Design and estimate documentation of construction objects
Construction of Social Facilities
At the most recent joint session of the Houses of Parliament, the Head of State set forth critical and urgent tasks and directives, emphasizing the need to transform Kazakhstan into a vast construction site.
In the nine months of 2026, the volume of construction work reached 300.5 billion tenge, establishing a stable, positive growth trend.
A total of 684.7 thousand square meters of housing was commissioned, representing 101.1 percent of the target.
Overall, plans are in place to commission 950 thousand square meters of housing from all funding sources by the end of the year.
During the first nine months of 2026, 206.1 billion tenge was allocated for the development of the construction sector, with 63 projects currently underway. These include facilities in the following sectors: healthcare (4 projects), sports (8 projects), culture (3 projects), mobilization preparedness (2 projects), and engineering infrastructure (43 projects). Additionally, construction is proceeding on three 7-story residential buildings—financed through credit schemes—on the Left Bank, each comprising 84 apartments.
This year, the regional center is scheduled to commission a 300-bed multidisciplinary hospital costing 54.3 billion tenge—featuring an outpatient clinic with a capacity of 100 visits per shift and an oncology department—as well as Polyclinic No. 5 in the Titov microdistrict, which has a capacity of 400 visits per shift and costs 9.8 billion tenge.
Furthermore, major socially significant projects include the construction of the "Kyzylorda Arena" complex, valued at 20.5 billion tenge; this facility will house an indoor Olympic-sized swimming pool, a multi-purpose hall with 2,000 seats, and various sports facilities, and is designed to host world-class competitions. Construction of the complex is scheduled for full completion by the end of the current year, at which point it will be opened for public use.
In addition, a 200-bed perinatal center costing 52.7 billion tenge is under construction in the city of Kyzylorda, alongside an outpatient clinic with a capacity of 500 visits per day—costing 14.7 billion tenge—located on the city's left bank.
In accordance with the directive issued by the Head of State at the 5th meeting of the National Kurultai, construction is commencing in Kyzylorda on a drama theater (costing 34.4 billion tenge) and a Presidential Library (costing 20.0 billion tenge); the latter is designed for round-the-clock operation and will house a collection of 600,000 items.
Design and Cost Documentation for Construction Projects
A total of 100.0 million tenge has been allocated from the regional budget for the project titled "Construction of an Innovation and Creative Center in the Al-Farabi Microdistrict of Kyzylorda (including full completion of construction)." A winning design firm has been selected following a public procurement tender.
Currently, land plot documentation is being processed, relevant technical specifications and pre-design documentation are being gathered, and topographic surveys are underway.
Furthermore, 40.1 million tenge has been allocated from the regional budget for the project titled "Construction of a Rapid-Assembly Fire Station on the Left Bank of the Syr Darya River in Kyzylorda," and a contract has been signed with a design firm.
At present, the collection of relevant technical specifications and pre-design documentation is in progress, and topographic surveys are being conducted. Architecture and Urban Planning Development
On the commissioning of residential buildings and public services:
Between January and August 2026, 2,298 residential buildings with a total area of 583,758 square meters were commissioned in the region; this represents a 103.5% increase in completions compared to the period from January to June 2025.
To populate the state urban planning cadastre information system with relevant data—in accordance with Articles 37–40 of the Law of the Republic of Kazakhstan "On Architectural, Urban Planning, and Construction Activities in the Republic of Kazakhstan"—data regarding 569 architectural and planning assignments issued, 487 preliminary designs approved, and 583,758 square meters of housing commissioned by the structural units of local executive bodies responsible for architecture and urban planning have been fully (100%) entered into the system.
