesses.

Social protection of persons with disabilities
According to the centralized database of persons with disabilities in the region, 34,768 persons with disabilities are registered (persons with disabilities of group I - 4,480 people, persons with disabilities of group II - 10,597 people, persons with disabilities of group III - 12,718 people, children with disabilities under 18 years old - 6,973 people (20.0%).
Through the Social Services Portal, out of 25,322 persons in need, 20,428 persons with disabilities were provided with technical rehabilitation equipment in accordance with an individual rehabilitation program (80.7%).
In the region for 2023-2027, a plan has been determined for the adaptation of 1,830 social infrastructure facilities (2023 - 366, 2024 - 374, 2025 - 360, 2026 - 364, 2027 - 366).
In 2025, it is planned and adaptation work is underway at 360 cultural, healthcare, educational, transport, private sector, social and sports facilities. During the reporting period, adaptation work was carried out at 135 facilities.
Professional rehabilitation
Through employment agencies, 472 persons with disabilities were employed, of which 66 people were covered by permanent work, 3 persons with disabilities were sent to social jobs, 9 young specialists were sent to youth practice, 19 are of silver age, 375 persons with disabilities were involved in community service.

According to the centralized database of disabled people in the region, 34,263 persons with disabilities are registered.
Of these, 4,369 persons are disabled in group I, 10,557 persons in group II, 12,520 persons in group III, and 6,817 persons (19.8%) are children with disabilities under 18.
Portal of social services out of 18,497 persons in need, 12,624 persons with disabilities are provided with technical rehabilitation means in accordance with an individual rehabilitation program (68.2%). In the region for 2023-2027, a plan has been defined for the adaptation of 1,830 social infrastructure facilities (2023 - 366, 2024 - 374, 2025 - 360, 2026 - 364, 2027 - 366).
In 2025, work is planned and underway to adapt 360 cultural facilities, healthcare, education, transport, private sector, social and sports spheres.
Professional rehabilitation. 530 persons with disabilities were employed through employment agencies, of which 41 persons were covered by permanent work, 4 young specialists were sent to youth practice, 485 persons with disabilities were involved in community service.

According to the centralized database of disabled persons as of 1 October 2024, 33764 persons with disabilities were registered in the region, of which disabled group I – 4166 people, group II - 10509 people, group III - 12426 people, children with disabilities up to 18 years - 6663 people (19.7%).
On 1 October 2024, the social services portal provided technical rehabilitation tools in accordance with the individual rehabilitation program (90.0%) to 29,687 needy 26,716 persons with disabilities.
In the region for 2023-2027, a plan has been defined to adapt 1837 social infrastructure facilities (2023 - 366, 2024 - 374, 2025 - 366, 2026 - 365, 2027 - 366).
In 2024, 374 facilities of culture, healthcare, education, transport, private sector, social and sports are planned to be adapted. Currently, 236 objects have been fully adapted and included in the republican interactive map of accessibility.
Vocational rehabilitation.
On October 1, 2024, 1170 persons with disabilities were employed through employment agencies, of which 228 people are covered by permanent employment, 9 people are directed to social jobs, 32 young professionals are directed to youth practice, silver age - 39, The first jobs are assigned to 3 people, 666 persons with disabilities are involved in community work. 193 persons with disabilities received grants to start their own business

