Report on Activities in the Subsoil Use Sector
(January–September 2026)
Extraction of common mineral resources is currently underway at 99 deposits within the region, operating under 61 contracts and 38 licenses.
According to the Department of Statistics, 1.8 million tons of oil were extracted during the first eight months of 2026; this represents 91.5% of the volume recorded during the same period last year, a decrease of 171,000 tons. The primary reason for this decline is the natural depletion of oil reserves.
During the first nine months of 2026, the Expert Commission on Subsoil Use for the Kyzylorda Region held three meetings regarding the exploration or extraction of common mineral resources and adopted relevant decisions (specifically, regarding amendments and additions to existing extraction contracts).
Additionally, one license for the extraction of common mineral resources was issued.
The Department provides four types of public services:
- Registration of pledge agreements for subsoil use rights regarding the exploration and extraction of common mineral resources;
- Issuance of permits for construction on land containing mineral deposits;
- Issuance of findings regarding the absence or insignificance of mineral resources in the subsoil beneath a proposed construction site;

A total of 43 public services were rendered during the first nine months of 2026.
Monitoring is also being conducted on the execution of geological studies under the Comprehensive Plan for the Socio-Economic Development of the Kyzylorda Region (2019–2022). A total of 4.3 billion tenge from the national budget has been allocated for geological studies of the Syr Darya sedimentary basin. Desk studies are currently underway; the work began in December 2024 and is scheduled to span three years.

Regional geological and geophysical surveys in the Aral sedimentary basin provided a detailed analysis of the deep subsurface structure and identified structural-tectonic complexes. Based on data processing and interpretation, these complexes were assessed for their potential regarding various mineral resources, including hydrocarbons. Reserves amounting to 1.1 billion tonnes of fuel equivalent were identified as a result.
Furthermore, during the first nine months of 2026, the commission responsible for allocating liquefied petroleum gas (LPG) volumes held 18 meetings. The department submits weekly and monthly reports on LPG to the Ministry of Energy of the Republic of Kazakhstan.
