Guided by the rules approved by the order of the minister of national economy of the Republic of Kazakhstan dated November 6, 2014 No. 72, "with a diploma to the village!"the program (hereinafter-the program) has been operating since 2009. The main goal of the program is to encourage specialists with diplomas in the field of health care, education, Social Security, Culture, Sports and agro – industrial complex and civil servants of the Office of akims of villages, settlements, rural districts who come to work and live in rural settlements. In 2025, the monthly calculation index was 3,932 Tenge, the volume of housing loans to the district center is 2,500 MCI – 9,830,000 tenge, rural districts – 2,000 MCI - 7,864,000 Tenge, the volume of wholesale benefits is 100 MCI-393,200 tenge. In the Syrdarya district in January – June 2025, 60 specialists applied for a wholesale allowance for the provision of social support measures to specialists in the field of health care, education, Social Security, Culture, Sports and agro-industrial complex, civil servants of the akims of villages, settlements, rural districts, including 50 specialists were provided with social support measures in the amount of 19,660 thousand tenge, and the remaining 10 specialists were placed on the waiting list. Currently, work is underway to put specialists in priority on housing loans. In the future, it is planned to provide "budget loans for the implementation of social support measures for specialists" on the basis of a bilateral agreement.
