INFORMATION ABOUT the activities carried out by the Syrdarya regional Akimat in the field of anti-corruption in the third quarter of 2025

As you know, in order to improve the quality of the organizational work of government agencies and ensure the effectiveness of corruption prevention, starting in 2022, all government agencies are implementing Standard Basic Direction No. 4. In this regard, for the implementation of this direction in the territory of the district, a Project map has been approved for the implementation of the standard basic direction "Prevention and Combating corruption". The project map includes 4 projects: Formation of an anti-corruption culture; Internal analysis of corruption risks; Compliance with anti-corruption legislation; Anti-corruption compliance. As part of the formation of an anti-corruption culture, in June of this year, 16 compliance officers of quasi-public sector entities subordinate to the akimat of the district underwent advanced training on the topic of "Anti-corruption management and compliance" and received certificates. In the third quarter of this year, a meeting of the anti-corruption commission under the akimat of the district was held, at which the heads of responsible institutions were informed about the ongoing work in this area. Following the meeting, protocol instructions were given, the execution of which is under constant control. The Ethics Commissioner at the Akimat of the district regularly conducts preventive measures with employees holding positions exposed to corruption risks. In addition, the district Department of public development, within the framework of the state social order, posted on the public procurement portal the project "Organization of events for the formation of intolerance to corruption in the public consciousness", the winner of which was recognized by the Syrdaria-Nurdaria public Foundation. An agreement has been signed with this fund in the amount of 2,880.0 thousand tenge, and work is currently underway to implement the project. As part of this social project, "No corruption!" actions were held in the centers of settlements in the third quarter, as well as meetings with the population in rural districts on the topic "Creating intolerance to corruption and fraud prevention." In the third quarter, the district Department of Social Development, together with the youth resource center, conducted preventive work among students at the Tokmagambetov Village Club, library, spiritual center and agricultural technical college: videos were shot, memos were distributed and explanatory talks were held. Anti-corruption billboards have been installed on all streets of Kentrov and rural districts. The Regional House of Culture organized a contest "We are against corruption!" among students in grades 8-10 from 12 schools in Kentrov and rural districts in the nominations "Cartoon drawing" and "Best video." Akimats of kentrov and rural districts conduct monthly preventive legal classes and round tables among employees, distribute memos to the public, place banners in public places and publish videos on social networks. In accordance with the schedule of the internal analysis of corruption risks, an internal analysis of the activities of 16 quasi-public sector entities was conducted in July this year. Based on the results of the analysis, analytical reports were prepared, sent to the office of the akim of the region and published on the official website of the akim of the district. According to the results of the internal analysis, 16 corruption risks were identified. Letters of recommendation have been sent to the relevant institutions to eliminate the causes and conditions conducive to the commission of corruption offenses. The work on the project "Compliance with anti-corruption legislation" is carried out at an appropriate level. During the reporting period, no facts of violations of anti-corruption legislation by government agencies were revealed. As part of the anti-corruption compliance, 48 seminars and legal training events with the participation of compliance officers were held in subordinate organizations in July, August and September of this year. In addition, 5 compliance officers underwent advanced training in Kyzylorda on the topic "ISO 37001 — anti-corruption management and compliance". Additionally, in order to strengthen the formation of an anti-corruption culture in society, an Action Plan for 2023-2026 has been approved to conduct awareness-raising activities among various target groups. As part of the plan, the prepared videos are broadcast in public places and via social media. In accordance with the schedule for the publication of author's articles on measures taken to prevent corruption, in the third quarter of this year, articles by akims of Kogalykol, Zhetikol, N. Ilyasov, Shirkeylinsky, Akzharminsky and Shagan rural districts were published in the media. In addition, "Law Offices" are open and functioning in all localities to ensure citizens' access to legal information. In conclusion, the measures provided for in the Action Plan for the Implementation of the Anti-Corruption Policy of the Republic of Kazakhstan for 2022-2026 are being implemented at the proper level. The Anti-Corruption Commission under the Akimat of the district will continue to serve as a coordinator for the implementation of the state anti-corruption policy, interaction between government agencies and civil society institutions in this area.
