Report on the Work Done in the Construction Sector for the III Quarter of 2025

The volume of budget appropriations for construction amounts to 60,886.1 million tenge. Of these, from the National Fund of the Republic of Kazakhstan — 4,211.3 million tenge; from the republican budget — 4,637.9 million tenge; within the framework of the "Auyl El Besigi" program from the republican budget — 350.0 million tenge and from the National Fund — 1,932.1 million tenge; from the regional budget — 46,872.0 million tenge; and from the city budget — 2,882.8 million tenge. The following projects will be implemented:

1. Under the "Housing Construction" program, 2,886.4 million tenge has been allocated for the completion of 10 residential buildings, each with 40 apartments, in microdistrict No. 2 on the left bank of the Syrdarya River in the city of Kyzylorda. The project cost amounts to 8,649.1 million tenge, with a total area of 28,905 m². In 2024, 5,762.5 million tenge was allocated. According to plan, 2,845.9 million tenge has been fully utilized.

Under the engineering infrastructure development program, 6,455.7 million tenge has been allocated, including:

2.1. From the republican budget — 460.0 million tenge for the project "Construction of communal engineering networks for 10 five-story residential buildings in microdistrict No. 2, left-bank part of Kyzylorda."

2.2. From the National Fund — 732.1 million tenge for the project "Construction of engineering networks and laying of a gravel road on a 150-hectare section along the Zhezkazgan route." These funds have been fully utilized. Contractor — LLP "Qyran."

2.3. From the regional budget — 953.6 million tenge, with 705.4 million tenge utilized according to plan. In particular: For the project "Engineering infrastructure of quarter No. 5 on the left bank of the Syrdarya: master plan and telephone lines" — 553.5 million tenge allocated, 416.0 million tenge utilized. For the improvement of apartment buildings at buildings 180A, 180B, 180V, 180G, 180D in the left-bank part — 214.4 million tenge allocated, 104.0 million tenge utilized. For the development of the master plan for the construction of apartment buildings on the left bank — 185.4 million tenge allocated, 185.3 million tenge paid.

2.4. At the expense of internal loans, 1,055.6 million tenge was allocated this year for engineering infrastructure works for 10 residential buildings with 40 apartments each, with 918.0 million tenge utilized according to plan.

2.5. From the city budget — 475.1 million tenge, including 326.9 million tenge for infrastructure works within the city: 55.9 million tenge for the development of working estimates, 204.3 million tenge for apartment building improvements (122.6 million tenge utilized), and 177.8 million tenge for the master plan (148.2 million tenge paid).

3. Within the "Auyl El Besigi" project, 2,321.8 million tenge was allocated:

3.1. From the republican budget — 350.0 million tenge for launching the project "Construction of electric networks on 67 streets in the village of Kyzylzharma, Kyzylzharma rural district of Kyzylorda city." Following procurement results, LLP "Sat Service" was recognized as the winner.

3.2. From the National Fund — 1,932.1 million tenge, of which 1,888.3 million tenge has been utilized.

3.2.1. For continuation of electrical network laying in the new residential area of Aksuat rural district — 573.1 million tenge allocated, fully utilized. In 2024, 80.0 million tenge was allocated to launch the project. Project cost — 1,004.9 million tenge. Planned to lay 0.4 kV power lines — 41.3 km, 10 kV lines — 11.3 km, serving 560 residential houses. Needed from republican budget — 251.3 million tenge, from regional budget — 100.5 million tenge.

3.2.2. For continuation of electrical network project in Dosan village, Koshshyngyrau rural district — 307.1 million tenge allocated, fully utilized. In 2024, 50.0 million tenge was allocated to launch the project. Project cost — 391.8 million tenge. For completion, 39.2 million tenge allocated from the city budget. Planned to lay 0.4 kV lines — 17.9 km, 10 kV lines — 9.7 km, serving 604 houses.

3.2.3. For completion of electrical networks construction in Kyzylzharma village — 363.9 million tenge allocated. In 2023, 100.0 million tenge from the regional budget, in 2024 — 48.0 million tenge from the republican budget and 131.5 million tenge from the National Fund were utilized. Project cost — 643.2 million tenge. Power lines of 0.4 kV — 24.1 km and 10 kV — 2.2 km were laid and accepted. The project saved 39.1 million tenge.

3.2.4. For continuation of modernization of electrical distribution networks in villages Karaozek, Karaozek Beketi, Aynakol of Kyzylozek rural district — 688.1 million tenge allocated, fully utilized. In 2024, 85.2 million tenge was allocated. Within the project: 0.4 kV lines — 44.7 km, 10 kV lines — 10.2 km, serving 672 houses. Project cost — 1,166.6 million tenge. To complete the project, 276.6 million tenge from the republican budget and 116.7 million tenge from the regional budget are required.

