Today a seminar-meeting "On the organization and conduct of direct elections of akims of cities of regional significance, villages, townships, rural districts" was held in the Central Election Commission of the Republic of Kazakhstan.The seminar was attended by representatives of territorial election commissions and local executive bodies.
During the seminar-meeting legal and organizational aspects of holding direct elections of akims, issues of organizing training for participants in the electoral process, financing the campaign, ensuring the electoral rights of persons with disabilities, as well as issue of information support for the activities of election commissions were considered. The issues were discussed, bearing in mind the amendments and supplements to the legislation related to the elections of akims of the rural level.
During the event, the Chairman of the Central Election Commission Berik Imashev noted that the electoral system, central governmental and local executive bodies involved in the organization of elections face a large-scale task. They need to ensure that elections are held in accordance with law and strict observance of electoral procedures. He stressed that this makes special demands on the competence of members of election commissions at all levels and coherence of their work.

The working trip of the akim of the region continued at the objects of the farm "Bakdaulet-57", built at the expense of its own funds. At its own expense, the farm built a restaurant, a bakery, a feedlot, a rice and whitewash factory,and a slaughterhouse. To date, the restaurant building has been transformed into a sports complex for 100 children. The complex has 4 wrestling halls, 1 weightlifting hall, 1 fitness room. The bakery bakes 500 loaves a day and puts them on sale, and the capacity of the rice processing plant reaches 20 tons of rice per day. The factory has a Korean windmill. Gulshara Abdykalikova visited a plant for the production of granular nitrogen fertilizers in the regional center. The new enterprise produces 60 thousand tons of granular nitrogen fertilizers per year. The plant, opened by "Agrokhimservice-s" LLP, employs 15 specialists. At the same time, the partnership supplies ammonium sulfate to agricultural producers.

The cost of the polyclinic built according to the standard design is 126.7 million tenge. The medical institution employs 11 nurses and doctors. There is also a pension calculator for you, so you can calculate your future pension. The online bot that will answer the most frequently asked questions, for socially vulnerable segments of the population there is an opportunity to send an appeal and much more.
The ENPF mobile application can be downloaded to your phone for free in the Google Play or the AppStore. To register in the mobile application, you can use a one-time password that will be sent to your mobile phone via SMS.
There are also two authorization methods to access your page in the application: enter the IIN and password, or use an electronic digital signature. The user can also use the subsequent login via Touch ID for Android and IOS and Face ID for IOS, if available on a mobile device.
The use of IIN as a login presupposes the obligatory choice of Internet information as a way to obtain information about pension savings. To do this, you need to visit the UAPF office once with an identity document, sign an additional agreement and register on the enpf.kz website.
Also, the ENPF mobile app has push notifications. In order to use this function, you need to go to the application and enable the "enable / disable push notifications" function in the settings. One of the advantages of paying the unified aggregate payment (UAP) for our citizens is a significant financial addition to the minimum state guaranteed social assistance in the form of benefits, medical services and participation in the pension system.
This payment replaces 4 obligatory payments at once:
- individual income tax;
- compulsory pension contribution to the UAPF;
- compulsory social contributions to the State Social Insurance Fund (SSIF);
- social contribution to the Social Health Insurance Fund (SHIF).
The UAP is payable in total through second-tier banks or organizations performing certain types of banking operations (for example, through Kazpost JSC). The payment should be transferred to the bank account of "Government for Citizens" State Corporation. Further, the State Corporation distributes the payment in the form of an individual income tax (IIT) and social payments, then transfers the IIT to the regional budget, and social payments to the UAPF, the State Social Insurance Fund and the SHIF.
Tax reporting is not provided by UAP payers. Registration (notification) of the commencement of activities and an application for suspension (termination) of activities are not required. An individual is recognized as a payer of the UAP from the day on which the payment is made. Cessation of payment means that the individual is no longer a UAP payer.
- I first start to work after graduation. How can I open an account with UAPF?
Now, to open an individual pension saving account in the UAPF for accounting for compulsory pension contributions, an individual does not need to contact the UAPF in order to complete an application. An account is opened in the UAPF information system automatically upon receipt of the first installment.
In this case, the identification of an individual is carried out according to personal data specified in the electronic format of the payment order when transferring the pension contribution (sent by your employer), and all the necessary information about the details of the current document of the UAPF receives from the information systems of state bodies.
- I read in the news that in the near future, according to various economists, against the background of a pandemic, a financial crisis will come in the world. I am worried about my savings, still I would not like to stay in old age with a penny in my pocket. Tell me, does someone guarantee the safety of contributions?
There is no reason to worry, because in accordance with the Law of the Republic of Kazakhstan "On Pension Provision in the Republic of Kazakhstan", the state guarantees beneficiaries the safety of compulsory pension contributions (CPC), compulsory occupational pension contributions (COPC) to the UAPF in the amount of actually paid contributions, taking into account the inflation rate at the time reaching retirement age.
By the way, today Kazakhstan is the only country in the world where there is a state guarantee of the safety of citizens' pension savings, taking into account the inflation rate at the time of retirement. The payment of the state guarantee (the difference between the amount of actually paid compulsory pension contributions, compulsory occupational pension contributions taking into account the inflation rate and the amount of pension savings) is a lump sum payment from the state budget. Contributors are entitled to payment under the state guarantee upon reaching retirement age. In addition, disabled persons of I and II groups have this right, if the disability is established indefinitely, as well as persons who have left for permanent residence outside Kazakhstan, foreigners and stateless persons who have transferred CPC, COPC, heirs in the event of the death of a person entitled to payment under state guarantees.