Regarding urban planning documentation:
To facilitate the development (and amendment) of approved master plans for settlements in the Kyzylorda Region, a "Roadmap for the Development and Approval of Master Plans and Detailed Planning Projects (DPP) for Settlements in the Kyzylorda Region (including rural settlements)" (hereinafter referred to as the Roadmap) was developed and approved in 2026. In accordance with the aforementioned roadmap, the necessary funds were allocated from regional and municipal budgets to develop projects for amending the master plans and development and zoning schemes of 45 settlements in the region (including six district centers), as well as to prepare detailed planning projects for five new residential districts and a new master plan for the city of Kyzylorda (due to the expiration of the current master plan).
Work is currently underway to obtain the necessary approvals for the developed projects, in accordance with the plan.
To date, positive opinions have been received from the RSE "GosExpertiza" regarding four urban planning projects; subsequently, these were approved by decisions of the district *maslikhats* (local representative bodies). Currently, the vector and raster layouts for these projects have been submitted to the RSE "GosGradKadastr" for review.
Preliminary designs:
To enhance the architectural appearance of planned construction projects, preliminary designs for the exterior facades of the following facilities have been developed:
The "Engineering Park" at Korkyt Ata University in Kyzylorda;
The facade of the Mustakhim Yksanov Kyzylorda Technical IT College;
Single-story residential buildings (2-unit and 4-unit configurations);
Preliminary designs have also been developed for entrance signage intended for installation at the entry points to the region, districts, and rural settlements.
Housing and utility infrastructure construction
In 2026, the commissioning of 950.0 thousand square meters of housing is planned, utilizing all sources of funding.
During the period from January to August 2026, 583.8 thousand square meters of housing were commissioned (103.5% of the target) using all funding sources.
In 2026, under the Concept for the Development of Housing and Utility Infrastructure for 2023–2029, 80.5 billion tenge was allocated from the state budget for housing construction and the purchase of new housing (33.8 billion tenge from the regional budget and 46.7 billion tenge via securities). Using allocated budget funds:
Construction is underway on three 7-story buildings—comprising a total of 252 apartments—on the left bank of the Syr Darya River in the city of Kyzylorda, funded through the issuance of securities.
To provide housing for citizens on the waiting list, a total of 77.0 billion tenge has been allocated from the budget to purchase new, completed apartments; of this amount, 33.8 billion tenge comes from the regional budget, and 43.2 billion tenge is derived from the issuance of securities. These funds are designated for the purchase of 4,652 new, completed rental apartments for socially vulnerable population groups (Kyzylorda city: 4,302 apartments; Aral District: 50; Kazaly District: 50; Karmakshy District: 50; Zhalagash District: 50; Syrdariya District: 50; Shieli District: 50; Zhanakorgan District: 50), as well as 945 social credit-scheme apartments and 135 apartments for residents of dilapidated housing in the city of Kyzylorda.
For 2026, 23.1 billion tenge has been allocated from the state budget (7.3 billion tenge from the regional budget and 15.8 billion tenge from securities) to implement 43 engineering and utility infrastructure projects serving residential development areas (water: 3; sewage: 1; electricity: 26; heating: 1; gas: 5; integrated infrastructure: 7).
These include:
- Kyzylorda city – 10 projects;
- Aral District – 7 projects; - Kazaly District – 2 projects;
- Karmakshy District – 4 projects;
- Zhalagash District – 1 project;
- Syrdariya District – 4 projects;
- Shieli District – 9 projects;
- Zhanakorgan District – 6 projects.
Construction of Social Facilities
Under a direct order from the Department of Construction, Architecture, and Urban Development of the Kyzylorda Region, 31.1 billion tenge has been allocated for the development of the construction industry for January-June 2026. These funds are being used to construct five facilities.
Reference:

In January 2026, a sports and fitness center was commissioned in the Left Bank microdistrict of Kyzylorda. Three major facilities are scheduled for completion by the end of this year:
- A 300-bed multidisciplinary hospital with a 100-visit-per-shift outpatient clinic and an oncology department on the Left Bank of Kyzylorda;
- Outpatient Clinic No. 5 with 400 visits per shift in the Titov microdistrict;
- the Kyzylorda Arena multifunctional sports complex.
