Certificate from the akimat of Syrdarya district on measures taken to combat corruption in the IV quarter of 2023

By the resolution of the Government of the Republic of Kazakhstan dated May 31, 2021, the rules for the implementation of project management were approved and six standard basic directions were defined, which are mandatory for all state bodies. One of them is the model basic direction No. 4 "Prevention and countering corruption".
During the reporting period, the akimat of Syrdarya district carried out the following work on the model basic direction No. 4 "Prevention and countering corruption".
By the order of the Akim of Syrdarya District No. 17-R dated 19.01.2023, the head of the district Akim's office was appointed as the project manager (general manager) of the model basic direction No. 4 "prevention and combating corruption" (hereinafter referred to as the Model basic direction).
In order to implement the model basic direction on the territory of the district, the project managers of the model basic direction No. 4 "Prevention and combating corruption" (No. 42 dated 07.03.2023) are determined by the orders of the project manager (general manager) for 2023
The map of projects for the implementation of the model basic direction No. 4 "Prevention and countering corruption" (No. 49 dated 14.03.2023) was approved.
As a detail:
1) group of projects" compliance with anti-corruption legislation";
2) Project Group "anti-corruption compliance in quasi-public sector entities" ;
3) group of projects "formation of an anti-corruption culture" ;
4) group of projects" internal analysis of corruption risks".
According to the approved project map, relevant work was carried out on the project of compliance with the norms of anti-corruption legislation, and for the 11th month of this year, there were no facts of non-compliance with the norms of anti-corruption legislation. According to the anti-corruption compliance project in quasi-public sector entities, a total of 11 legal training sessions were organized by the compliance officer in the quasi-public sector entity under the district akimat from January to November on compliance with the requirements of anti-corruption legislation. All organized events were posted with photos on the social network of the institution.
According to the project for the formation of an anti-corruption culture, regular meetings of the Anti-Corruption Commission under the district akimat for the I, II, III and IV quarters of 2023 were held, relevant protocol instructions were given and implemented.
The work on the formation of an anti-corruption culture was carried out in stages in accordance with the action plan for 2023 for the group of projects "strengthening the Anti-Corruption culture".
At the same time, 14 meetings were held to form an anti-corruption culture for the population of the district, and 24 thematic events were held among young people.
According to the plan, in the social network there is material on the topic: "Corruption will not be large and small, every step of which will cause serious damage to the country" and "no corruption!", "If you give a bribe, you will be punished", "your future is in your hands" videos are published on a regular basis.
In addition, during the reporting period, the book "a world without corruption!"a competition in drawing was organized on the theme""."
A special thematic column has been opened in the district newspaper "Zhigit tynysy" and articles on the topics "Prevention of corruption" are regularly published.
In each rural district of the District, 1 thematic billboard was installed, in the district center-2 billboards (15 Billboards).
In addition, the helpline "1424" is installed in the institutions that provide public services under the akimat of the district, "no corruption", "let's fight together with corruption", "if you give a bribe, you will be punished! information materials on the topic " visual aids
In addition, within the framework of the project" formation of prevention of manifestations of corruption in public consciousness", on September 29 of this year, the Syrdarya District House of culture hosted a contest" Parasatty otbasy " among the residents of the district, with the results of which the selected winners were awarded special diplomas and certificates.
Also, within the framework of this project, a meeting was organized in 13 rural districts in October of this year, and a seminar was held in the center of the village. Among the speakers were specialists of authorized bodies engaged in combating corruption, representatives of civil society, lawyers and lawyers.
In addition, during the reporting period, the ethics commissioner of the district akimat held 12 seminar-meetings with the participation of civil servants working in all local budget-funded state bodies, taking appropriate measures to prevent corruption and the need to pay special attention to the quality of internal analysis.
In addition, in order to strengthen the anti-corruption culture among civil servants, 21 civil servants were trained in the Kyzylorda region branch of the Academy of Public Administration under the president of the Republic of Kazakhstan on the topic "Anti-Corruption management and compliance".
According to the project of internal analysis of corruption risks, the schedule of internal analysis of corruption risks of the district Akim's office, independent departments under the district akimat and subjects of the quasi-public sector subordinate to them was approved.
According to the schedule, from February to May 2023, an internal analysis of 8 independent departments of the district Akim's office and the district akimat was carried out, as a result of which a total of 35 risks were identified that contribute to the commission of corruption offenses.
Also, in order to eliminate the identified risks, these institutions have developed an action plan to eliminate the causes and conditions that contribute to the commission of corruption offenses and are published on the official website of the district akimat.
In accordance with the action plan, 30 recommendations on identified risks requiring amendments and additions to legislative acts were sent to the relevant central authorities, letters of recommendation were sent within the time limits stipulated by the action plan, and the necessary measures were taken.
It should be noted that the results of the implementation of project management are consolidated in a single database of projects (Easy Project), in which the evaluation system is carried out, a rating of state bodies and heads will be formed on the effectiveness of measures taken in the standard basic Direction "Anti-Corruption".

Following the results of 10 months of 2023, Kyzylorda region rose to the 3rd place as a result of systematic work to combat corruption.
At the same time, the project of the standard basic direction No. 4 "Prevention and counteraction of corruption" is planned to be carried out in the offices of the Akim of the village and rural districts from 2024 in order to provide training of specialists with compliance services in subordinate quasi-state organizations for the course "Anti-Corruption management and compliance".
The heads of independent departments of the akimat, Akims of the village of Terenozek and rural districts were instructed to keep the issue of execution under strict control, ensure timely and high-quality execution of the issued protocol instructions.
