About the work done by KSU "Kyzylorda City Department of Housing Inspection" for the of 2023

GENERAL INFORMATION:

The department is a state body of the Republic of Kazakhstan that manages the housing stock.

ON BUDGET:

Total budget for 2023 47 million 743 thousand tenge, According to the results of 12 months, 47 million. 702 thousand tenge was disbursed (99.99%).

NUMBER OF STAFF:

In total, 12 employees work in the Department. Including,

4 civil servants (1 - Head, 1 – Head of the Sector , 1 – Chief Specialist, 1-leading specialist), the remaining 8 employees on an employment contract basis.

Provision of public services:

5 public services are provided through the municipal state institution "Housing Inspection Department of the city of Kyzylorda":

- In just 12 months of 2023:

1. According to the state service, registration and queue of citizens in need of housing from the state housing fund or housing rented by a local executive body in a private housing fund, as well as decision-making on the provision of housing by local executive bodies -5009;
2. For the state service "issuance of housing certificates"-0;
3. Privatization of housing from the state housing fund for public services-40;
4. Upon approval of project documentation for construction, expansion, reconstruction, modernization, conservation and liquidation of hazardous production facilities-4;
5. On registration and de-registration of dangerous technical devices-9.

For the types of services provided, as well as in the process of working with complaints, in 2023 there were no violations of the terms of Service and the law, as well as the facts of corruption.

Apartment in order of priority:

Currently, 26898 families are waiting in line in the akimat of the city according to 6 individual lists of those in need of housing. Including:

The department studied the process of registration and consideration of applications from individual legal entities. For 12 months of 2023, 1026 applications and letters were received from individuals and legal entities. 1026 applications and letters received were answered in writing in accordance with the requirements of the current legislation.

On Monday of each week, the Department organized a reception of the population on personal issues, and at the end of 12 months, 880 citizens were received.

ACCORDING TO THE WORK DONE:

Provision of public services in 2023 "registration and placing on the waiting list of citizens in need of housing provided from the State Housing Fund or housing rented by a local executive body from a private housing fund, as well as making decisions by local executive bodies on the provision of housing" Kezekte.kz "it is being implemented in the Information Service" Shanyraq " on the Information Systems platform. The queuing service is currently fully automated and "Kezekte.kz" posted on the website. Citizens at any time have the opportunity to see the priority of obtaining housing, the list of other citizens who are on the waiting list. In addition, the priority list was posted on the website of the mayor's Office of the city and published in the newspaper "El tilegi" on March 29, 2023.

"Registration and placing on the waiting list of citizens in need of housing from the state housing fund or housing rented by a local executive body from a private housing fund, as well as making a decision on the provision of housing by local executive bodies during October-December" Kezekte.kz "through the Information Service" Shanyraq " on the Information Systems platform, 1360 applications were received, 871 applications were accepted, and 489 applications were refused.

According to the results of 12 months of 2023, a total of 5,009 citizens were provided with public services for placing them on the waiting list, of which 3,352 citizens were registered on the waiting list for housing, and 1,657 applications were received with a reasoned refusal.

In accordance with the rules "registration of citizens of the Republic of Kazakhstan in need of housing from the State Housing Fund or housing rented by a local executive body from a private housing fund", approved by the resolution of the Government of the Republic of Kazakhstan dated June 26, 2012 No. 856, an annual inventory of the priority list of citizens of the Republic.

In the period from 01.08.2023 to 30.12.2023, during the inventory, 2387 citizens were removed from the queue, including: 1890 citizens due to housing ownership, 357 citizens moved to another address or died, 140 citizens were removed from the queue due to the abolition of benefits. Work in this direction continues, appropriate measures are carried out with the results of the inventory.

In accordance with the terms of the lease agreement for rental housing without the right to purchase from the state housing fund, in order to conduct an inventory of monthly rental payments paid by citizens, in order to collect payments from citizens who did not pay in a timely manner, they visited the Houses of citizens who received apartments and distributed warning messages. In total, 2422 apartments are planned to receive rent payments in the amount of 168.1 million tenge per year.

