On the work carried out in the field of land relations in 2025

During the reporting period, 33 meetings of the Land Commission on land plots were held, 3,800 documents were reviewed. Of these, positive protocol decisions were adopted for 1,758 applications, while 2,042 applications were refused in accordance with the requirements of the Land Code of the Republic of Kazakhstan and the Law of the Republic of Kazakhstan “On Architecture and Urban Planning”.

ON THE REDEMPTION OF LAND PLOTS FOR STATE NEEDS

The number of land plots subject to redemption for state needs for the construction of an underground road underpass along Zhankozha Batyr Street is 22 (resolutions of the city akimat dated 23.09.2023 No. 3424; dated 30.01.2024 No. 91). To date, 525,327,193 tenge at market value has been paid to 20 property owners, and the land plots have been vacated.

The replanning of 1 land plot was carried out and an identification document was obtained (Syrlybayev K.); negotiations are ongoing with 2 owners and documentation is being revised (Syrgabaeva S., Shangireeva D.).

2. The Department of Passenger Transport and Highways of Kyzylorda Region has developed a project for the design of Independence Avenue as a four-lane roadway. By Resolution No. 345 dated September 26, 2024, the city akimat decided on the redemption of land plots for state needs, as a result of which 17 land plots were redeemed. Of these, 114,636.0 thousand tenge was paid to 5 individuals owning real estate on the land plots, based on calculated market value. Negotiations are ongoing for 13 land plots.

In addition, based on Resolution of the city akimat No. 1375 dated February 24, 2025, procedures are being carried out for the expropriation of 3 land plots with a total area of 2,005.0 square meters for state needs.

3. Resolution of the city akimat No. 1331 dated February 10, 2025 was adopted on the expropriation of land plots with a total area of 2,400.0 (two thousand four hundred) square meters, located in Tasboget settlement, Sabalak village of Kyzylorda city, for the construction of a drinking water reservoir.

4. Resolution of the city akimat dated February 24, 2025 No. 1376 was adopted on the redemption of a land plot with an area of 5,000.0 sq. m for the construction and maintenance of a building located at: Kyzylorda city, Sol-Karly microdistrict, 120 (cadastral number 10-156-086-200), for the construction of a stadium, parking facilities, and landscaping works.

5. Resolution of the city akimat dated February 24, 2025 No. 1376 was adopted on the acquisition of 2 land plots with a total area of 2,550.0 sq. m for the construction and maintenance of a building located at: Kyzylorda city, Sol-Karly microdistrict, 120 (cadastral number 10-156-086-200), for the construction of a stadium, parking facilities, and landscaping works.

Resolution No. 1536 dated March 17 was adopted.

6. Resolution of the city akimat dated April 8, 2025 No. 1724 was adopted on the redemption of land plots with a total area of 314.0 ha, located within the territory of Kyzylorda city, from 8 owners for state needs, for the construction of a new terminal of Korkyt Ata Airport.

7. Resolution of the city akimat dated April 18, 2025 No. 1800 was adopted on the redemption of land plots with a total area of 50.0 ha, located within the territory of Kyzylorda city, for state needs, for the expansion of the “Ondiris” industrial zone of Kyzylorda city.

8. For the purpose of expanding the construction of a polyclinic in Tasboget village, the city akimat adopted Resolution No. 1886 dated May 5, 2025 on the allocation of a land plot with an area of 2,603.0 sq. m for state needs, within a total area of 4,789.0 sq. m.

9. The city akimat adopted Resolution No. 1974 dated May 19, 2025 on the allocation of a land plot with an area of 1,000.0 sq. m at the address: Kyzylorda city, Musiraali Azhikozha Street, for state needs.

Currently, the Department is carrying out work on providing land plots to the state in exchange for expropriated ones, as well as on changing the layout of the required areas.

Compliance with the quality and deadlines for the execution of executive documents (document flow, public services, processing of applications, protocol instructions)

Based on the results of the II quarter of 2025, 1,434 appeals from individuals and legal entities were registered, submitted directly to the Department by the city akimat and in accordance with the Administrative Procedural Code of the Republic of Kazakhstan, and relevant work was carried out.

In the II quarter of 2025, land relations public services were provided to 1,116 individuals and legal entities (883 individuals and legal entities via the e-government web portal, 233 individuals via the service provider’s office).

Based on the results of the II quarter of 2025, agricultural public services were provided to 432 individuals and legal entities (365 individuals and legal entities via the e-government web portal, 67 individuals via the service provider’s office).

Based on the results of the II quarter of 2025, 356 public services in the field of technical inspection were provided to individuals and legal entities.

A total of 238 license plates and technical passports were issued for the registration and deregistration of agricultural and road construction machinery.

Seventeen applications were received for the annual technical inspection of agricultural and road construction machinery; 134 units of agricultural and road construction machinery underwent technical inspection.

Thirty-four certificates were issued for the service of issuing licenses for the right to operate tractors and road construction machinery.

Sixty-seven pledge agreements were registered under the service for registration of pledge agreements for agricultural and road construction machinery.

Under the “Diploma to the Village” program for 2025, 43.2 million tenge was allocated for lump-sum payments to 110 specialists (393,200 tenge per specialist); to date, 29.4 million tenge has been allocated for lump-sum payments to 75 specialists. For budget lending, 196.6 million tenge was allocated to 25 specialists (7,864 thousand tenge per specialist). The allocated funds will be utilized in accordance with the financial plan.
