How sports and categories are assigned

Currently, "athlete of the 2nd category, athlete of the 3rd category, athlete of the 1st youth category, athlete of the 2nd youth category, athlete of the 3rd youth category sports categories and a coach of the highest qualification level of the second category, a coach of the middle qualification level of the second category, a methodologist of the highest qualification level of the second category, a methodologist of the middle qualification level of the second category"assignment of qualification categories the instructor is an athlete of the highest qualification level of the second category, a sports judge." Currently, the Department of Culture and Sports of the city of Kyzylorda received 36 applications from the PSC in 2023.

1. Type of state service "Assignment of sports categories: athlete of the 2nd category, athlete of the 3rd category, athlete of the 1st junior category, athlete of the 2nd junior category, athlete of the 3rd junior category and qualification categories: coach of the highest qualification level of the second category, coach of the middle qualification level of the second category, methodologist of the highest qualification level of the second category, methodologist of the middle qualification level of the second category categories, instructor-athlete of the highest qualification level of the second category, sports referee"can be obtained free of charge for 14 (four-thirty) calendar days.
2. The standard of the state service was developed by the Ministry of Culture and Sports of the Republic of Kazakhstan (hereinafter – the Ministry).
3. The state service is provided by the relevant structural units performing functions in the field of physical culture and sports of the local executive body of the district, the city of regional significance, the district in the city of republican significance, the capital (hereinafter – the service provider).

The acceptance of the application and the issuance of the result of the provision of public services are carried out through the Non-profit Joint Stock Company "State Corporation "Government for Citizens".

2. The procedure for the provision of public services
3. Term of public service provision:

1) from the date of delivery of the package of documents to the State Corporation - 10 (ten) calendar days.

When applying to a State Corporation, the day of receipt of documents is not included in the deadline for the provision of public services.

The service provider submits the result of the provision of public services to the State Corporation the day before the end of the term of the provision of public services;

2) the maximum allowable waiting time for the delivery of a package of documents is 15 (fifteen) minutes;

3) the maximum allowable service time is 15 (fifteen) minutes.

5. Form of public service provision: paper.
6. The result of the state service is a certificate of assignment of a sports category, a certificate of assignment of a qualification category, according to the forms approved by the order of the Chairman of the Agency of the Republic of Kazakhstan for Sports and Physical Culture dated July 29, 2014 "On approval of the Rules for awarding sports titles, categories and qualification categories", registered in the Register of State Registration of Regulatory legal Acts under No. 9675, or a copy of the order on assignment of a sports category, qualification category, or a reasoned response on refusal to provide a public service in the cases and on the grounds provided for in paragraph 9-1 of this standard of public service.

The form of providing the result of the provision of public services: paper.

7. The state service is provided to individuals (hereinafter referred to as the service recipient) free of charge.
8. Work schedule:

1) service provider – from Monday to Friday, from 9.00 to 18.30 hours with a lunch break from 13.00 to 14.30 hours, except weekends and holidays, in accordance with the labor legislation of the Republic of Kazakhstan";

2) State Corporation – from Monday to Saturday inclusive, in accordance with the established work schedule from 9.00 to 20.00 hours without lunch break, except Sundays and holidays, in accordance with the labor legislation of the Republic of Kazakhstan.

The state service is provided at the choice of the service recipient, in the order of an "electronic" queue without accelerated service, it is possible to book an electronic queue through the portal.

9. The list of documents required for the provision of public services when the service recipient (or authorized representative) applies to the State Corporation:

1) to receive a state service for the assignment of sports categories: "Athlete of the 2nd category", "Athlete of the 3rd category", "Athlete

1 youth category", "Athlete 2 youth category", "Athlete

3 junior category":

a document certifying the identity of the service recipient and (or) a notarized power of attorney of an individual – when a representative of the service recipient applies (for identification);

a petition certified by the signature and seal of the primary sports organization;

copies of protocols of regional and (or) city competitions, certified by the seal of an accredited local sports federation by sport, in the absence of an accredited local sports federation by sport, competitions, certified by the seal of the regional executive body for physical culture and sports or district competitions, certified by the seal of district, city executive bodies for physical culture and sports;

2) to obtain a state service for the assignment (and/or confirmation) of qualification categories: "coach of the highest qualification level of the second category", "coach of the average qualification level of the second category":

a document certifying the identity of the service recipient and (or) a notarized power of attorney of an individual – when a representative of the service recipient (for identification);

Аpplication in the form according to Appendix 1 to this standard of public service;

a copy of the diploma of professional education;

a copy of the employment record book or employment contract with the employer's note on the date and basis of its termination, or an extract from the employer's acts confirming the emergence and termination of employment relations based on the conclusion and termination of an employment contract, or an archival certificate containing information about the employee's employment;

certificate on the preparation of athletes by a coach-teacher in the form according to Appendix 2 to this standard of public service;

Сopies of the competition protocols certified by the seal of an accredited local sports federation by sport, in the absence of an accredited local sports federation by sport, certified by the seal of the regional executive body for physical culture and sports;

3) to receive a state service for the assignment (and/or confirmation) of qualification categories: "methodologist of the highest qualification level of the second category", "methodologist of the average qualification level of the second category":

А document certifying the identity of the service recipient and (or) a notarized power of attorney of an individual – when a representative of the service recipient applies (for identification);

Аpplication in the form according to Appendix 1 to this standard of public service;

А copy of the diploma of professional education;

a copy of the employment record book or employment contract with the employer's note on the date and basis of its termination, or an extract from the employer's acts confirming the emergence and termination of employment relations based on the conclusion and termination of an employment contract, or an archival certificate containing information about the employee's employment;

4) to receive a state service for the assignment (and/or confirmation) of the qualification category "instructor-athlete of the highest qualification level of the second category":

А document certifying the identity of the service recipient and (or) a notarized power of attorney of an individual – when a representative of the service recipient applies (for identification);

Аpplication in the form according to Appendix 1 to this standard of public service;

А copy of the diploma of education;

А copy of the employment record book or employment contract with the employer's note on the date and basis of its termination, or an extract from the employer's acts confirming the emergence and termination of employment relations based on the conclusion and termination of an employment contract, or an archival certificate containing information about the employee's employment;

А petition certified by the seal of an accredited local sports federation by sport for the assignment of a category, in the absence of an accredited local sports federation by sport, certified by the seal of the organization in which the instructor-athlete is registered;

5) to obtain a state service for the assignment of the qualification category "sports judge":

А document certifying the identity of the service recipient and (or) a notarized power of attorney of an individual – when a representative of the service recipient applies (for identification);

application in the form according to Appendix 1 to this standard of public service;

certificate of refereeing or copies of the competition protocols certifying the refereeing of the service recipient.

The information of the identity document of the service recipient, the service provider and the employee of the State Corporation receives from the relevant state information systems through the gateway of the "electronic government".

When accepting documents, an employee of a State corporation issues a receipt for the acceptance of the relevant documents.

In a State corporation, the issuance of ready-made documents is carried out on the basis of a receipt, upon presentation of an identity document (or its representative by a notarized power of attorney).
