Information on the work done to combat corruption in the Syrdarya region
On the work carried out in the Anti-Corruption direction in the district for 7 months of 2022
For 7 months of this year, a number of works have been carried out to combat corruption.
Over the past period, the ethics commissioner under the Syrdarya district akimat together with the Department of civil service held 4 legal training seminars on compliance with the requirements of legislation and the code of ethics in the field of Civil Service, anti - corruption, and provided individual advisory assistance to 13 civil servants and 3 citizens. In addition, the Department of the Anti-Corruption Agency for Kyzylorda region held 1 Round Table.
In accordance with the plan approved by the District Commission for combating corruption, 2 meetings were held this year, where the heads of responsible institutions heard the work done to combat corruption, and protocol instructions were given to the members of the commission.
The principles of zero tolerance for corruption are constantly reminded to the heads of interested institutions, employees of the district Akim's office, heads of independent departments, akims of settlements and rural districts.
At the same time, it is explained that anti-corruption measures should be carried out by state bodies, organizations, quasi-public sector entities and officials within their competence.
In 2022, it is planned to hold 14 meetings, 4 actions, 5 public receptions, 1 competition, 10 articles, 100 methodological instructions for the year with the public fund "Nurdariya - Syrdarya", the winner of the project "formation of prevention of corruption manifestations in the public consciousness", organized within the framework of the state social order.
Within the framework of this project, a joint memorandum on the Prevention of corruption was signed with law enforcement agencies of the district, the district branch of the "Amanat" party, the public council, the Syrdarya regional branch of the "Civil Alliance".
On May 16-18 of this year, within the framework of the memorandum on the activity "formation of prevention of corruption manifestations in the public consciousness", information and propaganda work was carried out in the House of culture of Terenozek village and in the buildings of Akim's offices of all rural districts in the direction "formation of prevention of corruption manifestations in the public consciousness" with the participation of the District Public Council, the Department of internal policy, the head of the District Police Department and representatives of non - governmental organizations.
During the event, members of the group held public receptions, listened to complaints and suggestions of citizens, distributed methodological brochures on the topic: "formation of prevention of corruption manifestations in the public consciousness".
On June 13, 2022, an action on the theme "Youth Against Corruption" was held in the buildings of the Syrdarya District Department of the branch of the State Corporation Government for citizens of Kyzylorda region and the District "Halyk Bank".
In order to prevent corruption offenses on the territory of the District, 1 thematic Billboard (13 pieces) was installed in each village of the district (a total of 13 villages), 2 billboards in the district center and the helpline "1424", information materials of the project "Adaldyk alany" "" Yeni oyma, AR oyma"", "" do not take bribes, do not give bribes"", ""do not allow corruption ""were posted in the social network ""Facebook "" of the district akimat, the Department of internal policy."
In addition, in order to prevent corruption, in June-July, 15 articles and 4 videos were published in social networks, organized by the people's cultural propaganda team "Dala didary" and the national campaign "I am against corruption! explanatory work was carried out among specialists of local executive bodies, information materials were distributed to the population in settlements and rural districts, and explanatory work was carried out in places of mass concentration of the population.
Currently, the district akimat is implementing the project "open akimat", and within the framework of the Project "Open Space", employees of state institutions provide services to the population from one place.
At the same time, on the implementation of the internal analysis of corruption risks for 2022, responsible officers of state bodies subordinate to the district akimat, quasi-public sector entities conducted an internal analysis, approved analytical reference documents and an action plan to eliminate the causes and conditions that contribute to the commission of corruption offenses identified based on the results of the internal analysis of corruption risks.
According to the plan, in accordance with the Order of the chairman of the agency of the Republic of Kazakhstan for Civil Service Affairs and anti-corruption No. 12 dated October 19, 2016, internal analysis of corruption risks in the activities of state institutions subordinate to the district akimat, subjects of the quasi-public sector is carried out on a regular basis.
In accordance with the action plan for the implementation of the concept of the anti-corruption policy of the Republic of Kazakhstan for 2022-2026, appropriate measures are being taken and in the future, the implementation of measures in this direction is ensured in stages.
In conclusion, in order to prevent corruption offenses in order to prevent them, appropriate measures were carried out in accordance with the approved action plan in the district, the implementation of which was taken under constant control.

On April 1, 2022, the District Department of culture and language development conducted an internal analysis of quasi-public sector entities subordinate to the akims of settlements and rural districts, and sent relevant information to the regional Akim's office.
In 2022, on the basis of the state social order, 892,857 tenge was allocated for organizing measures to prevent corruption manifestations in the public consciousness, and according to the results of the competition, the public fund "Syrdarya-Nurdariya" was recognized as the winner.

In addition, in order to determine the views of residents of the district on the problem of corruption in the Syrdarya district, a survey was conducted within the framework of the state social order through the public Association "Region-South-Zapad" for quarterly monitoring through sociological research.

