On water management:
For irrigated land:
In accordance with the instructions of the Head of state on the restoration and introduction of irrigated land in the region, work continues on 3 (three) projects to restore 158 thousand hectares of irrigated land and to include 29 thousand hectares of unused land in the turnover.

According to the PUID-2 project (113.0 thousand hectares in the Republic, including the Almaty region-12.5 thousand hectares, Zhambyl region-15.0 thousand hectares, Turkestan region-70.4 thousand hectares, Kyzylorda region-15.1 thousand hectares), 15.1 thousand hectares of irrigated land are included in the rural districts of Akkum, Bukarbay Batyr, tan and madeniyet of Zhalagash district.
Funds were allocated from the regional budget for the certification of water management facilities included in the project in 2016-2017, and water management facilities were transferred to the Republican ownership.
31 November 2018 the Ministry of agriculture has announced a competition in accordance with international rules in April 2019, a Consortium of LLP "Meliorator" LLP, "Kazakhdorstroi", LLP "Aksu" was declared the winner. The source of funding is the national budget 70%, the world Bank 30%. The total cost of the project is 9.3 billion tenge.
In the framework of the project PUID-2 was launched reconstruction of water management systems, in 2019 the allocated amount
879 million tenge was purified 241 km (or 13.3%) of water system of 1 810 km, was built 481 (3,3%) water facilities from 14 516.
In 2020, 3.4 billion tenge was allocated, and 867 million tenge (25.6%) has been disbursed to date. With the allocated funds, 629 km of water management systems were cleared, and 1,471 water management facilities were built on 5379 hectares .
According to the PUID-3 project (311,0 thousand hectares in the Republic, including the Almaty region-40 thousand hectares, Zhambyl region-10 thousand hectares, Turkestan region-118 thousand hectares, Kyzylorda region-143 thousand hectares), 143 thousand hectares of land are included.
In 2018-2019, a current transfer in the amount of 771 million tenge was allocated from the regional budget to the budgets of districts and cities (except for the Aral region) for the certification of water management facilities (148.4 million tenge was saved from them), certification works were completed in kazalinsky, karmakshi, Zhalagash, Shieli and Zhanakorgan districts.
In addition, on April 21, 2020, by the decision of the regional maslikhat, 25 million tenge was allocated for the completion of certification works (Kyzylorda city 14.9 million tenge, Syrdarya district 10.3 million tenge). As of today, the work on certification has been completed.
Project introduction 29 thousand hectares of unused irrigated lands in 2017-2018 from the regional budget has been allocated for the certification of water facilities included in the project, the work on certification is completed, the water objects transferred to the Republican property.
Task Committee on water resources of MAHDI of Kazakhstan developed feasibility study of the project "Modernization of irrigation systems for irrigated lands."
Currently, the Ministry of Ecology, Geology and natural resources of the Republic of Kazakhstan is negotiating with the Asian development Bank to Finance design and estimate documentation of water management facilities included in the project.
Introduction of new irrigated land:
The action plan for the development of irrigated land, approved by the Decree of the government of the Republic of Kazakhstan dated December 28, 2018 No. 904, includes projects for the introduction of 29 thousand hectares of irrigated land and 51.3 thousand hectares of new irrigated land in the Kyzylorda region (80.2 thousand hectares).
In 2019 out of 51.3 thousand hectares, the planned introduction of irrigated land was done planning by 1.9 thousand hectares of land, held of the water supply system, planted crops on 561 acres.
Today, economic structures of the region are attracted as investors to the development of new irrigated land.
In addition, for the performance 41-point National plan of action "to Develop proposals for the phased increase in irrigated land to 3 million ha by 2030", approved by decree of the President of the Republic of Kazakhstan from September 10, 2019 No. 152, was approved the "Road map to increase irrigated lands of Kyzylorda region till 2030".
According to the Roadmap, it is planned to introduce new products in 2020
2750 hectares of land.
Currently, only 2,050 ha of new land has been developed, including 500 ha of karmakshi district (rice-415 ha, safflower-45 ha, melons-40 ha), Syrdarya district 50 ha of alfalfa, Zhanakorgan district 450 ha (wheat, rice, alfalfa, melons, vegetables), Shieli district 550 ha of rice, Kyzylorda city
500 ha (spring wheat-120 ha, alfalfa-158 ha, rice-222 ha).
Provision of irrigation water to localities:
In order to improve the ecological status of settlements of the region and ensure their irrigation water in 2020 to 8 channels (in the town of Kazaly Kazaly area "Horse Kyrgyz ditch", "Daulet ditch", in the aul district komekbaeva Karmakshy district Meney, in the aul Enbek district Zhalagash area "Auyl arigi", in the aul district aydarly "Acts," in the aul district of Amangeldi "Kyzyl Tu" of Syrdarya region, in the aul district Giant Shieli district "L-1", in the aul district of Sunak ATA, Zhanakorgan region "Y-1,Y2, Y3, Y4") and the Road map of employment in 2020-2021 years for conducting water management works 4 channels (the"Accis" in Kent Aiteke bi, Kazalinsk district, "Akaryk" in the aul district G. In particular, to date, work has been fully completed on
4 water objects (aul Enbek district Zhalagash area "Auyl arigi", in the aul district aydarly "Acts," in the aul district Giant Shieli district "L-1", in the aul district of Sunak ATA, Zhanakorgan region) and 1 water object on the Road map of employment in the years 2020-2021 ("Akaryk" in the aul district G. muratbayev of Kazalinsk district), the remaining 7 water facilities work is underway.
The allocated funds will be used to clean 12 channels with a length of 95.5 km, and 10 units of hydraulic structures located along them will be repaired.
In addition, to provide irrigation water to localities (aul districts Torebay bi, Aldashbay Akhun karmakshi district, Enbek Zhalagash district, Kandoz Zhanakorgan district, GKP "Tabigat") to which water does not reach by gravity, funds were allocated for the purchase of 6 units of pumping equipment. Of these, 1 unit of pumping equipment was purchased for the Zhibek Zholy canal on the balance sheet of the Tabigat state enterprise for PVC in the city of Kyzylorda.
In particular, the economic development Plan of the Kyzylorda region until 2023, approved by the decree of the regional akimat No. 18 of June 18, 2020, included measures for 2020-2025 totaling 12.3 billion tenge for water management works on 192 channels and providing 43 units of pumping equipment for settlements.
Establishment of water protection zones and lanes:
In order to maintain water management facilities and structures in accordance with the established sanitary and environmental requirements, prevent pollution, littering and depletion of surface water, funds have been allocated for the project to establish water protection zones and lanes on 26 lakes in the region, and 67 water protection signs have been installed.