Construction of a 300-bed multidisciplinary hospital with a 100-visit outpatient clinic and an oncology department on the Left Bank has been ongoing since 2023. The general contractor is Meliorator LLC. The project cost is 50.4 billion tenge. The land area is 6.8 hectares, and the total building area is 47,995.28 square meters. The complex consists of 10 blocks with heights of 3, 5, 7, and 9 floors. Currently, the construction readiness of the facility is 70%.
Construction of the Kyzylorda Arena multifunctional sports complex began in July 2025. The general contractor is ASPAN HOLDINGS LLC. The project cost is 20.0 billion tenge. The land area is 2.1 hectares, and the total building area is 25,540.67 square meters. The facility is 65% complete.
Construction of Polyclinic No. 5, with a capacity of 400 visits per shift, in the Titov microdistrict of Kyzylorda, began in November 2025. The general contractor is Otau-Stroy LLC. The project cost is 9.3 billion tenge. The land area is 1.5 hectares, and the total building area is 8,937.71 square meters. Currently, the facility is 35% complete.
Design and estimate documentation for construction projects
Two new major projects are currently underway in Kyzylorda: the construction of a 200-bed perinatal center and the construction of a polyclinic with a capacity of 500 visits per shift on the Left Bank. Furthermore, in accordance with the Head of State's instructions given at the fifth meeting of the National Kurultai held in January of this year, construction has begun in Kyzylorda on a new 24-hour library costing 20 billion tenge, as well as a new drama theater building costing 20 billion tenge.
For the development of design and estimate documentation and the completion of state expert review
Under the budget program "Development of Mobilization Training and Emergency Facilities," 42,884,000 tenge have been allocated for the development of design and estimate documentation and the conduct of the state expert review for the project "Construction of a prefabricated fire station in the Left Bank microdistrict of Kyzylorda." Public procurement procedures are currently underway.
Architecture and Urban Development
Regarding the commissioning of residential buildings and public services:
From January to June 2026, 1,310 residential buildings with a total area of 353,044 square meters were commissioned in the region, representing a 100.7% increase compared to January to June 2025.
In order to populate the state urban planning cadastre information system with relevant data in accordance with Articles 37-40 of the Law of the Republic of Kazakhstan "On Architectural, Urban Planning, and Construction Activities of the Republic of Kazakhstan," 569 architectural planning assignments and 487 approved sketch designs issued by structural divisions of local executive bodies exercising functions in the field of architecture and urban development, as well as data on the 353,044 square meters of housing commissioned, have been fully entered into the system.
Regarding urban planning documentation:
For the purpose of developing (amending) the approved master plans for populated areas of the Kyzylorda region, the "Roadmap for the Development and Approval of Master Plans and Detailed Planning Projects (DPP) for Populated Areas of the Kyzylorda Region (Including Rural Populated Areas)" (hereinafter referred to as the Roadmap) was developed and approved in 2026.
In accordance with this Roadmap, the necessary funds were allocated from the regional and city budgets for the development of projects for amending the master plans, development plans, and construction plans for 45 populated areas of the region (including 6 district centers), as well as for the development of detailed planning projects for 5 new residential districts and a new master plan for the city of Kyzylorda (due to the expiration of the current master plan).
Currently, in accordance with the plan, work is underway for the developed projects to obtain the necessary approvals from interested government agencies and institutions, and to submit documents for environmental assessment and state expertise.
To date, four urban development projects have received positive conclusions from the State Expertise State Enterprise (GSE) and were subsequently approved by decisions of district maslikhats (government bodies). Vector and raster diagrams of these projects have now been submitted to the State City Cadastre State Enterprise (Gosgradkadastr) for review.