As a result:

For 12 months of 2023, 175,837.0 million tenge was received on account 201509, the plan was fulfilled by 104.5%.

Through the Joint Stock Company" Information and Computing Center " for the lease of objects of the state housing fund www.E-Qazyna.kz on the web portal for 11 months of 2023, 980 contracts were registered in the property register. In March and September 2023, the PSC organized an action "heads in contact", provided legal advice to the population, and explanatory work was carried out.

In addition to rental housing, work continued to provide preferential loans to citizens on the waiting list in the direction of Bakytty otbasy through Otbasy Bank JSC within the framework of the Nurly zher state housing construction program. In the period from 2022 to 2023, 23 apartment buildings, a total of 1140 mortgage apartments, will be provided to solvent citizens who are on the waiting list for housing. Applications for participation in the competition were accepted through Otbasy Bank JSC.

In 2023-10 houses from the residential area of SPMK-70-500 applications for mortgage apartments were accepted.

In the period from October to December 2023, work continued on granting preferential loans to citizens on the waiting list in the direction of Bakytty otbasy through Otbasy Bank JSC within the framework of the Nurly zher state housing construction program. Applications for participation in the competition from SPMK-70 residential area were accepted through Otbasy Bank JSC, the department issued a purchase and sale agreement for 295 citizens, and the budget received 2 billion 578 million tenge.

In accordance with Chapter 3, Paragraph 12 of the order of the Minister of national economy of the Republic of Kazakhstan dated March 20, 2015 No. 241" on approval of the model regulation on housing inspection", " the main function of the housing inspection is state control over subjects of control at objects of social infrastructure in the field of gas and gas supply within the borders of settlements, as well as state supervision over compliance with the requirements for the safe use of hazardous technical devices in relation to subjects of supervision at objects of social infrastructure in the field of industrial safety within the borders of settlements.

In this regard, on May 31, 2023 "construction of a gas pipeline branch from the main gas pipeline"Beineu-Shymkent" with the installation of AGTS in the city and the installation of the inlet gas pipeline of the city of Kyzylorda and the inlet gas pipeline to the new combined cycle plant", on June 1, 2023 "construction of a supply gas pipeline to provide reserve gas to the glass plant of LLP"Orda Glass LTD" Kyzylorda region, Kyzylorda, Industrial Zone, N/K", on June 7, 2023 "BONO ENERGIA reconstruction of three steam boilers", on September 25, 2023, grand structure engineering LLP for the construction of gas supply to the settlements of baimurat batyr and taldyaral in Akzharma rural district, Kyzylorda, was given consent to the project documentation for the construction, expansion, reconstruction, modernization, conservation and destruction of hazardous production facilities.

For registration and deregistration of hazardous production facilities and hazardous technical devices on the territory of the city, in April 2023, Alexey Sultan Akhmet LLP had 4 elevators located at Tole bi Street 29B, elevator No. 20231502, located in the building of Halyk Bank, located on K. Baiseitova Street, on June 13, 2023, elevator located in the residential complex "Amina", located on September 11, 2023 at Yanshina Street No. 2A, in 2023, 6 boilers.  Work was carried out to register elevators located in the buildings "wedding Palace" at the address: beibarys Street, № 2, and "Anaga tagzym" at the address: N. Nazarbayev Avenue, № 24.

On September 11, 2023, work was carried out to record the elevator located in the residential complex "Amina" at the address: Yanshina Street No. 2A.

On September 25, 2023, consent was given to grand Structure Engineering LLP for the construction of gas supply to the settlements of Baimurat batyr and Taldyaral in Akzharma rural district for project documentation for the construction, expansion, reconstruction, modernization, conservation and destruction of hazardous production facilities.

On October 6, 2023, work was carried out on accounting for the elevator located in the Center "Anaga tagzym", in the building "wedding palace", and on December 20, 2023 in the trading house "ADS plaza" at Korkyt Ata 11.
