Currently, 29 young people aged 14-35 years are registered in the District Probation Service. Among them: in Amangeldy Rural District – 5 years, Besaryk Village – 5 years, Terenozek Village – 6 years, Akzharma Village – 1 year, Aydarli Village – 1 year, S. seifullin Village – 1 year, Kogalyk Village – 1 year, Chagan village – 2 years, N. Ilyasov village – 4 years, Zhetikol Village – 1 year. As a result of the analysis of the category of crimes committed by young people on probation, it was found that the perpetrator of a serious crime was 12 years old, the perpetrator of a moderate crime was 17 years old. Systematic preventive work is being carried out to adapt this category of young people to society, prevent the recurrence of offenses, contribute to solving their social problems, provide psychological support and effectively organize their free time. Since the beginning of the year, 5 main events have been organized within the framework of working with young people on probation. In particular, a meeting was held through the employment center in order to direct young people to vacancies, involve them in short-term vocational training courses, as well as conduct explanatory work on state programs for young people. In order to involve young people in public and cultural events, a sports competition in arm wrestling was organized in honor of Nauryz, the winners were awarded with letters of thanks and valuable gifts. In addition, with the participation of the District Prosecutor, an intellectual competition was held on the topic "law and order" in order to improve the legal literacy of young people and explain the requirements of the law. Within the framework of psychological support and motivational work, a training seminar was organized with the participation of special specialists, explanatory work was carried out for young people to determine their life goals, to feel responsible, to find their place in society and to be away from the negative environment. In order to introduce young people to a healthy lifestyle, effectively organize their leisure time and increase their interest in sports, a small football tournament, table tennis and weight lifting sports competitions were organized. In addition, 3-time preventive work was carried out at the place of residence of young people registered for probation. In the course of these works, visits were made to the homes of young people, their social and living conditions were studied, explanatory work was carried out in the legal and preventive areas. During the meetings, young people were explained the importance of prevention of offenses, compliance with probation requirements, a healthy lifestyle, stable employment and active participation in the public environment. Work in the field of employment and entrepreneurship: this year, 590 young people applied to the Career Center in the District. Of these, 140 young people got permanent jobs, 76 young people were sent to "youth practice", 58 young people were sent to "Public Works". In the direction of Health and offenses(early pregnancy, suicide, probation, etc.); in the direction of probation: currently, 25 young people aged 14-35 are registered in the District Probation Service. The main goal of the preventive measures is the formation of a legal culture among students, education of respect for the requirements of the law, ensuring a safe educational environment and firmly establishing the principles of law and order in society. Also, in order to prevent offenses among minors, preventive measures were organized, and 4 raids were carried out, aimed at protecting public order and explanatory work for young people. Activities Conducted and Youth Consultation Services

Between January and March, a total of 121 activities were organized, reaching 4,315 young people.

3,274 participated in information sessions and meetings;
320 took part in sports and cultural events;
721 young people received individual consultations.

Youth Situation Analysis and Work with NEET Youth

The youth population of Syrdarya District totals 11,650 people.

To assess the socio-economic situation of young people, a survey based on a specially designed questionnaire was conducted. The collected data were analyzed, leading to the implementation of several comprehensive measures aimed at reducing youth unemployment, involving young people in seasonal employment, and legalizing the activities of self-employed citizens.

According to the Family Digital Card information system, 37 young people were identified as belonging to the NEET category (Not in Employment, Education, or Training). Individual outreach was conducted with 30 of them.

As a result:

2 young people registered as unemployed with the Career Center;
3 obtained temporary employment;
2 were engaged in household activities;
5 were students;
1 was a young person with a disability;
1 was employed abroad;
1 had relocated to another city;
10 were informally employed;
5 were officially registered in other regions.

Currently, the updated youth records in the Family Digital Card database stand at 65.81%.

The survey and field studies conducted by Youth Resource Center specialists also revealed that a significant proportion of young people are students, self-employed citizens, pregnant women and young mothers on childcare leave, young entrepreneurs, military personnel, women who moved to other regions after marriage, and young people working abroad.

In addition, Youth Resource Center specialists continue door-to-door outreach activities in several streets of Terenozek township, providing information about government programs, youth opportunities, grants, benefits, and social support measures.

