Provision of land plots for individual housing construction:

The number of citizens in the general queue in the district was 2,637 people, of which 1,778 people joined the queue in the village of Terenozek. 135 hectares of engineering infrastructure networks have been built on the southern side of the village of Terenozek, and a new settlement area has been opened. Of these, 150 residential buildings were built and developed on 35 hectares in accordance with the "concept for the development of housing and communal infrastructure for 2023-2029" (hereinafter referred to as the Concept). For the remaining 100 hectares, 511 plots were considered for individual housing construction, 44 plots were developed in accordance with the concept, transferred to citizens belonging to socially vulnerable segments of the population and registered as those in need of housing.

In addition, 100 sites are being developed in accordance with the relevant concept. Starting from 2025, the remaining 367 plots will be assigned to citizens on the waiting list for individual housing construction, in accordance with the requirements of Article 44-1 of the Land Code of the Republic of Kazakhstan.

In 2025, there are 19 sites, in 2026 – 45 sites, the number of refusals is 65, and for 205 sites with waiting lists, a final act of selection is being drawn up and a cadastral land plan is being developed. At 113 polling stations, the akim of the village of Terenozek provides waiting list announcements.

Return of unused agricultural land:

In 2026, the plan was to return 3,500 hectares of unused land. In the first 9 months of this year, 13 land plots with an area of 10,605 hectares were returned, and the plan was fully implemented. However, in the future, appropriate measures will be continued to identify unused lands and return them to State ownership.

Involvement in agricultural land turnover:

In 2026, 76 land plots with a total area of 37,210 hectares were put up for competition, as a result of which 39 land plots with an area of 10,494 hectares were transferred to individuals and legal entities.

In addition, in October of this year, it is planned to publish an information message and hold a competition for 65 land plots with a total area of 10,927 hectares.

In 2022-2025, the land plots in the district returned to the ownership of the agricultural state (84 land users and owners) were transferred through a competition to individuals and legal entities and taken into full circulation.

Provision of land plots in electronic form at auction

As part of the digitalization of the electronic transfer of land plots, 7 auctions were held in the Syrdarya region for 9 months of this year, 12 land plots with an area of 14.81 hectares were sold at auction. The sale price is 9,749,311 tenge. In addition, for 9 months of 2026, 60 purchase and sale agreements were concluded between citizens and the department, as a result of which 30.2 million tenge was credited to the budget from the sale of land plots, to date, 20.0 million tenge has been received by the budget.

In 2023, a total of 4 (four) drug fields were found on the territory of the district on land plots where drug fields were detected:for 9 months of this year (January-September) in the district identified by law enforcement agencies as part of the implementation of the project "drug-free zone".
In particular, from A. Tokmaganbetov Rural District - 2 plots, including: 1 Plot - from the category of reserved land of the District, 1 Plot – from the cadastral number 10-153-018-647 used by land user Balkeev Zhenisbek Pernebayevich, the total area on the right of temporary paid land use (lease) for peasant farming based on the implementation of self – entrepreneurship-40.0 hectares.

Based on the rules for determining land plots not used for relevant purposes or used in violation of the legislation of the Republic of Kazakhstan, approved by order of the deputy prime minister of the Republic of Kazakhstan-Minister of Agriculture of the Republic of Kazakhstan dated May 05, 2018 No. 194, identification works were carried out on objects whose construction was not completed, land plots on the territory of the district were not used for relevant purposes. As a result, 12 entrepreneurial land plots were identified and sent to the Department of land management of Kyzylorda region by the Committee for land management of the Ministry of Agriculture of the Republic of Kazakhstan in order to carry out unscheduled inspections for compliance with the requirements of articles 65.92 of the Land Code of the Republic of Kazakhstan. As a result, the owners of 4 land plots were instructed to eliminate violations for 1 (one) year. On the remaining 8 sites, in accordance with the requirements of the current law, Act works are being carried out.

In 2022, according to the appeals of the owners of 25uchas with a total area of 16631.1 hectares in the district and land plots with an expired period of use were returned to the state ownership, for 3 months of 2023, 11 agricultural land plots with a total area of 10526.3 hectares were returned to the State Reserve Land Fund.
At the same time, 290 land plots with a total volume of unused agricultural land – 90,045 hectares-were sent to the Department of land management of Kyzylorda region by the Committee for land management of the Ministry of Agriculture of the Republic of Kazakhstan for the purpose of appropriate instructions and return to state ownership.
According to the work on the introduction of land plots in the district for agricultural purposes; in 2022, a land plot with a total area of 1319.4 hectares is planned to be introduced into agricultural circulation from the category of reserved land of the district through a trade (competition), 15 pasture land plots with a total area of 1358 hectares were transferred to individuals and legal entities on the basis of a competition.
This year, the total area of the area-2000.0 hectares from the category of reserved land for agricultural purposes is planned to be put into circulation since the beginning of the year, and appropriate work is being carried out.

Non-unused agricultural land and used in violation of the law.

In the Syrdarya district, a working group has been set up by the deputy akim of the district to identify and return unused agricultural land plots to state ownership, and appropriate measures have been taken and work is being carried out in accordance with the law.

