On the work done in the field of social protection for the second quarter of 2024

Social assistance

As of April 1, 2024, social assistance was provided to low-income citizens in the city:
• targeted social assistance was paid to 3,579 low-income families (18292 people) in the amount of 460126.6 thousand tenge.
• 5,100 children were paid 35931.8 thousand tenge for travel expenses.
• housing assistance was provided to 550 families (1869 people) in the amount of 11243.2 thousand tenge.
• 331 separate categories of citizens (participants and invalids of the Second World War, widows of deceased soldiers who did not remarry, home front workers who worked during the Second World War for at least 6 months, veterans and invalids of the Afghan War, Chernobyl, Soviet Army and citizens affected by nuclear tests at the Semipalatinsk nuclear test site, etc.) in need of social support were paid in the amount of 23,864,3 thousand tenge.
• For the implementation of rehabilitation measures for persons with disabilities, payments have been made:
- for the services of 1045 individual assistants for the disabled of group 1, 248823.5 thousand tenge;
- for the services of 17 sign language specialists, 13188.2 thousand tenge.
- to provide invataxi services to persons with disabilities 6389.0 thousand tenge;
- for the financial support of 550 children with disabilities, who are brought up and educated at home, 17577.8 thousand tenge.

Housing assistance

The Rules for providing housing assistance (hereinafter referred to as the Rules) were developed in accordance with Article 97 of the Law of the Republic of Kazakhstan "On Housing Relations" dated April 16, 1997 of the Law of the Republic of Kazakhstan "On Public Services" (hereinafter referred to as the Law) and Order No. 117 of the Minister of Industry and Construction of the Republic of Kazakhstan dated December 8, 2023. determine the procedure for appointment housing assistance to low-income families. Housing assistance is provided upon invoices submitted by suppliers for monthly contributions for the management of the condominium facility and the maintenance of the common property of the condominium facility, including major repairs of the common property of the condominium facility according to cost estimates and utility bills at the expense of budgetary funds to service recipients. The amount and procedure for providing housing assistance are determined by local representative bodies of cities of republican significance, the capital, districts, cities of regional significance in accordance with paragraph 5 of Article 97 of the Law of the Republic of Kazakhstan "On Housing Relations".
When the service recipient provides a complete set of documents, an employee of the responsible structural unit checks the document for compliance within 5 (five) working days,
1) the applicant's identity document, documents,
2) confirming family income (with the exception of information obtained from the relevant state information systems),
3) a certificate from the place of work or a certificate of registration as an unemployed person (with the exception of information obtained from the relevant state information systems),
4) information on child support and other dependents,
5) bank account, bills on the amount of monthly contributions for the maintenance of a residential building (residential building), bills for the consumption of utilities,
6) receipt-an invoice for telecommunications services or a copy of the contract for the provision of communication services, an invoice for the amount of rent for the use of housing,
7) rented by the local executive body in a private housing fund, presented by the local executive body.

State service "Reimbursement of the cost of home schooling for children with disabilities"

Acceptance of an application for a public service "reimbursement of the cost of teaching children with disabilities at home" and the issuance of the result of the provision of public services:
1) non-profit joint-stock company "State Corporation "Government for Citizens " (hereinafter - the State Corporation);
2) www.egov.kz is an e-government web portal.
The term for the provision of public services: when contacting a State corporation, on the portal – 8 (eight) working days from the date of registration of the package of documents by the service provider
List of documents:
When contacting a State Corporation or a portal for the provision of public services in accordance with Appendices 1 or 2 to the rules for identification, you must have an identity document with you.
An identity document, a certificate (certificates) of the birth of a child (children) or an extract from the birth certificate issued by the civil registration authorities, or a certificate of civil registration issued by the civil registration authorities, a certificate of marriage (matrimony), divorce; information about adoption from a document confirming the establishment of custody (guardianship) over a child, or a birth certificate, information confirming registration at a permanent place of residence, information confirming home schooling of a child with a disability from an educational institution, information from the conclusion of the medical advisory commission, information about the bank account number, certificates about the disability specified in the application, from the relevant state information systems "Through the gateway of the "electronic government".
In the absence of information in the information systems, the applicant shall attach the following documents:
1) conclusion of the medical advisory commission;
2) a certificate from an educational institution confirming the fact of teaching a child with a disability at home.
To verify the documents, an original and a copy are issued, the original documents are returned to the service recipient.
On the portal:
1) request an application for reimbursement of the cost of home schooling for children with disabilities in the form of an electronic document certified by the electronic digital signature of the service recipient in accordance with Annex 2 to the Rules;
2) an electronic copy of the conclusion of the medical advisory commission;
3) an electronic copy of the certificate from the place of study confirming the fact of teaching a child with a disability at home.
Grounds for refusal:
1) establishing the unreliability of the documents submitted by the service recipient for receiving a public service, and (or) the data (information) contained therein;
2) non-compliance of the service recipient and (or) the submitted materials, data and information with the requirements established by regulatory legal acts of the Republic of Kazakhstan);
3) a negative response to the request of the authorized state body for approval necessary for the provision of public services, as well as a negative conclusion of an expert examination, research or verification;
4) the lack of consent of the service recipient to access the personal data of limited access required for the provision of public services provided in accordance with Article 8 of the Law of the Republic of Kazakhstan "On Personal Data and their protection".
Upon submission by the applicant of expired documents and (or) an incomplete set of documents, the applicant is issued a receipt for refusal to accept the application for the purpose of payment in accordance with Appendix 5 to the Rules.

Conditions for the provision of special social
services by a home-based service organization

The referral of service recipients to the organization of home–based services to provide them with special social services at the expense of budgetary funds is carried out by the district (city) authorized bodies of employment, social programs and civil registration at the place of residence of the recipient of services (hereinafter - the authorized body).
The organization of home-based services of a non-governmental form of ownership accepts recipients of services on a contractual basis.
The admission of service recipients to a home-based service organization providing special social services at the expense of budgetary funds is carried out on the basis of the following documents:
To receive services from the NAO "State Corporation "Government for Citizens" (required documents):
1) a written statement from the recipient of the services, and for minors and incapacitated persons – a written statement from a legal representative (one of the parents, guardian, trustee)
2) conclusion of a psychological, medical and pedagogical consultation
3) a copy of the child's birth certificate or identity card;
4) a copy of the certificate of disability (for the elderly – not required);
5) Medical record (Appendix 2);
6) a copy of an extract from an individual rehabilitation program for a disabled person
The certificate of disability specified in the application is obtained from the relevant state information systems through the gateway of the "Electronic Government".
Copies of the documents are provided together with the originals, which are returned to the applicant after verification.
After accepting the written application and other documents provided for in paragraph 13 of this Standard, a specialist of the authorized body travels to the place of residence of the disabled and elderly person within five working days and draws up an act of examination of housing and other material and living conditions (Appendix 3).
The act of inspection of housing and other material and living conditions is drawn up within three working days from the date of the survey.
Recipients of services who enter the service are registered by a social work consultant in the registration log (Appendix 4).
Children, children with disabilities, persons over the age of 18 who need special social services and live in the same family are counted as individuals.
Persons with disabilities in need of special social services and living in the same family are counted as one person.
When providing special social services, the age and health status of the recipients of services, the content of an individual rehabilitation program, the degree of decrease in motor activity, living conditions and other objective factors are taken into account.
