On the Work Carried Out in the Field of Culture for the Third Quarter of 2025

On Onomastics

In the course of improving work in the field of onomastics, efforts are being made to assign names to administrative-territorial units and component parts of settlements in accordance with Resolution No. 138 of the Government of the Republic of Kazakhstan dated February 24, 2014. The Department coordinates the activities of the city onomastic working group, established under the akimat of the city of Kyzylorda.

To date, there are 1,279 streets in the city territory clarified by the decisions of the commission. Among them: in the city itself, 830 streets (460 streets named after persons, 263 streets named after historical‑geographical names, 107 conventional names), and 449 streets in the rural districts of the city.

In order to facilitate the submission to the next meeting of the Republican Onomastic Commission under the Government of the Republic of Kazakhstan, the regional Department of Public Development has, in the period from 2022 to 2024, considered and approved 4 proposals in accordance with the relevant legislation, on the naming and renaming of constituent parts of administrative‑territorial units of the city of Kyzylorda.

In order to transition the street named after Sultanbek Kozhanov (Nogin Street renamed in honor of Sultanbek Kozhanov in accordance with decision of the city akim dated 12.07.1994 No. 134) into a worthy street, 7 proposals included in the list of historical persons have been prepared and documents sent to the regional Department of Public Development. The Republican Onomastic Commission supported and issued a positive conclusion approving the names of 48 veterans.

Of these, the names of 17 veterans were approved in rural districts. (Number of veterans who received support for the city of Kyzylorda – 31; Kyzylzharmin rural district – 9; Talsuat rural district – 4; Aksuat rural district – 3; Akzharmin rural district – 1.) In addition, in accordance with the recommendation approved by the Republican Onomastic Commission regarding the writing and placement of street signs on the city’s streets, with the purpose of replacement and updating with new street name plates (with QR-code attached in accordance with the requirements), joint work was sent to the Department of City Public Utilities, Passenger Transport and Highways.

All ideologically outdated names in the settlements and rural areas of the city of Kyzylorda have been given names of “historical persons” and “Zher su” (Land & Water).

On Names on Signs and Regulation of Advertising Notices

In 2011, amendments were introduced to the Law of the Republic of Kazakhstan “On Advertising.” According to clause 2 of Article 17 of that Law, the exercise of powers provided for in that article was vested, by Akim’s resolution No. 2983 dated January 23, 2012, in the city Department of Architecture and Urban Planning. The state institution “City Department of Culture and Sports,” appointed as one of the authorized bodies for issuing permissive documents for installing advertising objects, gives approval for the advertisement text in accordance with the requirements of the Law “On the State Language” of the Republic of Kazakhstan.

In accordance with clause 21 of the Law of the Republic of Kazakhstan “On Languages in the Republic of Kazakhstan,” in 2024 letters and explanatory work were distributed in the city center to 41 objects. Also, consent was given for 45 advertising objects.

On Historical and Cultural Monuments

Currently, there are 85 monuments of history and culture in the city, including 4 monuments of republican significance, 34 monuments of local significance; the number presented on the preliminary register list is 47.

Of them: 19 historical buildings, 37 monuments, and 29 busts.

To preserve and utilize monuments of city significance, a number of activities are carried out: protective plaques have been installed on all monuments, and passports have been developed.

Today, in order to balance the monuments of history and culture located in the city of Kyzylorda, under the order of the city finance department dated June 2, 2017, they are transferred to the balance of the corresponding organizations under the Law of the Republic of Kazakhstan “On State Property.” The court decision on whose basis the service recipient is deprived of the special right associated with receiving a state service.

On Cultural Mass (Events)

In the city Department of Culture and Language Development and its subordinate institutions during the third quarter of 2025, 854 cultural mass events were held, with an audience reach of 133,240 viewers. Of them: in rural areas — 281 events, viewers — 16,189.

Information on the Regional Arts Competition “Jeti Tarikhy, Rukhani Ordasy – Kyzylordam,” dedicated to the 100th anniversary of the founding of Kyzylorda city as the capital of the Kazakh ASSR

In honor of the 100th anniversary of the city of Kyzylorda as the capital of the Kazakh ASSR, with the support of the city akimat, the Department of Culture and Language Development organized a regional arts competition “Bayraq Togylypty” with a concert program from the Zhanakorgan district “Arayly Akmeshyt – Karatau Konyr saz.” Participating were the chairman of the regional Amanat party branch A. Yesmakhanov, deputy akim of Zhanakorgan district B. Nuridinov, head of the city Department of Culture and Language Development J. Tajmakhanov, who briefly touched upon the meaning and content of the competition and wished success to the amateur groups from Karatau. Until July 3, professionals will prepare in the Kyzylorda art competition under the leadership of the Honored Cultural-Educational Worker of the USSR, veteran of the cultural sphere, well-known television journalist Tlegen Bekarystanov.

