(For the first quarter of 2021)
In total, the department provides 4 types of public services.
In particular,:
1) " issuance of an environmental emission permit for objects of categories II, III and IV»;
2) issuance of an opinion of the state environmental expertise for objects of II, III and IV categories "»;
3) " issuance of a logging and forest ticket»;
4)"issuing a permit for the use of the animal world".
In total, the department provided 688 services for the first quarter of 2021 and 100% were provided through the electronic portal.
When distributing public services by type:
Public services are provided in accordance with the order of the minister of Ecology, geology and natural resources of the Republic of Kazakhstan dated June 2, 2020 No. 130" on approval of the rules of public services in the field of Environmental Protection "" for objects of II, III and IV categories."
In the first quarter of 2021, the State Service "issuing permits for emissions into the environment for objects of II, III and IV categories" was issued through the e - government portal - 244 permits.
To obtain a permit for emissions into the environment for objects of Category II and III:
1) application for permission;
2) conclusion of the state environmental expertise of construction projects containing approved emission standards or conclusion of a comprehensive non-departmental expertise;
3) action plan for Environmental Protection.
To obtain a permit for Category IV objects:
1) Apply for a permit;
2) calculated or instrumentally established and justified standards of emissions into the environment.
For reissuing permits:
1) application for renewal of the permit;
1) a copy of the document confirming the transfer of ownership rights to it (them) in respect of the object (objects) of natural use for which a reissued emission permit has been issued.
Terms of consideration and issuance of permits for emissions into the environment
When issuing an environmental emission permit for objects of Category II and III:
- checks the completeness of the submitted documents within 5 (five) business days from the date of registration of the application;
- if the submitted documents are complete, the application is considered within 10 (ten) business days from the date of registration.
When issuing an environmental emission permit for Category IV objects:
- consideration of the application within 5 (five) business days from the date of registration;
When reissuing a permit for emissions into the environment:
- verifies the completeness of the submitted documents within 2 (two) business days from the date of registration of the application;
- if the submitted documents are complete, the application is prepared within 15 (FIFTEEN) calendar days from the date of registration;

For the first quarter of 2021, the State Service "issuing an opinion of the state environmental assessment for objects of II, III and IV categories" was issued through the e-government portal – 18 conclusions.
1) for obtaining state environmental expertise of objects of II and III categories:
- application for state environmental expertise;
Pre-project documentation is provided as follows:
Results of accounting of public opinion on types of economic activity in accordance with paragraph 1 of Article 57-2 of the code;
pre-project documentation of the environmental impact assessment of the planned activity with accompanying materials (hereinafter referred to as the EIA) is drawn up in the form of a document whose development level corresponds to the design stages;
Draft normative legal acts of the Republic of Kazakhstan, normative technical and instructional documents developed by local government bodies of the Republic of Kazakhstan that may have a negative impact on the environment:

2) to obtain an opinion of the state environmental expertise at the same time with a permit for emissions into the environment to objects of categories II and III on the basis of a single application:
Application for conducting state environmental expertise for Environmental Impact Assessment at the same time as permits for emissions into the environment to objects of categories II and III;
project documentation of planned activities affecting the environment has the following composition::

- Application for conducting state environmental expertise for Environmental Impact Assessment at the same time as the permit for emissions into the environment to objects of Category IV;
project documentation of planned activities affecting the environment has the following composition::

Terms of state environmental expertise
Thirty working days for Category II facilities;
For objects of categories III and IV, it is carried out within fifteen working days.
For objects of state environmental expertise of categories II, III and IV, the body that issues the conclusion of the state environmental expertise within no more than three working days considers the documents for their completeness.
"In accordance with the order of the minister of Agriculture of the Republic of Kazakhstan dated January 26, 2015 No. 18-02/40 "" on approval of forms of logging ticket and forest ticket, rules for their accounting, storage, filling and issuance "" the state service is provided through state institutions for the protection of forest and wildlife of the city and district."
The state service" issuance of a logging and forest ticket " for the first quarter of 2021 was provided to 361 people (logging ticket - 1, forest ticket-360).
Submits an application in accordance with the order of the minister of Agriculture of the Republic of Kazakhstan dated January 26, 2015 No. 18-02/40" on approval of forms of logging ticket and forest ticket, rules for their accounting, storage, filling and issuance".
The state service is provided free of charge to individuals and legal entities.
The deadline for rendering public services is 1 business day.
The state service" issuance of permits for the use of the animal world "is carried out on the basis of the order of the Acting Minister of Agriculture of the Republic of Kazakhstan dated December 19, 2014 No. 18-04/675" on approval of the rules for issuing permits for the use of the animal world".
In the first quarter of 2021, 65 services were provided for obtaining fishing permits and 100% were provided through the electronic portal.
Acceptance of the application and issuance of the result of the provision of public services "e-government" www.egov.kz web portal (hereinafter referred to as the portal).
The deadline for rendering public services is 3 (three) business days from the moment of submission of the package of documents to the portal.
Procedure for rendering public services:
1) hunting (when applying for the first time):
in case of seizure of objects of the animal world with the participation of foreigners – an electronic copy of the contract of the subject of hunting economy for the organization of hunting with foreigners;
2) catch for research:
an electronic copy of the justification for conducting scientific work and the program of research work approved by the Academic Council of the profile scientific organization;
electronic copy of reports justifying the estimated volume of seizure of objects of the animal world;
an electronic copy of the report on the results of using previously issued permits (in case of issued permits);
3) hunting for reproduction purposes:
an electronic copy of the biological justification approved by the Academic Council of the profile scientific organization, except in cases of fishing for the purpose of fulfilling the state order for the reproduction of fish resources;
4) use animals for scientific, cultural, educational, aesthetic purposes, as well as for epidemic prevention purposes;
in addition to monitoring the epidemic, an electronic copy of the extract from the scientific and thematic plan and the program of research work approved by the Academic Council of the profile scientific organization;
electronic copy of the annual Work Plan of the state Veterinary Organization of the authorized body in the field of Veterinary Medicine for monitoring the epidemic of animal diseases in the Republic of Kazakhstan in order to prevent epidemics;
electronic copy of materials justifying the seizure of objects of the animal world (biological justification with a positive conclusion of the state environmental expertise);
5) use of animal species for reproduction purposes:
an electronic copy of the materials justifying the seizure of objects of the animal world (biological justification with a positive conclusion of the state environmental expertise) is issued.
