INFORMATION on measures taken by the office of the Akim of the Syrdarya region in the field of anti-corruption in the second quarter of 2026

As you know, in order to ensure the effectiveness of corruption prevention by improving the quality of organizational work of state bodies, since 2022, the standard basic direction No. 4 has been launched in all state bodies. At the same time, in order to implement the Model basic direction on the territory of the district, a project map was approved (project map for the implementation of the model basic direction"Prevention and countering corruption"). The project map is 4 projects. 1) formation of an anti-corruption culture; 2) internal analysis of corruption risks; 3) compliance with anti-corruption legislation; 4) anti-corruption compliance. According to the project map, in the second quarter of this year, an internal analysis of 5 independent departments of the district Akim's office and the district akimat and 16 quasi-public sector entities was carried out, as a result of which a total of 22 risks were identified that contribute to the commission of corruption offenses, but the internal analysis did not reveal significant risks that could negatively affect the quality of the state body's activities. As part of the formation of an anti-corruption culture, 16 compliance officers in quasi-public sector entities under the district akimat have improved their skills on the topic "Anti-Corruption management and compliance". In the second quarter of this year, a meeting of the Anti-Corruption Commission under the akimat of the district was held, where the work of the heads of responsible institutions on combating corruption was heard. As a result, a protocol task was given, the implementation of which was taken under constant control. On the part of the ethics commissioner under the district akimat, preventive measures are regularly carried out with employees whose positions are subject to corruption risks. In addition, within the framework of the state social order of the District Department of public development, the public fund "Syrdariya-Nurdariya" was announced on the public procurement portal, and the winner was the public fund "Syrdariya-Nurdariya", with the conclusion of an agreement in the amount of 2800.0 thousand tenge, work is underway in accordance with the technical specification. On the formation of prevention of corruption manifestations in the public consciousness, organized by the public fund" syrdariya-Nurdariya" 1 campaign, 1 debate contest were organized, 2 videos on corruption were broadcast on regional TV channels and presented to the public. In the second quarter of this year, 3 anti-corruption events (distribution of brochures, meetings, microphone headings) were held among students, organized by the District Department of public development and the Youth Resource Center. All settlements and rural districts have anti-corruption Billboards. The offices of the Akim of the village and Rural District of the Syrdarya district publish monthly anti-corruption legal readings, banners, brochures, videos on social networks. Work on the project for compliance with anti-corruption legislation is being carried out at the proper level. During the reporting period, there were no facts of non-compliance with the norms of anti-corruption legislation by state bodies. In order to comply with the requirements of the legislation on combating corruption in the quasi-public sector subject under the akimat of the district within the framework of anti-corruption compliance, during April, May, June of this year, compliance officers 16 seminars and legal training events were organized. In addition, in order to strengthen the formation of an anti-corruption culture in society, an action plan for 2023-2026 was approved to conduct information work decomposed at the level of various target groups. Videos specially developed within the framework of the plan are distributed and shown in public places and social networks. In accordance with the schedule of publication in the mass media of author's articles on measures taken by akims of all levels in the Syrdarya district to prevent corruption, in the second quarter of this year, author's articles on anti-corruption topics were published by akims of S. Seifullin, Kalzhan Akhun, A. Tokmaganbetov, Besaryk Aidarli, Amankeldy rural district. In the second quarter of this year, at the initiative of the Department of Investigation in Kyzylorda region, a meeting was held in the format of an open dialogue with the residents of the district in order to improve the legal and financial literacy of Citizens for Vulnerable Groups at high risk of being affected by fraudsters, and at the initiative of the prosecutor's office of Kyzylorda region, an action "caravan of laws" was organized. In addition, in order to provide the population with access to legal information, "legal offices" have been opened and provided services in all localities. In conclusion, in accordance with the action plan for the implementation of the concept of anti-corruption policy of the Republic of Kazakhstan for 2022-2026, measures are being carried out at the proper level. In addition, the Anti-Corruption Commission under the district akimat will continue its duties as an important tool for implementing the country's Anti-Corruption Policy and as a coordinator in combating corruption, ensuring the interaction of state bodies, as well as civil society institutions in this area.