At the initiative of the Department of the Anti-Corruption Agency of the Republic of Kazakhstan (Anti-Corruption Service) in the Kyzylorda region, a seminar "Antikor.Live"was held in order to establish a dialogue with civil society. Within the framework of the project, a list of akims of villages and rural districts of the Syrdarya region has been developed, which are broadcast live through a social network on the topic of openness, accountability and accessibility of akimats. In addition, in order to improve the legal literacy of citizens and solve current problems in society, in 2019, the People's Lawyer campaign was held 2 times with the involvement of specialists in the social sphere, health, land, housing, entrepreneurship and independent experts with the coverage of 30 people, in 2020, 19 people were consulted 2 times. The results of this campaign were published in the regional newspaper "Tirshilik Tynysy" and the social network "facebook".
In turn, in order to eliminate domestic corruption risks in the district, create a favorable environment for the population, improve the quality of public services in the district, a working group of the project office "Akmeshit-Adaldyk Alany" was created, which includes relevant specialists.
Created by a group of events were organized in different formats, visited the settlements of the district.

Within the framework of the project, in order to form an anti – corruption culture among the population, a special video about the project "Akmeshit-adaldyk Alany" was shown in public places through LED screens and information and propaganda materials were placed in the buildings of institutions and organizations.
Also, in all buildings of state institutions, special boxes are installed for appeals of individuals and legal entities.
On the work done by the mayor's office of Syrdarya district to combat corruption in the THIRD quarter of 2020
As part of the "anti-corruption strategy of the Republic of Kazakhstan for 2015-2025", the mayor's office of the Syrdarya district has established a Commission on anti-corruption under the akimat of the district.according to the approved plan, the Commission meetings are held quarterly.
At the meeting, topical issues on combating corruption were considered, reports of Executive bodies financed from the district budget, akims of rural districts were heard, and relevant decisions were made.
In 2020 (Q1, Q2, Q3), 6 issues were considered, on which appropriate Protocol decisions were made, and 37 proposals and instructions were given to interested state bodies for execution.
The akimat of the district constantly provides advice on compliance with the requirements of legislation in the field of public service, anti-corruption and the code of ethics for subordinate local Executive bodies.
The regional newspaper "Tirshilik tynysy" publishes quarterly Helplines for local Executive and law enforcement agencies and schedules for receiving individuals and legal entities.
On the topic of forming an anti-corruption culture, the local press published articles "anti-Corruption projects show their effectiveness", "Fighting the diseases of society", "Corruption hinders the development of society", "Society without corruption" and others.
Also, in order to increase the effectiveness of the anti-corruption policy in the district, involve the entire society in the anti-corruption movement and create a "zero" tolerance for corruption in society, 17 billboards were placed in villages and rural districts on the following topics: "Not taken-strive for heights", "corruption Not left without attention", "Take the top, not bribes", "Bribery-the abduction of a child's dream".
Continue work on informing the ongoing anti-corruption measures, while on the Internet resource of institutions posted on the website of the district akimat to promote the fight against corruption and publish a report on the work done in state bodies in order to ensure the functioning of special sections.
Information about the work done to combat corruption in independent departments and offices of mayors of settlements and rural districts of the district in an accessible form is posted on the website of the district akimat quarterly, updated on time, updated information.
In order to ensure accessibility, transparency and efficiency of public services in the district within the framework of the "Open Space" format, the front office of structural divisions of district institutions operates in the building Of the house of organizations of the village.

In order to determine the views of the population on corruption issues in the Syrdarya region, a survey was conducted through the public Association "Region-South-West" in the First quarter of 2020 for monitoring by conducting sociological research.
According to the results of the survey, the share of " persons with a low level of corruption "in the district was 28%," corruption " - 12% was revealed from the opinion of the Respondent.
Accordingly, the "average" share of respondents is 34 percent. On the contrary, "persons with a high level of corruption" - 13% are indicated in the Respondent's response. According to the results of the survey, the share of "difficult to answer this question" was 13%.
In order to establish that the respondents and their relatives are forced to pay bribes for services rendered, 29% of the respondents have priority to receive free assistance from a polyclinic or hospital, and 18% - for employment and improving the level of service.
Taking into account the opinion of respondents in the localities of Terenozek, A. tokmagambetova, Akzharma, Kogalykol, Kalzhan Akhun and Inkardaria, which made up a high indicator of the level of corruption in the district compared to other responses, developed and aimed at expanding cooperation on anti-corruption issues at the local level, improving the effectiveness of state bodies to reduce corruption risks, reducing the level of corruption, and identified the need to continue systematic work.
Anti-corruption activities carried out in the district for the First quarter of 2020

Of these solutions, 20 require long-term or permanent implementation, and 27 require clearly defined objectives.
