About onomastics

One of the most important tasks of the city department of culture and language development is the organization of the work of the onomastic commission.

When improving work in the field of onomastics, work on the naming of administrative-territorial units, constituent parts of settlements is carried out in accordance with the decree of the Government of the Republic of Kazakhstan dated February 24, 2014 No. 138.

Of the 760 streets of the city, 430 streets are titled after people, 263 streets are titled historical locations, 107 title are titled conditional.

About signage names and ad settings

        In 2011, amendments were made to the Law of the Republic of Kazakhstan "On Advertising", according to paragraph 2 of Article 17 of this Law, the execution of the powers provided for by this article was entrusted to the city Department of Architecture and Urban Planning by the resolution of the akim of the city dated January 23, 2012 No. 2983. When installing advertising objects, the state institution "City Department of Culture and Sports", appointed by one of the authorized bodies for issuing permits, agrees to the text of the advertisement in accordance with the requirements of the Law of the Republic of Kazakhstan "On the State Language".

In accordance with paragraph 21 of the Law of the Republic of Kazakhstan" About languages in the Republic of Kazakhstan " in 2023, letters and explanatory works on 83 forms were distributed in the city center.         Today there are 85 historical and cultural monuments in the city, of which 4 are of republican significance, 34 are of local significance, presented in the lists of preliminary registration-47.

Of these, 19 historical buildings, monuments – 36 and 29 busts.

        In order to preserve and use the monuments of urban importance, a number of measures are being taken, security boards have been installed on all monuments, and passports have been developed.

        Today, in order to balance the monuments of history and culture located in the city of Kyzylorda, in accordance with the order of the city's finance department dated June 2, 2017, it was transferred to the balance of the relevant organizations within the framework of the Law of the Republic of Kazakhstan "About state property".

 

By cultural masses

         In the first half of 2025, the city Department of Culture and Language Development and subordinate institutions held 854 cultural events with a reach of 133240 readers. Of these, 281 events were held in rural areas, and 16,189 spectators.

         On April 7, 2025, an event in memory of the soldiers who heroically died on the Tajik-Afghan border was held on Tagzim Square. The veterans laid flowers at the Eternal Flame and paid tribute to the memory of the fallen soldiers.

         On April 16, the Tokmagambetov City House of Culture hosted the traditional republican aitys of schoolchildren “Koktem Nuri”, dedicated to the 100th anniversary of the birth of the capital of the Kazakh ASSR, Kyzylorda. At the event, Deputy Akim Bakytzhan Omarov and Chairman of the city Council of Veterans Shakizat Torebayev, Chairman of the city public association "Chernobyl" Zhumabek Shakhatov expressed their best wishes to the veterans. The event, honoring professionals in the field of culture who have remained faithful to the values of the nation, was opened by the Deputy Akim of the city, Bakytzhan Omarov. On this special occasion, he presented awards to a number of cultural figures who have made significant contributions to the development and prosperity of Kyzylorda’s cultural and artistic scene.

In addition to official letters of appreciation from the regional and city akims, as well as the head of the Department of Culture, several distinguished individuals received special honors:

Tlegen Bekarystanov, a veteran of the cultural sphere, was awarded the Gold Medal of the International Organization TÜRKSOY.

The Mukhtar Auezov Medal was awarded to the head of the "Kovyl" young poets’ club at the City House of Culture named after Askar Tokmagambetov.

Mamyr Baidauletov Nizamedin, a recipient of the Kurmet Order and Director of the Youth Theater of Kyzylorda, as well as an Honored Worker of Culture of the Republic of Kazakhstan, was also awarded a medal.

The Alash award was presented to Akmaral Koishyghulova, an Honored Worker of Culture of the Republic of Kazakhstan, renowned director-choreographer, and head of the "Arailı" dance group and the "Akmаral" dance studio at the City House of Culture named after the renowned akyns Nurmat Mansur and Askar Tokmagambetov.

         Library No. 16 together with secondary school No. 211 named after A. Baitursynov held a historical and educational evening "Kazakh khandygy-tauelsizdik bastauy", dedicated to the 560th anniversary of the Kazakh Khanate. The event was attended by students and teachers of this school.

         The historic evening began with the screening of a video about the creation of the Kazakh Khanate. The event was opened by the director of secondary school No. 211 named after A. Baitursynov, A. Alimova, who noted the importance of recognizing history. History teacher J. Baigaraeva shared documentary data on the formation and strengthening of the Kazakh Khanate, khans under the Kazakh Khanate.

         A parade of Kazakh khans was held, students conducted a review and a literary montage about the immeasurable services and policies left by the Khans in history. A book exhibition "Tany Tarikhi" was also organized, where librarian Shynar Zhaksylykovna conducted a bibliographic review. At the event, young readers asked their questions to the host of the evening, to which they received enthusiastic answers.          April 2 – International Children's Book Day On April 2, the City Centralized library system organized a city competition among schoolchildren "Bala Zhangan Bagan", dedicated to the Day of the "International children's book" and the 90th anniversary of the birth of the children's poet Kadyr Myrzaliev. The competition was opened by Gulmira Rakhmetova, Director of the city's centralized library system. The main goal of the contest is to increase kids' interest in reading.

Primary school students from 5 schools of the city took part in the competition. The guys came to the competition, which consisted of two stages, with high preparation. At the first stage, they recited the works of K. Myrzaliev by heart and expressively, at the second stage they performed stage performances of the poet's works for children. The competition was attended by Arailym Bayzhigitova, Deputy Chairman of the Kyzylorda regional branch of KHP, B. During the competition, the jury paid special attention to expressive reading, speech style, acting skills of students, and the content of the selected work.