To update the Family Digital Card database, household visits are regularly conducted to verify families' socio-economic information. Targeted support measures for NEET youth—including identification, individual counseling, psychological assistance, career guidance, and referrals to employment centers—are being implemented on a systematic basis.

These activities will continue with the aim of improving the quality of services provided to young people. Information about all activities is regularly published on social media platforms.

Employment and Entrepreneurship

Since the beginning of the year, 490 young people have applied to the Career Center.

Among them:

104 secured permanent employment;
20 participated in the Youth Internship Program;
41 were employed through Public Works Programs.

Currently, 25 young people aged 14–35 are registered with the district probation service.

Comprehensive rehabilitation, psychological support, and social adaptation activities are being carried out for these young people.

Compared to the previous year, the number of young people under probation supervision decreased from 29 to 25, representing a 13.8% reduction, indicating the effectiveness of preventive and awareness-raising efforts.

To date, three activities have been organized for this target group, including:

employment consultations through the Career Center, referrals to vacancies and short-term vocational training, and information sessions on state youth programs;
an arm-wrestling competition held in March as part of social and cultural engagement activities, where winners received certificates of appreciation and valuable prizes;
an intellectual competition entitled "Law and Order", organized with the participation of the District Prosecutor.

In the coming period, a seminar-training session involving professional psychologists and experts has been planned to provide psychological support and motivation. Sports competitions in mini-football, table tennis, and kettlebell lifting are also planned to encourage healthy lifestyles and productive leisure activities.

Law and Order

To prevent juvenile delinquency, six preventive рейд (patrol/inspection) activities and awareness campaigns were conducted to promote compliance with public order and legal requirements.

Education

There are 17 secondary schools and 1 college operating in Syrdarya District.

A total of 15 charitable and community service activities were organized with the participation of 83 volunteers.

The implementation of state youth policy at the district level is carried out by the Syrdarya District Youth Resource Center (State Institution).

Funding

In 2025, 31,756.0 thousand tenge was allocated from the local budget to finance state youth policy (in 2024 – 26,830.0 thousand tenge).

Within the framework of the state social order through the District Department of Public Development, 3,500.0 thousand tenge (2024 – 3,400.0 thousand tenge) was allocated for the project “Implementation of State Youth Policy”, and 1,500.0 thousand tenge (2024 – 1,200.0 thousand tenge) for the project “Organization of Sports Competitions among Youth with Disabilities”. Relevant works are being carried out through the public procurement portal.

Current Situation

The overall situation in Syrdarya District remains stable. No young people influenced by destructive religious movements or registered on special records have been identified. Continuous explanatory, preventive, and informational activities are being conducted in this direction. Systematic work is also carried out to prevent juvenile delinquency.

Door-to-door visits were conducted 9 times to update social data. By year-end, Syrdarya District ranked among the top three districts in working with NEET youth.

The “Best Business Idea” competition was held to support unemployed youth.

Legal Awareness

Anti-Corruption Activities

Traditional and Sports Events

The III “Syrdarya Barysy” Kazakh Kuresi Tournament and the “Young Brides” contest were organized.

A total of 12 sports events, 6 informal youth meetings, 8 meetings on girls’ upbringing, 10 art therapy sessions, 10 “Creative Thursday” events, 6 team-building trainings, and 11 environmental actions under the “Clean Kazakhstan” campaign were conducted.

Events included interviews, seminars, master classes, and the “Labor is the Future of the Nation” festival.

Creative Youth Support

The district Zhaidarman League operates continuously. This season featured 9 district teams and 1 team from Zhalagash District. In 2026, participation in the Republican Zhaidarman League is planned.

IV. Youth Council and Working Group Meetings

The Youth Affairs Council under the District Akim’s Office held its second meeting on June 30, 2025, reviewing three issues.

The working group on NEET and marginalized youth met twice (April and June), reviewing two issues.

V. Volunteering

A total of 12 charity and public events were organized with 623 volunteers involved. Activities included veteran support campaigns, charity actions, environmental initiatives, household assistance to vulnerable groups, and food aid to 15 low-income families.
