Non-Governmental Organizations
As of today, according to the Department of Justice of the Kyzylorda region, 42 non-governmental organizations are registered in the Syrdarya district. Among them are 17 public associations, 16 public foundations, and 9 branches.
Currently, registration in the database and relevant analytical work are being carried out in accordance with applicable legislation.
During the review process, measures were taken to terminate the activities of the public foundation “Syrdarya Aula Clubs.” The foundation has fully ceased its operations. Work in this direction is ongoing.

Within the framework of the state social order in the district, 40,980.0 thousand tenge was allocated from the local budget in 2025 for the implementation of 12 social projects by non-governmental organizations.
Specifically, through the Department of Public Development, 16,330.0 thousand tenge was allocated for 8 projects; through the District Department of Physical Culture, Sports and Tourism, 16.2 million tenge was allocated for 1 project; and through the District Department of Employment and Social Programs, 8,450.0 thousand tenge was allocated for 3 projects.
At present, for each project, in accordance with the technical specifications, services within the framework of the state social order have been published on the public procurement portal. The winning non-governmental organizations have concluded contracts with the relevant departments and are organizing their activities in accordance with the approved technical specifications.

Under the social project “Formation of Public Intolerance toward Manifestations of Corruption in Public Consciousness”, for 2025 the “Syrdarya–Nurdarya” Public Foundation was recognized as the winner with funding in the amount of 2,880.0 thousand tenge. Currently, activities are being implemented in accordance with the technical specifications.

All activities have been fully completed in accordance with the technical specifications.

Under the social project “Organization of Activities Aimed at Preserving Family and Marriage Values, Promoting Gender Equality, and Strengthening Family Relations”, for 2025 the Public Association “Women of Syrdarya District” was recognized as the winner with funding in the amount of 1,440.0 thousand tenge. All planned activities were completed in full.
Specifically, the following were conducted: 3 meetings, 1 campaign, 1 charitable event, 1 competition, 1 forum, and 1 round table.

Under the social project “Formation of Public Unity and Stability, Development of Interethnic Relations”, for 2025 the Public Association “Women of Syrdarya District” was recognized as the winner with funding in the amount of 1,530.0 thousand tenge.
Within the project, the following events were held: 1 charitable event, 1 round table, 1 seminar-training, 1 meeting, 1 competition, 2 contests, 1 essay contest, and 1 forum.

The project “Organization of Activities for the Prevention of Religious Extremism and Terrorism in the Territory of Syrdarya District” was published on the public procurement portal on January 31, 2025. As a result, the Public Association “Youth Organization ‘Miras’ of Syrdarya District” was determined as the winner.
The planned funding amounted to 2,800,000 tenge, while the contract amount was 2,520,000 tenge. As of today, the funds have been fully utilized.
In accordance with the technical specifications, on April 22–23 of the current year, traditional Kazakh national games were widely organized among district residents: “Asyk Atu” (for men) and “Bes Asyk” (for women). Participants were awarded diplomas, cups, and cash prizes.
On May 21–22, with the participation of a member of the Republican Information and Outreach Group (RIRG), journalist and ethnographer Saken Minuaruly Aldashbayev, 7 meetings were held with various population groups of the district on the topic “Foundations of National Values.”
The meetings were conducted with residents of the S. Seifullin and A. Tokmagambetov rural districts, personnel of the district police department, employees of the sports, culture, and healthcare sectors, as well as individuals registered with the probation service.
In June 2025, two video clips were produced on the topics “The Importance of Traditions in Child Upbringing” and “Historical Values.” These materials passed expert review in the “CONTR” information system of the Committee on Religious Affairs of the Ministry of Culture and Information of the Republic of Kazakhstan and were disseminated on social media platforms.
On August 8 of the current year, a district-level sports competition titled “A Healthy Nation – a Strong State!” was held among visitors of officially registered religious associations. The competition included four popular sports disciplines: kettlebell lifting, tug-of-war, Kazakh wrestling, and arm wrestling.
On October 6–7, with the participation of a member of the RIRG, religious scholar Bakhtiyar Yesengeldievich Ospanov from the Center for the Study of Religious Issues, 7 meetings were held on the prevention of religious extremism and terrorism.
These meetings involved individuals on probation records, personnel of the district police department, sports coaches, healthcare workers, and residents of the Shagan, Shirkeyli, and Kogalykol rural districts.
On November 27 of the current year, in order to promote traditional Kazakh national clothing (such as shapan, ishik, borik, kimeshek, saukele, etc.), a district-wide national costume competition titled “National Clothing – the Treasure of the People” was organized. The project “Conducting Religious and Educational Activities among Regional Residents with the Participation of Religious Clergy” was published on the public procurement portal on January 30, 2025. As a result, the “Asyl-Mura Orda” Public Foundation was identified as the winner.
The planned funding amounted to 16,272,000 tenge, while the contract value totaled 14,644,800 tenge.
To conduct religious and educational activities among visitors of religious facilities and to explain the state policy in the religious sphere, 15 religious clerics are carrying out events on various topics across the settlements of Syrdarya District. Topics include Kazakhstani patriotism, family values, condemnation of corruption, and state policy in the field of religion, among others.
Contracts have been concluded with each religious cleric, with a monthly remuneration of 85,000 tenge. From March to December, a total of 288 events were conducted, involving more than 3,000 participants.
In April of the current year, one theologian, a member of the RIRG, was invited, and 7 meetings were held. The meetings were conducted with the participation of theologian, Islamic scholar, and research fellow of Nur-Mubarak University, Rizabek Battaluly. Meetings were held with settlement residents, employees of the district emergency situations department, district religious leaders and mosque congregations, as well as residents of the Shirkeyli, Shagan, and Nagi Ilyasov villages.

The number of NGOs in the district increases every year. To date, 25 NGOs have been registered.
From the local budget, 23035.0 tenge was allocated for the implementation of 10 socially significant projects;

For the opening of the year of volunteers The non-profit private Foundation "Algir OI" provided 40 forms with symbolic inscriptions "BIZ birgemiz". June 1-international children's day with the support of the district Department of internal policy, organized by the public Association "women of the Syrdarya region", became a festive event for children of ethnic groups in the region. At the festive event, U. Zhanalieva congratulated all the children, presented gifts to 19 children and wished them a happy childhood. The children showed their skills, and the parents expressed their sincere wishes.