The working group included mayors of settlements and rural districts, employees of the department of state and legal work of the district akim's office, the department of Land Relations, Agriculture, the district police department, veterinary medicine, tax authorities and the Syrdarya district branch of the land cadastre.

According to the Land Report for the Syrdarya district as of November 1, 2020, the total area of agricultural land is 419,474 hectares, of which pasture land plots with an area of 264,360 hectares were transferred to individuals and legal entities, limited liability partnerships, joint-stock companies and other non-governmental institutions engaged in the agricultural sector.

Currently, at the initiative of the above-mentioned district working group, taking into account the announced moratorium of the President of the Republic of Kazakhstan on conducting inspections of small entrepreneurs, explanatory work is being carried out aimed at the voluntary return to the state of unused agricultural land plots under the jurisdiction of business entities, and in accordance with the intended purpose for the development and registration of livestock, special accounting letters are being distributed.

In addition, from among the unused land plots, appropriate work is being carried out to return to the state pasture lands located within a radius of 5 km from the borders of the rural settlement.

As a result, to date, land plots with a total area of 270.05 hectares have been returned to state ownership.

On the introduction of agricultural land into the plot; In order to implement the development program for the Syrdarya district in 2021, it was planned to introduce into agricultural circulation a land plot with a total area of 5000,0 hectares from the category of reserve land of the district. In accordance with the requirements of Article 48 of the "Land Code" of the Republic of Kazakhstan, in January of this year, land plots with a total area of 3582.7 hectares were introduced into agricultural circulation in March from the category of agricultural land on the territory of the district through a competition for farming based on the implementation of their own entrepreneurship and for commercial agriculture (bidding).

In addition, from the category of reserve lands of the district, since the beginning of the year, a land plot with a total area of 3695.0 hectares has been provided for cattle breeding by the decree of the akimat of the district on the right of temporary gratuitous land use for a period of 5 (five) years.

Inclusion of pastures, hayfields and perennial plantings on the territory on electronic maps through the portal "QOLDAU.kz": According to the protocol order of the Deputy akim of the region B. Zhakhanov, until September 15, 2020, 70% of pasture land plots " QOLDAU.kz web portal " was instructed to enter. To date, the total area to be introduced in the district is 256,545. 0 ha, of which the total area is 139,650. 21 ha of pasture land, i.e. 54.6% " QOLDAU.kz to the web portal".

On the fulfillment of tasks for irrigated pastures and irrigation facilities located in the territory:

The total number of 404 irrigation objects on the territory is 202 in the category of reserve lands (wells - 111, wells - 91), in the category of agricultural land - 47 (wells - 18, wells - 29), forest resources - 35. (wells - 23, wells - 12) and on the territory of the Ulytau region - 118 (wells - 44, wells - 77).

As a result of an inventory of irrigation facilities, it was determined that 202 (wells and boreholes) are in the category of lands of the reserve of the region, of which 89 are active. The identified 89 suitable irrigation structures are subject to documentation (land management project, cadastral business, land document and technical passport). 138,942 tenge is required for 1 well located on a land plot (land management, cadastral affairs, land document, technical passport). 89 suitable irrigation facilities require 12 365 838 tenge. Currently, akims of rural districts are studying the existing wells. In 2021, on the land plots where drugs were found: as part of the large-scale special operational and preventive action "Karasora 2020" in the territory determined by law enforcement agencies, a total of 4 drug areas were identified. In particular, in the village of Chagan - 1 land plot, and now on the territory of "Kyzylorda-Kumkol" in the Syrdarya region - 1 site of antiquities has been discovered. Along the Terenozek-Kyzylorda highway of the Tokmaganbetovsky rural district, 1 site (cadastral number 10-153-018-4064), belonging to Madi Kuanysh Bagdatkhanovich, was identified. In the future, appropriate work will be carried out to return the land to state ownership. It is also known that 1 land plot was found in the Maishengel region of the village of Shirkeili.

In 2020, 180 agricultural land plots were not used. To date, as a result of explanatory work, the owners of 5 land plots with a total area of 1660.0 ha voluntarily submitted an application to the district akim for the return of land to the state, to the district akim ((71 of 12.03.2020, No. 85 of 20.03.2020, No. 86, 06 23 of 06.02.2020 and No. 486 of 21.02.2020). Explanatory work with the owners of other land plots continues.

In addition, the owners of 2 land plots with a total area of 52.0 ha returned agricultural land to state ownership in accordance with their applications. (#10 of 28.01.2020 and #173 of 14.08.2020)

On the introduction of agricultural land into the plot; in order to implement the development Program of the Syrdarya district in 2020, it is planned to include in agricultural turnover a total area of 10,900.0 hectares of land from the category of reserve lands of the district. In accordance with the requirements of article 48 of the Land code of the Republic of Kazakhstan, in January of this year, 395.0 hectares of land were put into circulation from the category of agricultural land in the territory based on the results of a competition for farming and commodity farming (bidding) on the basis of self - employment. At the auction, land plots with a total area of 1351.4 hectares were put up for sale, as a result, land plots with a total area of 951.4 hectares were put into agricultural use.