In 2024, it is planned to adapt and submit to the national interactive map of accessibility 374 cultural objects, health, education, transport, private sector, social and sports sphere. To date, 69 objects have been fully adapted and included in the republican interactive map of accessibility.
Vocational rehabilitation
As of July 1, 2024, 873 persons with disabilities were employed through employment authorities, of which 132 were employed in permanent jobs, 8 persons with disabilities were employed in social jobs, 20 persons were sent to youth practice, 621 persons with disabilities were involved in public works. 92 people with disabilities received grants to start their own business.
According to the centralized database of people with disabilities, as of April 1, 2024, 33077 people with disabilities are registered in the region, of which 3991 people are disabled people of group I, 10463 people of group II, 12209 people of group III, children with disabilities under 18 years of age - 6414 people (19.4%).
As of April 1, 2024, through the Social Services Portal, out of 16563 people in need, 12293 persons with disabilities were provided with technical means of rehabilitation in accordance with the individual rehabilitation program (74.2%).
In the region for 2023-2027, a plan has been defined for the adaptation of 1837 social infrastructure facilities (2023 - 366, 2024 – 374, 2025 – 366, 2026 – 365, 2027 - 366).
In 2024, it is planned to adapt and submit to the national interactive map of accessibility 374 cultural objects, health, education, transport, private sector, social and sports sphere.
Vocational rehabilitation
As of April1, 2024, 637 persons with disabilities were employed through employment authorities, of which 63 were employed in permanent jobs, 5 persons with disabilities were employed in social jobs, 12 persons were sent to youth practice, 557 persons with disabilities were involved in public works.
According to the centralized database of people with disabilities, as of January 1, 2024, 33092 people with disabilities are registered in the region, of which 3992 people are disabled people of group I, 10469 people of group II, 12212 people of group III, children with disabilities under 18 years of age - 6419 people (19.4%).
As of January 1, 2024, through the Social Services Portal, out of 30717 people in need, 29844 persons with disabilities were provided with technical means of rehabilitation in accordance with the individual rehabilitation program (97.2%).
In the region for 2023-2027, a plan has been defined for the adaptation of 1828 social infrastructure facilities (2023 - 366, 2024 – 365, 2025 – 366, 2026 – 365, 2027 - 366).
In 2023, for the reporting period, out of the planned 366 cultural, healthcare, education, transport, private sector, social and sports facilities, 45.1 million tenge was allocated from the budget and extra-budgetary sources. As of 1 January 2024,366, objects have been fully adapted and included in the national interactive map of accessibility.
Vocational rehabilitation
As of January 1, 2024, 1637 persons with disabilities were employed through employment authorities, of which 692 were employed in permanent jobs, 10 persons with disabilities were employed in social jobs, 51 persons were sent to youth practice, 650 persons with disabilities were involved in public works. 234 persons with disabilities received free grants.

According to the centralized database of people with disabilities, as of October 1, 2023, 32,902 people with disabilities are registered in the region, of which 3,905 people are disabled people of group I, 10,457 people of group II, 12,219 people of group III, children with disabilities under 18 years of age - 6,321 people (19.2%).
As of October 1, 2023, through the Social Services Portal, out of 27,546 people in need, 24,148 persons with disabilities were provided with technical means of rehabilitation in accordance with the individual rehabilitation program (87.7%).
In the region for 2021-2025, a plan has been defined for the adaptation of 1294 social infrastructure facilities (2021 - 258, 2022 - 259, 2023 - 259, 2024 - 259, 2025 - 259).
In 2023, for the reporting period, out of the planned 259 cultural, healthcare, education, transport, private sector, social and sports facilities, 45.1 million tenge was allocated from the budget and extra-budgetary sources, and 124 facilities were fully adapted. By the end of the year, it is planned to complete the adaptation of the remaining 135 objects and include them in the republican interactive accessibility map.
Vocational rehabilitation
As of October 1, 2023, 967 persons with disabilities were employed through employment authorities, of which 180 were employed in permanent jobs, 10 persons with disabilities were employed in social jobs, 40 persons were sent to youth practice, 627 persons with disabilities were involved in public works. 110 persons with disabilities received free grants.
Social protection of persons with disabilities (As of July 1, 2023)
According to the centralized database of disabled people, as of July 1, 2023, 32,595 people with disabilities were registered in the region, of which 3,847 people were disabled in group I, 10,441 people in group II, 12,102 people in group III, and 6,205 people (19%) with disabilities under 18 years of age.
As of July 1, 2023, out of 22,359 persons with disabilities out of 22,359 in need, 18,500 persons with disabilities were provided with technical means of rehabilitation in accordance with the individual rehabilitation program (82.7%).
In the region for 2021-2025, a plan for the adaptation of 1294 social infrastructure facilities has been defined (2021 - 258, 2022 - 259, 2023 - 259, 2024 - 259, 2025 - 259).
In 2022, adaptation of 259 objects is planned, at the end of the year, 277 objects were adapted and included in the Republican Interactive Accessibility Map.
Adaptation of 259 facilities is planned for 2023, and adaptation work has been carried out at 36 facilities to date.
Vocational rehabilitation
As of July 1, 2023, 827 persons with disabilities were employed through employment agencies, of which 97 are covered by permanent work, 10 persons with disabilities are employed in social jobs, 11 people are sent to youth practice, 599 persons with disabilities are involved in public works. 110 persons with disabilities received gratuitous grants.
Social protection of disabled people