Schematic Designs:
To improve the architectural appearance of the planned construction sites, conceptual designs have been developed for improving the external façades of the following buildings:
The Engineering Park of Korkyt Ata University in Kyzylorda;
The façade of the Mustakhim Yksanov Kyzylorda Technical IT College;
A one-story residential building with 2 and 4 apartments;
Schematic designs have been developed for entry signs to be installed at the entrances to the region, districts, and rural settlements. Housing and Utilities Infrastructure Construction

Utilities Infrastructure
In 2026, 950,000 square meters of housing are planned to be commissioned using all funding sources.
From January to May 2026, 249,700 square meters of housing (101%) were commissioned using all funding sources.
In 2026, under the Housing and Utilities Infrastructure Development Concept for 2023–2029, 55.6 billion tenge (40.1 billion tenge in public funds and 15.5 billion tenge in securities) have been allocated from the state budget for housing construction and the acquisition of new finished apartments.
Using allocated budget funds:
Construction of two 7-story, 84-apartment residential buildings with credit facilities is underway on the left bank of the Syr Darya River in Kyzylorda (2.5 billion tenge).
Additionally, to provide housing for citizens on the housing waiting list, 2,277 ready-made new apartments will be purchased (53.1 billion tenge), including 1,332 rental apartments (1,292 for socially vulnerable groups in Kyzylorda and 40 apartments in the Zhanakorgan District), and 945 credit facilities in Kyzylorda.
In 2026, 7.2 billion tenge has been allocated from the regional budget for the implementation of 14 engineering and communications infrastructure projects in housing construction areas (11 electricity, 1 heat, 2 integrated utilities).
Including:
- Kyzylorda City (Kalasy) – 5 projects;
- Aralsky District – 3 projects;
- Kazalinsky District – 1 project;
- Shieli District – 3 projects;
- Zhanakorgan District – 2 projects.
To date, construction of two projects has been completed in Kyzylorda, and one boiler house and 52.8 km of electrical networks have been commissioned.
Construction of Social Facilities
Based on the results of the first nine months of 2025, 62.5 billion tenge was allocated from the state budget for the construction of social facilities. Ten social facilities are being built with these funds.
Reference:
1 facility in education;
5 facilities in healthcare;
1 facility in culture;
3 facilities in sports.
As part of the "Comfortable School" National Project, 13.3 billion tenge was allocated from the republican budget for the construction of 10 educational facilities. Construction and installation work has begun, and the facilities are scheduled to be commissioned by the end of this year.
The following facilities have been commissioned to date:
1. Construction of a gymnasium and a 20-seat cafeteria at Basic School No. 255 in the village of Bilibai, Zhanakorgan District, Kyzylorda Region;
2. Construction of the "Rukhaniyat" Center in the village of Terenozek, Syrdarya District, Kyzylorda Region;
3. Construction of a 400-seat physics and mathematics school with a 300-seat dormitory on the left bank of the SyrDarya River in Kyzylorda. Adjustment;
4. Construction of a 400-seat boarding school with a physics and mathematics focus and a 300-seat dormitory on the left bank of the Syr Darya River in Kyzylorda. No external utilities;
5. Construction of an innovative creativity center at the intersection of Sultan Beybars Street and N. Nazarbayev Avenue in Kyzylorda;
6. Construction of a 200-seat schoolchildren's center and a 50-seat arts school in the village of Shieli, Shieli District, Kyzylorda Region. Anchorage;
7. Construction of a music college on the left bank of the Syr Darya River in Kyzylorda. Above (elevation 0.000). Landscaping. External utility lines. Adjustments;
8. Reconstruction of the first-lift pumping station building and replacement of the water tower of the Syrdarya District Hospital, a state-owned enterprise on the right of economic management, located at the following address: Kyzylorda Region, Syrdarya District, Terenozek settlement, Toktybaeva Street, 13. Adjustments;
9. Construction of a historical and cultural heritage center located on the left bank of the Syr Darya River in the city of Kyzylorda, Kyzylorda Region;
10. Reconstruction and addition of a block to the multidisciplinary central district hospital in the village of Shieli, Shieli District, Kyzylorda Region;
11. Construction of an extension (infectious disease ward) with 30 beds to the Shieli Multidisciplinary Central District Hospital in the village of Shieli, Shieli District, Kyzylorda Region.
