3) make proposals for the development of documents in the field of Environmental Protection, submit Initiative projects of such documents for consideration by the authorized body in the field of Environmental Protection;

4) develop environmental quality targets within its competence;

5) ensures the construction of waste disposal and disposal facilities;

6) ensures compliance with environmental requirements when handling municipal waste;

7) monitor the volume of waste generation and develop measures and economic incentives aimed at reducing the volume of waste generation, increasing the level of their repeated or alternative use and reducing the volume of waste to be disposed of;

8) develop investment projects in the field of Environmental Protection and submit them to the authorized body in the field of Environmental Protection;

9) coordinate environmental action plans within its competence;

10) organizes the development of waste management programs and ensures their implementation;

11) develops and submits for approval to local representative bodies standards for the formation and accumulation of municipal waste;

12) organizes applied research and development work in the field of municipal waste management;

13) develops rules for calculating the norms of formation and accumulation of municipal waste.
