1) Manages water management facilities that are in communal ownership, and takes measures to protect them;
2) keep records of water management structures that are
in state ownership, in case of detection of ownerless water management structures, conduct procedures provided for by the civil legislation of the Republic of Kazakhstan;
3) implements the state policy in the field of use and protection of water resources, water supply and sanitation;
4) develop a draft resolution of the regional akimat on the establishment of water protection zones, lanes and zones for sanitary protection of drinking water sources in coordination with the basin water management departments, the authorized body in the field of sanitary and epidemiological welfare of the population;
5) develops a draft resolution of the regional akimat on the establishment of the regime and special conditions for the economic use of water protection zones and strips in agreement with the basin water management departments;
6) provides water bodies for separate or joint use on a competitive basis in accordance with the procedure established by the Government of the Republic of Kazakhstan;
7) participates in the work of the basin councils and the basin agreement, submits proposals for the rational use and protection of water bodies, water supply and sanitation of localities to the basin councils, studies the recommendations of the basin councils, and takes measures to implement them;
8) ensure the implementation of measures for the rational use and protection of water bodies, water supply, sanitation of settlements, including land reclamation, ensuring the safety of water management systems and structures;
9) resolve issues of ensuring the safety of water management systems and structures in the respective territories;
10) organizes measures to eliminate the consequences of accidents in water facilities;
11) inform the public about the state of water bodies, water supply and sanitation systems located on the relevant territory;
12) develops payment rates for the use of water resources from surface sources.