Design and estimate documentation for construction projects
Based on the results of the first nine months of 2025, the regional department of construction, architecture, and urban planning developed design and estimate documentation for 11 ongoing construction projects (total cost: 77,412,556 million tenge) and received positive expert opinions.
Specifically:
Healthcare facilities – 2 projects:
• "Construction of a 250-visit polyclinic in the city of Aral, Aral District";
• "Construction of a 400-bed polyclinic in the city of Kyzylorda"
Sports – 5 projects:
• "Construction of a sports and fitness complex in the city of Baikonur"
• "Construction of the Kyzylorda Arena in Kyzylorda";
• "Strengthening the structure of the Nursat summer tennis court in Kyzylorda";
• "Construction of a 7,000-seat stadium in Kyzylorda. Adjustments to increase capacity to 11,000";
• "Construction of a sports and fitness complex on the left bank of Kyzylorda."
Education – 2 projects:
• "Construction of a music college on the left bank of the SyrDarya River in Kyzylorda. (from the zero mark and above). Landscaping. External utility networks. Adjustments";
• "Construction of a 150-seat school in the village of Zhalanash, Aralsky District. Adjustments"; Development of government facilities – 1 project:
• "Construction of the Friendship House in Kyzylorda"
Public order protection – 1 project
• "Construction of a citizen's reception center for the Kyzylorda Region Police Department"
In addition, design estimates were developed for 3 more projects and submitted for expert review.
Including:
Healthcare facilities – 2 projects:
• "Construction of a 500-bed outpatient clinic in Kyzylorda";
• "Construction of a 300-bed multidisciplinary hospital (with an oncology department) with an outpatient clinic for 100 visits per shift in Kyzylorda (without external electrical networks). Adjustment of the design estimates."
Development of Mobilization Preparedness and Emergency Situations Facilities – 1 project:
• "Construction of specially equipped checkpoints for checking compliance with building input/output regulations, construction of an external electrical network to ensure uninterrupted power supply, construction of an external and internal network of autonomous (autonomous) heating boiler systems for buildings located in the city of Kyzylorda, the village of Tasboget, and the Sabalak tract."
Architecture and Urban Development
Regarding the commissioning of residential buildings and public services:
From January to August 2025, 2,474 residential buildings with a total floor area of 564,141 square meters were commissioned in the region, representing a 101.1% increase in commissioning compared to January to August 2024.
In order to fill the information system of the state urban planning cadastre with the relevant data in accordance with Articles 37-40 of the Law of the Republic of Kazakhstan "On architectural, urban planning and construction activities of the Republic of Kazakhstan", 1,561 architectural planning assignments and 1,588 approved sketch designs issued by structural divisions of local executive bodies exercising functions in the field of architecture and urban planning, as well as data on 564,141 square meters of housing put into operation, have been 100% entered into the specified system.
Regarding urban planning documentation:
For the purpose of developing (amending) master plans for settlements in the Kyzylorda region, a Roadmap for the Development (Amendment) of Master Plans, Development, and Construction Plans for Settlements in the Kyzylorda Region until 2025 (hereinafter referred to as the Roadmap) was developed and approved in 2023.
To amend the master plans, development, and construction plans for 53 settlements (including 6 district centers) in the region, as well as detailed planning projects for 4 new residential districts, and to develop a new master plan for the city of Kyzylorda (due to the expiration of the current master plan), the necessary funds have been allocated from the regional and city budgets for 2024-2025 in accordance with this Roadmap.
Currently, work is underway on the developed projects to obtain the necessary approvals from relevant government agencies and institutions, and to submit documents for environmental and state review. All work is scheduled for completion by the end of this year.
