Industry
(January-June 2023)

In January-June of the current year, the index of the physical volume of industry amounted to 98.3%, in monetary terms KZT 497.1 billion, which is 1.7% lower than last year (for January-June 2022 - KZT 486.0 billion).

The main reason for the decline is the planned reduction in oil production due to the depletion and watering of the fields.
In January-June of the current year, 1910.5 thousand tons of oil were produced, which, compared to the same period in 2022, amounted to 95.1%, or decreased by 113.6 thousand tons.

In addition, for the months of January-June this year. manufacturing enterprises produced products worth 138.3 billion tenge, decreased by 4.4% compared to the same period last year (for 6 months of 2022 - 107.9 billion tenge).

In particular, there is a decrease in the following manufacturing industries: food production by 4.4%, chemical industry production by 31.5%, light industry by 5.3%, production of rubber and plastic products by 3.4%, other non-metallic mineral products by 3.0%, metallurgical production decreased by 7.4%.

The volume of industrial production in January-September 2021 in monetary terms amounted to 543.0 billion tenge (IFO-100.5%).
Despite the decline in oil production, there is an increase in industrial production by 0.5%.
The growth of industrial production was influenced by the positive dynamics of the manufacturing industry.
For 9 months of this year in the manufacturing industry, products were produced in the amount of 123.8 billion tenge, compared to the same period last year, the growth amounted to 12.6% (for January-September 2020 - 106.0 billion tenge).
In particular, growth was noted in the following manufacturing industries: production of building materials by 2.0 times, light industry by 2.6 times, furniture industry by 20.6%, chemical industry by 8.8%, production of coke and refined products by 3.3%.
In order to stimulate the competitiveness of the manufacturing industry, the state program "Economy of Simple Things" has been implemented since 2019.
Within the framework of the "Economy of Simple Things" program, the Project Office covered 170 projects totaling 14.1 billion tenge.
Of these, 121 projects were approved for the amount of 10.1 billion tenge (in agriculture - 79, food - 11, light industry - 2, furniture - 5, construction industry - 1, services - 11, chemical industry - 1 , spring field work-11).
For January-September this year 14 projects were approved for 1.7 billion tenge.
Additionally, applications for 9 projects in the amount of 2.3 billion tenge are being considered by financial institutions, for the remaining 40 projects (2.0 billion tenge), documents are being collected.
The second direction of the Economy of Simple Things program is the development of the share of local content.
In this regard, in 2019, in order to support domestic producers and increase the share of local content, by order of the regional akim (order on amendments No. 83-ө dated 06.08.20), a working Commission for the control of local content was created, and the Regulations of work were approved Local Content Control Commission. The meetings of the Commission are held monthly.
Following the results of 9 months of 2021, 11 meetings of the Local Content Control Commission were held.
For 9 months of 2021, the share of local content in public procurement of light industry goods was 69% (KPI - 64.6%), furniture - 82% (KPI - 63.3%), food - 69% ((KPI - 48%) , chemical - 45% (KPI - 36.2%), pharmaceutical - 36% (KPI - 32.3%), pulp and paper - 56% (KPI - 53.7%), mechanical engineering - 22% (KPI - 19 , 1%), construction industry - 72% (KPI - 69.8%).
The share of local content in the procurement of goods in construction and installation works was 91%.
At the same time, the formed plan of goods purchased in 2021 for construction and installation works (68 projects) was sent to the Project Office, and also, on the Single portal (epsd.kz), consolidated statements of the needs of basic materials, products, structures and equipment for design and estimate documentation of projects.
In addition, in order to support local producers on April 6, 2018, the regional akimat signed a long-term Agreement with the subsoil users of the region on mutual understanding on the establishment of target indicators for local content for 2018-2021, the necessary work is underway.
For reference: Within the framework of this Agreement, target indicators of local content are set in the amount of at least 20% of local content when purchasing goods, at least 50% when purchasing works and services.
As a result, according to the results of 6 months of 2021, the amount of purchased goods, works and services by subsoil users amounted to 45.8 billion tenge, including the share of local content was 78.2%.

For January-November 2019, the volume of industrial production in the region at current prices amounted to 789.9 billion tenge, the index of physical volume compared to the same period in 2018 amounted to 89.3%.
The reason for the decline in industrial production is the depletion of individual oil wells. Over the indicated period, 5.1 million tons of crude oil was produced, which amounted to 87.3% compared to the same period last year, which is 746 thousand tons less (for 11 months of 2018 - 5.8 million tons).
For 11 months of this year manufacturing enterprises produced goods in the amount of 117.9 billion tenge, IFO - 101.4% (for 11 months of 2018 - 101.0 billion tenge).
In particular, growth was noted in the following manufacturing sectors: food production by 1.5%, light industry by 31.7%, and production of other non-metal products by 8.4%.