Information on the festive concert “Ұлы даланың дүбірі – Dombyra Кумбірі”, dedicated to the Day of the National Dombyra

From June 23 to July 3, the regional arts competition “Znak istorii, Orda dukh – Kyzylordam” was completed, which “sang and sang the sky of Kyzylorda.” The head of the regional Department of Culture, Archives and Documentation Zhanmurat Seitov, head of the regional Department of Public Development Ruslan Kayupov and deputy akim of the city Bakytzhan Omarov wished all participants well. In the competition dedicated to the 100th anniversary of the founding of the city of Kyzylorda and the “Year of Working Professions,” cultural centers from 6 districts and the Kyzylzharmin rural House of Culture of the city of Kyzylorda took part. The competition results, organized to strengthen partnership ties among the region’s cultural institutions and to support talents not recognized nationally, are as follows: first place — Karmakshin and Syrdarya districts; second place — Zhalagash and Shieli districts; third place — Kyzylzharmin rural House of Culture, Zhanakorgan and Kazaly districts. The prize-winners and winners were awarded special diplomas and monetary prizes. Individual artists were also awarded special nominations.

Data on the Akim’s Cup of the village in regional Jaidarmans games “Kyzylorda – Jastar Mekenі,” dedicated to the 100th anniversary of the city of Kyzylorda as the first capital of the Kazakh ASSR

The state institution “Karaozek Rural Club” organized the Akim’s Cup of the village in the regional Jaidarman games “Kyzylorda – Jastar Mekenі,” dedicated to the 100th anniversary of the city of Kyzylorda. Five teams participated in the competition. The evening, gifting the audience joy with humor, was hosted by the vice-champion of Jaidarman games, “Best Player” Alibi Basarov. The 3rd place in the competition was taken by the “Polytech” team (city of Kyzylorda), 2nd place — the “Orda” team (city of Kyzylorda), 1st place — the “Mardan Ulyndar” team (Zhalagash district). The winners were awarded a cup and monetary prizes. Number of participants: 90.

Data of the regional dance competition “Syrlı Biim – Elge Darym”, dedicated to the 100th anniversary of the founding of the city of Kyzylorda as the first capital of the Kazakh ASSR

On May 15 of the current year, with the support of the city Department of Culture and Language Development, the state institution “House of Culture Abay” of the Koshynirau rural district and the state institution “Karauyltobin Rural Club” of the Karaulyltobin rural district organized the regional dance competition “Syrlı Biim – Elge Darym,” dedicated to the 100th anniversary of the city of Kyzylorda as the first capital of the Kazakh ASSR. Eight dance groups participated in the competition, performing in two stages. The dance group “Bum” of the Creativity Center Ayhanım of the city of Kyzylorda won the Grand Prix; the folk dance ensemble “Balausa” of the Syrdarya district took 1st place; the dance group “Aizhuldız” of Koshynirau rural district took 2nd place; 3rd place was shared by the dance groups “Ak Kerbez” of Talsuat rural district and of the settlement Tasboget, with the “Shattyk” and “Aksoat” rural House of Culture groups. The “Tulpan” dance group of Zhalagash district, the rural club “Shattyk,” and the “Merey” dance group of Akzharmin rural district were awarded letters of gratitude. All dance groups received monetary prizes. Number of participants: 158.

Information on the IV Nationwide Book Festival “KitapTime‑2025,” dedicated to the 100th anniversary of the city of Kyzylorda as capital in the framework of the “City Day” celebration

Within the celebration of “City Day,” on the central square, the “Arba of Arts” hosted the IV Nationwide Book Festival “KitapTime‑2025,” dedicated to the 100th anniversary of the city of Kyzylorda. At the cultural event, the chairman of the city maslikhat, Ibadulla Kuttykozhaev, spoke about the history of the city in honor of its centenary, explained the importance of books, and noted that the book remains humanity’s main companion. The city centralized library system presented a book exhibition “Mother Alasha — City of Happiness Kyzylorda.” The exhibition displayed the earliest books by poets and writers published in 1925–1928, stored in the “Akmeshit” museum. Also, exhibits from city universities and colleges were shown. Works of classical world and Kazakh literature, fairy tales, and encyclopedic works for children were presented. In addition, publishing houses “Kasym,” “Sana,” “Oglavlenie” from other regions, local stores “Atamura,” “Bilik Al” presented and sold their books. Among youth, an intellectual competition “QAZAQSHA QUIZ” was held, with monetary prizes awarded to winners. At the festive event, readers earnestly dedicated to the city’s literature and culture were awarded letters of appreciation from the city akim. Also, nominations “Best Library,” “Best Librarian,” “Best Reading Family” were awarded. The book fair was visited by about 1,000 readers. It is especially worth noting that youth showed activity at the event and enlivened the beauty of the fair.