Preliminary Designs:
To improve the architectural appearance of the planned construction sites, preliminary designs have been developed for improving the external façades of the following facilities:
Regional Infectious Diseases Hospital;
Kyzylorda Regional Justice Department Building;
Music College Dormitory;
Schoolchildren's Palace;
Administrative Building;
A. Tazhibaev Regional Library;
Sports and Fitness Complex in Shieli.
Housing and Utilities Infrastructure Construction
Housing Commissioning Volume
In 2025, 870,000 square meters of housing is planned to be commissioned using all funding sources.
According to statistics for January-August 2025, 564,100 square meters of housing was commissioned, a 1.1% increase compared to the same period last year.
In 2025, 48.5 billion tenge has been allocated from the budget for the construction and acquisition of new housing under the Housing and Utilities Infrastructure Development Concept for 2023–2029 (3.8 billion tenge from the Republic of Bashkortostan, 4.2 billion tenge from the Oblast, and 40.5 billion tenge from securities issuance).
From these funds, 15 residential buildings with 650 apartments are being constructed. Of these, the following projects are underway:
- the construction of 5 50-apartment rental housing buildings with no option to buy in the city of Baikonur;
- the construction of 10 5-story, 40-apartment financed housing buildings on the left bank of the Syr Darya River in the city of Kyzylorda. To date, construction has been completed and 8 financed buildings (320 apartments) have been commissioned.
Furthermore, to provide housing for residents on the housing waiting list, 292 apartments in the city of Kyzylorda are planned to be purchased from the republican budget, while 2,688 apartments are planned to be issued through the regional securities issue (2,238 in the city of Kyzylorda, 100 in the Aralsky District, 100 in the Kazalinsky District, 50 in the Karmakshinsky District, 100 in the Shieli District, and 100 in the Zhanakorgan District). The regional budget will also finance the purchase of 42 apartments for residents of dilapidated buildings in the city of Kyzylorda. Since the beginning of the year, 345 apartments have been purchased in the city of Kyzylorda. The remaining apartments will be purchased by the end of the year.
Development and development of utility infrastructure in housing construction areas
In 2025, a total of 35.5 billion tenge (1.6 billion tenge from the National Fund of the Republic of Kazakhstan, 1.8 billion tenge from the Republic of Belarus, 2.1 billion tenge from the Public Fund, and 30.0 billion tenge from the issuance of securities) has been allocated from the state budget to connect utility networks to housing construction areas for the implementation of 57 projects (water - 6, electricity - 31, heat - 2, gas - 9, general planning, landscaping, and telephone - 3, and comprehensive information systems - 6).
Including:
- Kyzylorda city - 12 projects;
- Aral district - 6 projects;
- Kazaly district - 7 projects; - Karmakshy District – 2 projects;
- Zhalagash District – 1 project;
- Syrdarya District – 3 projects;
- Shieli District – 9 projects;
- Zhanakorgan District – 17 projects.
To date, construction of 5 projects has been completed (Kyzylorda City – 1, Aral District – 1, Karmakshy District – 1, Zhanakorgan District – 2), with 101.1 km of utility lines installed (12.6 km of gas, 88.5 km of electricity).
Construction of social facilities
Based on the results of 6 months of 2025, 72.5 billion tenge were allocated from the state budget for the construction of social facilities. 20 social facilities are being built with these funds.

As part of the national project "Comfortable School", 13.3 billion tenge were allocated from the republican budget for the construction of 10 educational facilities, of which 6 schools have been fully completed and commissioned. Design and estimate documentation for construction projects
In 2025, through the regional department of construction, architecture and urban development, design and estimate documentation (hereinafter referred to as PSD) were developed for 7 ongoing construction projects (total cost - 45,630.9 million tenge), which received a positive expert opinion.
