Anti-corruption (Report for the first half of 2024)

The events, directed to fight corruption are regularly held in local executive bodies of the Kyzylorda region.
In particular, the commission on anti-corruption issues under the regional akimat operates on a permanent basis, created under the chairmanship of the regional akim (Created in accordance with the order of the akim of the Kyzylorda region dated 11.12.2017 No. 707-ө, the composition of which was approved by the decision of the regional maslikhat).
In accordance with the approved work plan by the result of the first half of 2024, 2 commission meetings on anti-corruption meetings were held ( (1st quarter: implementation of the action plan for conducting information work with decomposition at the level of various target groups, on measures to prevent corruption risks in the allocation of agricultural land and subsidies for this industry, on the results of an external analysis of corruption risks in the region's sports sector, on the current state of long-term construction projects and the work done to reduce the number of problematic projects; 2nd quarter: on the implementation of the "Volunteering against Corruption" project, issues of interaction between local executive bodies and the public, on the implementation of the corruption risk map of the Kyzylorda region, on control over the targeted spending of funds allocated for flood prevention;) to prevent corruption-related offenses, the State Department has issued instructions.
To date, within the framework of execution of an order of Chairman of the Agency of the Republic of Kazakhstan for Civil Service Affairs and Anticorruption on October 19, 2016 No.12 “On the approval of the Model Rules for the Internal Analysis of Corruption Risks”, basic direction No.4 “Prevention and combating of corruption” is being implemented in the Kyzylorda regional akimat.
The main objective of the project is to improve the quality of work of state bodies and quasi-public sector entities on corruption prevention.
Within the framework of project management, work is being carried out in all regional state bodies on four groups of projects under this model core area 4.
1) Conduct of internal analysis of corruption risks;
2) Compliance with the anti-corruption legislation;
3) Development of anti-corruption services in the quasi-public sector;
4) Building an anti-corruption culture.
Currently, on the internal analysis of corruption risks in regional offices, The governors of cities and districts and their subordinate entities of the quasi-state sector conducted an internal analysis of corruption risks, as a result of which 507 corruption risks were identified.
In the reporting period, 27 events in various formats were organized among the population of the region to explain anti-corruption norms in the framework of "Formation of anti-corruption culture", and 62 among young people.
In addition, 15 videos on the topic of "No path to corruption", "Corruption is a social epidemic" were prepared for information work on the regional TV channels "Qyzylorda" and city TV channels "Kogam TV", which were broadcast on the TV channel 84 times. 54 articles and about 100 materials on Internet sites were published in local publications. 2 briefings were held on the platform of the Regional Communications Service. Information and explanatory work on the prevention of corruption is carried out on an ongoing basis.
In the region, 32,536,000 tenge were allocated for 8 projects under a social order aimed at "Formation of anti-corruption culture". The branch of the Academy of Public Administration under the President of the Republic of Kazakhstan in the Kyzylorda region plans to train 88 employees on the topic of Anti-Corruption Management and Compliance in the direction of "Compliance with Anti-Corruption Legislation".
The regional office held 12 events, with the commissioner for ethics from the regional akim's office participating, and six events were held in the city and district akims, and 1 meeting was held in non-governmental organizations.
The corresponding measures in the areas «Development of anti-corruption corporate services in the quasi-public sector» were carried out qualitatively and on time.
Decree 1147 of the Government of Kazakhstan appointing December 31, 2022 to establish a plan for conducting information work with decomposition at the level of various target groups.
In order to implement the above-mentioned decision, the Akimat of Kyzylorda region adopted on 27 March 2023 a decision No.51 «On approval of the Plan of activities of Kyzylorda region for carrying out information work with decomposition at the level of various target groups» and approved the plan of activities of regional offices for 2023-2026 depending on the functional directions.
According to the plan of the event, 253 billboards on corruption and integrity are placed in the city and districts of Kyzylorda. The vast majority of billboards are posted and placed in city and district centers.
In addition, informative posters were produced in the format A3-250 pieces, in the format A4-1100 pieces, in the format A5-550 pieces (total of 1900 pieces). Information posters were distributed and hung in places of mass population (stops, markets) and entertainment centers.