As part of the celebration of the 100th anniversary of the city of Kyzylorda, dedicated to City Day, “Zhuldyz Quragy – Syr Sheberler” cultural-mass events

On September 25, 2025, at 11:00 a.m. on the “Öner” Arbat in the center square, as part of the celebration of the 100th anniversary of Kyzylorda city, a cultural-mass event “Zhuldyz Qurasy – Syr Masters” dedicated to City Day was held. The “Zhuldyz Quragy of Masters of Syr,” organized within the anniversary, is an important platform dedicated to the rich heritage of our people, national art, and the talent of crafts masters. The Syr region is a place with deep history and rich culture, which contributed to the formation of our country. Therefore, today’s event has special meaning, said Deputy Akim of the city Darhan Tursynbayev, expressing sincere gratitude to the masters of crafts who presented their work at the celebration. In addition, he presented a special letter of appreciation and honored the memory of the well-known craftswoman Urzhamal Zhaibergenova, who led an association of over 100 masters. Then the director of the regional Chamber of Entrepreneurs Pirmukhammed Sydyk congratulated the masters for their initiative, who legalized their craft and contributed to the modernization of our national code. In turn, Urzhamal Abdiyeavna thanked city leadership for support, noting that the name “Zhuldyz Quragy” is a symbol of welfare, unity, mastery, and inspiration within the country. At the end of the cultural event, which turned into a concert program of artists from the city and rural districts, the head of the city Department of Culture and Language Development, Aydyn Kairullayev, presented letters of appreciation to all participating masters. Number of participants: 1,000.

Data on the folk humorous troupe “Mereke-duman” and city artists’ concert program on the eve of Oil Workers’ Day

On September 5, 2025, the folk humorous collective “Mereke-duman” and the vocal-instrumental ensemble “Mereke,” created at the City House of Culture named after A. Tokmagambetov, visited the “Kumkol” complex on the eve of Oil Workers’ Day. At the joyful evening, the fiery, stirring songs of the vocal-instrumental ensemble “Mereke,” with more than 30 years of history, were performed along with the audience, and the tales of the folk humorous troupe “Mereke-duman” raised the mood and brought laughter to the oil workers and guests. Number of participants: 300.

Information on the ceremony of handing over 7 multi-storey residential complexes of 280 apartments on the left bank

On September 17, 2025, with the participation of the regional akim Nurlibek Nalibayev, a ceremony was held to hand over ownership of 7 residential buildings comprising 280 apartments to citizens from socially vulnerable groups, located on the left bank. Responsible industry leaders, representatives of the intelligentsia, and city residents participated in the ceremonious event. The head of the region congratulated the newcomers. “This year marks 100 years since the return of the historical name of our country, ‘Kazakh,’ and the capital of the Kazakh people, Kyzylorda. We celebrate this anniversary on a grand scale. Supported by the Head of State, in this jubilee year modern and beautiful buildings will be constructed in our region, parks and alleys will be reconstructed, roads expanded. Today we have gathered for this ceremony of handing over apartment keys, sharing the joy with our landmates. Major infrastructure projects aimed at improving living conditions are being implemented in the region. Around 1,500 newly built apartments have been handed over in district centers. The contribution of our builders to the development of the construction industry, which adorns and enhances the architecture of our region, gives new impetus to growth and prosperity of our region. May every family find a better home. Happy settling in!” said N. Nalibayev. At the ceremony, homeowners were presented letters of appreciation from the regional akim and blessed by Honorary Citizen of Kyzylorda Region Ibragim Abibullaev. Number of participants: 500.

Data of the regional master reading competition “Shedevr Jyr Askary,” dedicated to the 120th anniversary of the birth of Askar Tokmagambetov

On September 18, 2025, at 10:00 a.m., the regional competition of reading masters “Zhanghar Jyr Askary,” dedicated to the 120th anniversary of the akyn Askar Tokmagambetov, who holds a place in Kazakh literature and Kazakh spirituality, was held. The competition, held in the city House of Culture named after Satyr Sardar, was attended by 9 entrants from various districts of the region and Kyzylorda city. Participants included poet and methodologist of the state municipal enterprise “City House of Culture, Clubs and Folk Ensembles” Gabit Kadirbay; author-screenwriter, head of the information sector of the regional Center of Folk Art and Cultural-Producer Center Konysbek Malik; and actor of the city theater “Jastar” Jumakhmet Azamat. By the jury’s decision, Amangeldin Kamila became the winner of the competition. First place was taken by a contestant from Shieli, Bekbolat Turar; second place — Syrdarya’s Balghabay Ayaulym; third place — Erigit Damira from Akkum village, Zhalagash district. The other entrants were awarded letters of appreciation and incentive prizes. Number of participants: 100.

Information on the song-and-dance evening of modern genre “Q‑Sound”

On September 20, 2025, at 6:00 p.m., on the “Öner” Arbat on the central square, the evening of song and dance of the modern direction “Q‑Sound,” organized by the City House of Culture named after A. Tokmagambetov, was held. The modern dance group “Ordadrive” under the leadership of Turzhan Sultanbek, created at the city House of Culture named after A. Tokmagambetov; dance group “Arayly”; young dancers Amanzhol Dastan, Adilet Abenov and Nuray, Pirmagambet Marzhan, as well as S. and the groups T Production performed and delighted the public, bringing good mood to the city residents. Number of participants: 500.