In particular:
- Healthcare facilities - 2 projects (Construction of a polyclinic for 250 visits in the city of Aralsk, Aral district, construction of a polyclinic for 400 beds in the city of Kyzylorda);
- Sports - 4 projects (Construction of sports and fitness centers in the city of Baikonur and on the left bank of the city of Kyzylorda, construction of the Kyzylorda Arena complex in the city of Kyzylorda, strengthening the structure of the Nursat tennis center in the city of Kyzylorda);
- Development of government facilities - 1 project (Construction of the Friendship House in the city of Kyzylorda).
In addition, design and estimate documentation was developed for 6 facilities and submitted for examination.
Including:
- Healthcare facilities - 1 project (Construction of a 500-bed polyclinic in the city of Kyzylorda);
- Education - 1 project (Construction of a 150-bed school in the village of Zhalangash, Aralsky District, Kyzylorda. Adjustment);
- Development of mobilization readiness and emergency response facilities - 1 project (Construction of specially equipped checkpoints (CP) in buildings located in the Sabalak tract, Tasböget village, Kyzylorda city, checking compliance with legal requirements upon entry and exit, construction of an external power supply line to ensure uninterrupted power supply, construction of an autonomous boiler house and external and internal utility networks);
- Public order - 1 project (Construction of a citizen reception center of the Kyzylorda Region Police Department);

In order to fill the information system of the state urban planning cadastre with relevant data in accordance with Articles 37-40 of the Law of the Republic of Kazakhstan "On architectural, urban planning and construction activities of the Republic of Kazakhstan", 932 architectural planning assignments and 954 agreed draft designs issued by structural divisions of local executive bodies performing functions in the field of architecture and urban planning, as well as data on 247,282 square meters of housing commissioned are 100% entered into this system.

In order to develop (make adjustments) to the master plans of settlements in the Kyzylorda region, in 2023 the Roadmap “Development (make adjustments) of master plans, development schemes and construction of settlements in the Kyzylorda region until 2025” (hereinafter referred to as the Roadmap) was developed and approved.
In order to make adjustments to the master plans, development and construction schemes of 53 settlements (including 6 district centers) in the region, as well as detailed planning projects for 4 new residential areas and the development of a new master plan for the city of Kyzylorda (due to the expiration of the master plan), the necessary funds have been allocated from the regional and city budgets for 2024-2025 in accordance with the specified roadmap.

In accordance with the action plan for the development of urban development projects for settlements in the Kyzylorda region, the development of keys to the transition, the red line and functional zoning in the city of Kyzylorda, the general plan of the city of Kyzylorda, linked to the WGS-84 coordinate system, and detailed planning projects developed in accordance with the general plan, as well as vector and raster diagrams of the corresponding formats, explanatory notes and resolutions on the approval of urban development documents have been entered into the database of the state urban development cadastre.

In 2024, a total of KZT 11.7 billion was allocated from the budget for the implementation of 52 projects of engineering and communications infrastructure networks in the territory of residential development (water and sewerage - 6, electricity - 31, heat - 2, gas - 7, road - 2, general plan and telephone installation - 3, gas + water - 1, water + gas + electricity - 1) (NF RK – KZT 8.6 billion, RB – KZT 0.4 billion, OB – KZT 2.6 billion).
Of these: Kyzylorda city - 19 projects; Aral district - 6 projects; Karmakshy district - 4 projects; Zhalagash district - 3 projects; Syrdarya district - 5 projects; Shieli district - 3 projects; Zhanakorgan district - 12 projects.
10 projects in the city of Kyzylorda, 2 projects in the Syrdarya district have been completed and 49 km of utility networks have been connected (water - 6.1 km, electricity - 15.8 km, gas - 0.2 km and 1 gas distribution station, telephone - 5.0 km, roads - 18.9 km).
For 6 months in 2024, design and estimate documentation for 34 projects was developed, and positive results of expertise were received. KZT 32.1 billion was the total cost of the projects.
Of these, 16 projects worth KZT 11.5 billion were implemented at the expense of the local budget, while 18 objects worth KZT 20.6 billion were implemented at the expense of sponsors.

URBAN PLANNING CADASTRE