4. Within the "Gas Transportation System Development" program, 2,177.8 million tenge allocated, 1,170.5 million tenge utilized according to plan:

4.1. From the National Fund — 725.4 million tenge for construction of intra-village gas pipeline and gas distribution point (GRP) in Sabalaq village; the first phase of launch — project fully completed. Project cost — 1,036.3 million tenge. Additional funds from regional budget allocated in September for completion.

4.2. From the regional budget — 121.3 million tenge for gas connection to consumers in the Sabalaq dacha sector, fully completed.

4.3. From the city budget — 331.8 million tenge for completion of intra-city gas networks ("white spots") in Kyzylorda, with 293.1 million tenge utilized according to plan.

5. Under the "Development of Water Supply and Sewerage Systems" program, 6,413.6 million tenge allocated, 2,574.2 million tenge utilized according to plan:

5.1. From the National Fund — 821.8 million tenge: for the project "Reconstruction and automation of wastewater bio-treatment in Kyzylorda (capacity 70,000 m³/day)" — 720.407 million tenge allocated, 511.4 million tenge paid. Continuing the 2023 project: "Reconstruction and modernization of sewage pumping station No. 13 (3 units) on Rabochaya Street near KSS 'Gagarin'" — 101.4 million tenge allocated.

5.2. From the regional budget — 3,864.1 million tenge, 1,302.6 million tenge utilized according to plan. In particular: For repair of water pipeline on Kamalov Street from N. Shamenuly Street to Kokenov Street — 216.9213 million tenge allocated, 63.3 million tenge utilized; for water pipelines on Ge Bon U Street from Kazakhstan Street to Sh. Aimanov Street, on Remontnikov (Kiselev) Street from Kazakhstan to Sh. Aimanov, and on Puteitsev Street from Kazakhstan to Zhankozha Batyr Street — 294.1 million tenge allocated, 100.0 million tenge utilized; for reconstruction of gravity sewer networks from Bayseitov Street through Eurasia Sports Complex, Yesenov Street, Muratbaev Avenue to KNS-5 — 202.8 million tenge allocated, 100.0 million tenge utilized; on water pipelines on Ydyrisov Street from Zhurba Street to its dead end — 104.2 million tenge allocated, 20.0 million tenge utilized; in Kyzylzharma rural district, project for drilling 3 wells with total capacity 1,440 m³ — 282.9 million tenge allocated, 207.7 million tenge utilized; in Belkol village — water pipeline and pressure sewer networks — 70.5 million tenge allocated, 47.2 million tenge paid; in Sabalaq village — construction of water reservoir (adjustment) — 415.1 million tenge from regional budget and 200.4 million tenge from city budget; contract won by LLP "Avangard PGS," project documentation underway. In Kyzylorda: for reconstruction of water pipelines on G. Musirepov Street, Skatkov 104, 111, on Skatkov Street, on sewer networks from G. Muratbaev Street to KNS-14 and others — 245.9 million tenge; for launching city water supply networks in the central part — 498.2 million tenge; for reconstruction of water pipeline on Toraygyrov Street and further to Dostyk Street via Mahabetov — 263.3 million tenge; for completion of bio-treatment project (70,000 m³/day) adjustment — 1,157.9 million tenge.

5.3. From the city budget — 1,727.7 million tenge, with 760.2 million tenge utilized according to plan: For the project "Reconstruction and automation of bio-treatment (70,000 m³/day). Adjustment" — 1,329.4 million tenge; for the project "Adjustment of water reservoir construction in Sabalaq village" — 200.4 million tenge; for construction of water pipelines between water intakes on Tumarotkel Street and others — 130.3 million tenge. Projects within the city completed, project documentation for water and sewerage prepared and undergoing examination.

6. For the purchase of apartments for large families and socially vulnerable families on the waiting list, 39,320.3 million tenge allocated: from the republican budget — 3,827.945 million tenge; through internal loans from regional budget resources — 33,267.8 million tenge; from the regional budget — 2,224.4 million tenge. To date, 324 apartments have been purchased for vulnerable families on the waiting list; 21 three-room apartments have been issued through mortgages. According to plan, 3,814.8 million tenge from the republican budget and 6,044.0 million tenge from the regional budget have been fully utilized.

7. Under the "Development of Heat Energy Systems" program, 797.5 million tenge allocated for completion of the project "Heat supply of the left-bank part of Kyzylorda city (Phase 1). Unfinished phase." According to plan, 515.5 million tenge utilized.

8. Within the state support measures for business entities under the "Development of Industrial Infrastructure" program, 174.8 million tenge allocated for the project "Construction of a municipal market with storage for agricultural products and small industry, external networks" at: city of Kyzylorda, Sol Zhagalaau microdistrict, plot 188B. According to plan, these funds have been fully accepted by act and utilized.
