On the results of the work of the interdepartmental commission on combating corruption under the Akimat of the Syrdarya district for 12 months of this year

About the measures taken by the akimat of the Syrdarya district to combat corruption in 2022.
President of the Republic of Kazakhstan Kassym-Jomart Tokayev noted that the fight against corruption is one of the main priorities of the country's strategic development.
In this regard, the Akimat of the Syrdarya district within the framework of the "anti-corruption strategy of the Republic of Kazakhstan for 2015-2025" established a commission on combating corruption under the akimat of the district, according to the approved plan, the commission meetings were held quarterly.
The Anti-Corruption Commission under the Akimat of the district has approved an annual work plan and conducts its work on a quarterly basis on an ongoing basis.
At the meeting of the commission for the I, II, III, IV quarters of 2022, 8 issues were considered, on which appropriate protocol decisions were made and 40 proposals-instructions were sent to interested state bodies.
The above-mentioned program "strategic anti-corruption of the Republic of Kazakhstan for 2015-2025" has lost its force and was approved by the Decree of the President of the Republic of Kazakhstan dated February 2, 2022 No. 802"the concept of anti-corruption policy of the Republic of Kazakhstan for 2022-2026".
According to the points of this concept and the instructions of the minutes of the meeting of the commission on combating corruption under the Akimat of the region, the relevant information was sent in a timely manner to the Office of the akim of the region and the Department of the Agency of the Republic of Kazakhstan for Combating Corruption (Anti-Corruption Service) in the Kyzylorda region.
In order to strengthen preventive measures to combat corruption, the Akimat of the district constantly provides advisory assistance on compliance with the requirements of legislation in the field of public service, anti-corruption and the Code of Ethics for local executive bodies subordinate to the Akimat, explanatory work is carried out.
During the reporting period, the Department of the Agency of the Republic of Kazakhstan for Combating Corruption in the Kyzylorda region held 1 round table and 3 seminars-meetings.
The Ethics Commissioner at the Akimat of the Syrdarya district, together with the Department of Public Service on compliance with the requirements of legislation and the Code of Ethics in the areas of public service, anti-corruption conducted 5 seminars on legal training, provided individual advisory assistance to 15 civil servants and 5 citizens.
The explanatory work included changes in the sphere of public service, anti-corruption actions carried out and the results of an analysis of the practice of applying legislation on public service.
In addition, in order to clarify the requirements of the legislation on public procurement, public service, anti-corruption, legal training for civil servants is conducted on an ongoing basis in the akimat of the district.
The winner of the social project of 2022 under the project "Formation of prevention of corruption in public consciousness" within the framework of the state social order is the public fund "Syrdaria - Nurdaria".
The amount of winnings under the contract is 714,285 tenge. During the reporting period, 12 meetings with the public fund, 2 actions, 10 public receptions, 1 Competition, 4 articles, 1 survey were held.
The amount of funds allocated for the formation and prevention of an anti-corruption culture has been fully utilized.
For 2023, about 1450,0 thousand tenge is provided for the project "Formation of prevention of manifestations of corruption in the public consciousness".
In addition, in order to prevent corruption offenses in the district, in all subordinate villages (13 villages in total) there is 1 thematic billboard (13 pieces), in the district center there are 2 billboards and a helpline "1424" for all state institutions subordinate to the akimat of the district, the project "Adaldyk Alany" "don't think, think", "Do not take bribes, do not give bribes", "do not allow corruption", "did you know about corruption?", "One bribe two criminals" and "Corruption, STOP...camera!!!"information materials of the akimat of the district have been installed, Videos have been published on the Facebook social networks of the Department of Internal Policy.
In addition, the action "I am against corruption!" was organized by the Dala Didar People's Cultural Agitbrigade, explanatory work was carried out among specialists of local executive bodies, information materials were distributed in villages and rural districts in places of mass congestion of the population, explanatory work was carried out.
In addition, a special thematic section was opened in the district newspaper "Tirim Tynysy" and articles on the topic "prevention of corruption" were published.
In accordance with the action plan for 2022, in accordance with the order of the Chairman of the Agency of the Republic of Kazakhstan for Civil Service Affairs and Anti-Corruption dated October 19, 2016 No. 12, an internal analysis of corruption risks of the activities of state institutions subordinate to the Akimat of the district, quasi-public sector entities is carried out on an ongoing basis.
Currently, in accordance with the protocol instruction of the akim of the region, work is being intensively carried out in the quasi-public sector entities to improve compliance activities and introduce a system of anti-corruption standards.
In accordance with the action plan for the implementation of the concept of anti-corruption policy of the Republic of Kazakhstan for 2022-2026, appropriate measures are being taken in stages.
In general, there were no corruption manifestations in the district during the reporting period.
Summing up the above, drawing attention to the fact that as one of the priority activities of the akimat of the Syrdarya district, the necessary measures are being taken in accordance with the current legislation on combating, preventing and preventing corruption, the implementation of preventive measures is taken under the constant control of the akimat of the district.
