Budget

1) annually develops a forecast of socio-economic development of the region for a five-year period and submits it for consideration by the regional akimat;
2) develops a program for the development of the region for a five-year period on the basis of superior documents of the State Planning System, as well as an action plan for its implementation;
3) coordinate the development program of the district (city of regional significance);
4) monitors the implementation of the regional development program;
5) performs the functions of the working body of the regional budget commission;
6) develops a draft decision of the regional maslikhat on the volume of transfers of a general nature between the regional budget and the budgets of districts (cities of regional significance);
7) annually develops the regional budget for the planning period taking into account the forecast of socio-economic development of the region and submits to the regional budget commission a draft regional budget;
8) predicts revenues to the regional budget, taking into account the forecast of socio-economic development of the region;
9) determines the limits of expenditures of administrators of regional budget programs, limits on new initiatives based on forecast indicators of socio-economic development of the region, regional budget, priority areas for spending budget funds, the size of the regional budget deficit for the planning period;
