Anti-corruption (a report for 2023)

Activities aimed at fighting corruption are regularly held in the local executive bodies of the Kyzylorda region.
In particular, a commission on anti-corruption issues operates on an ongoing basis under the regional akimat, created under the chairmanship of the regional akim (Created in accordance with the order of the akim of the Kyzylorda region dated December 11, 2017 No. 707-o, the composition of which was approved by the decision of the regional maslikhat).
In accordance with tht eapproved work plan for 2023, 4 regular meetings of the Commission on the anti-corruption issues were held (1-quarter: the legality of the calculation (issue) of wages in secondary and special education organizations in the region in the period from 2020 to 2022 and revealed violations in this area in 2022; on the prevention and combating of corruption on the progress of work on the model basic direction of action;2-quarter: on corruption risks on subsidizing and investing agricultural lands, creating pastures and haylands while distributing agricultural land; about the work done of Kyzylorda regional healthcare department on the anti-corruption issues in 2022; as well as on the conducted anti-corruption monitoring of management in the field of medical and social expertise on measures; questions on the results of research carried out in the period from 2 May to 20 May 2023 in pre-school education organizations ;3-quarter: results of external analysis of corruption risks of Kyzylorda regional energy and housing and communal services department; on corruption risks on the implementation of road construction and infrastructure object’s commissions; on public procurement on preventive measures to prevent corruption-related offences; on the progress of work on the model basic area of prevention and combating of corruption; 4-quarter: on the results of planning and disbursement of state budget funds by the healthcare department of the Kyzylorda region and subordinate institutions, as well as external analysis of corruption risks in the field of public procurement, public and medical services; on the progress of work on the standard basic area of preventing and combating corruption; On approval of the work plan of the commission on anti-corruption issues under the akimat of the Kyzylorda region for 2024), relevant instructions were given for the prevention of corruption-related offenses.
The Minister of Public Education of the Republic of Kazakhstan, Beysembaeva G.B., participated in the meeting on the issue of prevention of corruption in the field of education. The agenda includes four issues aimed at the prevention of offences. Instructions have also been given to prevent corruption offences.
Within the framework of the Government of RK resolution dated May 31, 2021, No. 358 "On approval of the Rules for the implementation of project management", a standard basic direction No.4 "prevention and combating of corruption" was implemented.
As part of project management, work is being implemented in all regional government bodies in 4 groups of projects in this standard basic direction No. 4.
1) conducting an internal analysis of corruption risks;
2) compliance with anti-corruption legislation;
3) development of anti-corruption compliance services in the quasi-public sector;
4) formation of an anti-corruption culture.
An internal analysis of corruption risks has been conducted in all regional departments, city and district akimats, and subordinate entities of the quasi-public sector. This analysis identified a total of 715 corruption risks.
During the reporting period, 45 events in various formats were organized among the population of the region as part of explaining anti-corruption norms, and 84 among young people on “Formation of an anti-corruption culture.”
In addition, regarding information work on regional TV channels
"Qyzylorda" and the city TV channels "Kogam TV" prepared 4 videos on the topic "Zhemkorlyk-eldin zhauy", "Zhemkorlyk-ekonomikanyn zharasy" which were broadcast on the TV channel 84 times. 154 articles were published in local publications and about 100 materials were published on Internet sites. 2 briefings were held at the Regional Communications Service site. Information and explanatory work on the prevention of corruption is carried out on an ongoing basis.
In the region, KZT 46 133 000 were allocated for 10 projects under a social order aimed at “Formation of an anti-corruption culture.”
At the branch of the Academy of Public Administration under the President of the Republic of Kazakhstan in the Kyzylorda region, 179 employees were trained on the topic of Anti-Corruption Management and Compliance.
In the realm of complying with anti-corruption laws, 16 events were organized in regional departments, 15 events in city and district offices, and 1 meeting in non-governmental organizations, with the ethics commissioner from the regional akim's office taking part.
Relevant measures in the areas of “development of anti-corruption compliance services in the quasi-public sector” were carried out efficiently and on time.
On December 31, 2022, the Government of the Republic of Kazakhstan approved the “Action plan for conducting decomposed information work at the level of various target groups”, approved by Resolution No. 1147.
In accordance with the above-mentioned resolution, the akimat of the Kyzylorda region adopted resolution No. 51 on March 27, 2023 “On approval of the Action plan of the Kyzylorda region for conducting decomposed information work at the level of various target groups” and approved the action plan of regional departments for 2023-2026, depending on the functional functions performed directions.
In accordance with the event plan, 125 billboards were placed in the city and districts of Kyzylorda on the topics of corruption and integrity. Most of the billboards are posted in city and regional centers.
In addition, information posters in February in A3-750 pieces, and in A5-750 pieces (1500 pieces in total). Information posters were distributed and hung in crowded places (bus stops, markets) and entertainment centers.