In the region, 30,946 persons with disabilities are registered (Group I - 3230, Group II - 10489 people, Group III disabled people - 11766 people, disabled children under 18 years old - 5461).
The number of single elderly citizens and disabled people served at home was 911 people, children with disabilities served at home - 1163.
Through the Social Services Portal, out of 24,043 people in need of technical means of rehabilitation, 16,925 persons with disabilities were provided in accordance with an individual rehabilitation program (73.5%).
In order to implement the party project "Kedergisiz Keleshek" within the framework of the Roadmap for the implementation of the electoral program of the "Nur Otan" party "Path of change: A worthy life for everyone!" in the region for 2021-2025, a plan for adapting 1294 infrastructure facilities has been determined (2021 - 258, 2022 - 258, 2023 - 258, 2024 - 258, 2025 - 259).
To date, out of 258 planned for 2021, adaptation work has been carried out in 211 objects (81.7%), the remaining 47 objects will be adapted by the end of this year.
710 disabled people have been employed through employment agencies:
192 - engaged in permanent work, 18 - employed in social jobs, 26 - directed to youth practice, 474 - involved in community service.
Work with medical and social institutions
700 people live in state medical and social institutions and are covered by special social services.
In the day care departments, 313 people are covered by special social services.
Special social services were provided to 528 people with disabilities in the “Rehabilitation Center for the Disabled”.
In the territorial center of social services for pensioners and disabled people, 237 pensioners were provided with special social services.
In the center for the resocialization of persons who find themselves in difficult life situations, 108 people are covered with special social services.
Center for the provision of special social services LLP "Duman-Shieli" opened within the framework of public-private partnership projects, special social services covered 345 people, including 48 children with disabilities, 297 elderly people.
The crisis center "Kamkorlyk" for 40 places serves 87 families / 257 people (195 children) who have suffered from domestic violence.
For victims of human trafficking, the crisis center "Jean" for 10 places serves 9 people.
Social protection of disabled people

There are 30881 people with disabilities registered.
I group - 3230 people, invalids of group II - 10589 people, invalids of group III - 11690 people, disabled children under 18 years old - 5372 people.
The number of lonely elderly citizens and disabled people served at home - 891 people, children with disabilities - 1141 children.
Of the developed 20222 individual rehabilitation programs for disabled people, 12663 IAP (62.6%) have been completed.
Through the Social Services Portal, 9339 (4458 of which were partially completed) persons with disabilities were provided with technical rehabilitation equipment in accordance with the individual rehabilitation program.
Through employment agencies, 550 disabled people have been employed.
91 disabled people are engaged in permanent work, 17 disabled people are employed in social jobs, 15 are directed to youth practice, 427 disabled people are involved in public works.
For 2021-2025, it is planned to adapt 1294 infrastructure facilities (2021 - 258, 2022 - 258, 2023 - 258, 2024 - 258, 2025 - 259).
All 258 objects (100%) subject to adaptation in 2021 were monitored in the region.

30100 disabled people were registered (I groups - 2952, II groups - 10844, III groups - 11300 people, disabled children under 18 years old - 5004).
The number of lonely elderly citizens and disabled people served at home was 848 people, children with disabilities-1208.
Of the 12 793 individual rehabilitation programs developed for disabled people, 21 369 were completed.
Through employment bodies, 791 people with disabilities were employed, of which 441 were covered by permanent work, 36 were employed in social jobs, 33 were assigned to youth practice, 281 were involved in community service.
