The main purpose of the "Law on the State Language" of the Republic of Kazakhstan and the State Program for the Development and Functioning of Languages in the Republic of Kazakhstan for 2011-2020 is to organize work on the implementation of mechanisms of proficiency and assessment of the level of proficiency in the State language.
Along with this, systematic monitoring is carried out over the quality of proper knowledge of the state language in the presence of other languages, in the need for the state language in all spheres of public life, as well as over the level of proficiency in the state language. Monthly monitoring of document flow in the state language is carried out in state institutions subordinate to the city akimat. The turnover of outgoing documents in the state language in 2023 IІІ quarter was 100%.
During the reporting period, 15 different events were held to implement the state language policy with the support and organization of the city department of culture and language development.
Including: 1-republican competition; 1 regional competition;13city competition; and 8events in various directions (book exhibition, bibliographic review).
Aboutonomastics
One of the most important tasks of the city department of culture and language development is the organization of the work of the onomastic commission.
When improving work in the field of onomastics, work on the naming of administrative-territorial units, constituent parts of settlements is carried out in accordance with the decree of the Government of the Republic of Kazakhstan dated February 24, 2014 No. 138.
Of the 760 streets of the city, 430 streets are titled after people, 263 streets are titled historical locations, 107 title are titled conditional.

Sports events organized by the department of culture and sports of Kyzylorda

1. 02-03.10.2023, October 1 – on the occasion of the International Day of Older Persons, a checkers competition was held among blind people with disabilities. 40 athletes took part in the competition.
2. On October 5, 2023, on the occasion of Teacher’s Day, republican sports competitions were held among city schools (speed shooting, sledding and air rifle shooting). 40 athletes took part in the competition.

3. On 10/06/2023, as part of the 85th anniversary of the Kyzylorda region, on the occasion of the City Day holiday, a city open championship in parapowerlifting was held among youth and adolescents, adults and women among people with disabilities. About 40 athletes took part in this championship.
4. On 10/07/2023, a 4th grade chess tournament was held among students of general education institutions (boys and girls), organized for City Day. About 70 athletes took part in this tournament.
5. On 10/08/2023, as part of the 85th anniversary of the Kyzylorda region, republican sports competitions were held on the occasion of the 30th anniversary of Kazpost JSC. About 50 athletes took part in this sporting event.
6. On October 14, 2023, on the occasion of October 25 – Republic Day, in order to develop mass sports, a girls’ football competition was held between city schools with the organization of secondary school No. 39 “Kyzylozek”. 80 athletes took part in the competition.
7. On October 20-22, 2023, as part of the 85th anniversary of the Kyzylorda region, a competition was held among teenagers on the occasion of “City Day”. 50 athletes took part in the competition.
8. On October 22, 2023, as part of the 85th anniversary of the Kyzylorda region, among national sports for the City Day holiday, sports competitions were held among city residents: shooting, legs, arm wrestling, kettlebell lifting, tug-of-war. 100 athletes took part in the competition.
9 On October 22, 2023, mini-football competitions were held among residents of Titov, Moltek district, for the “KEMEL-SPORT Cup” with the aim of developing mass sports. 100 athletes took part in the competition.
10 On October 22, 2023, on the occasion of October 25 - Republic Day, a football competition was held among teenagers with the aim of developing mass sports. 40 athletes took part in the competition.
11. On October 23-24, 2023, on the occasion of Republic Day on October 25, a chess competition was held among secondary school students (boys, girls). 60 athletes took part in the competition.
12. On October 24-25, 2023, on the occasion of Republic Day on October 25, an open city championship in Kazakh wrestling among teenage boys was held. 80 athletes took part in this championship.
13. On October 27-28, 2023, volleyball competitions were held among teachers of secondary schools, dedicated to the memory of the great teacher Adilbekov Askar Kaliul, who left his mark in the field of education. 100 athletes took part in the competition.
14. On October 28, 2023, as part of the 85th anniversary of the Kyzylorda region, on the occasion of the City Day holiday, the national sport of archery was held among boys and girls. 100 athletes took part in the tournament.
15. 10/28/2023, as part of the 85th anniversary of the Kyzylorda region, an open city basketball championship was held among grades 7-9, dedicated to the 100th anniversary of Takei Esetov. 100 athletes took part in this championship.
16. 10.28.2023, on the occasion of the 75th anniversary of the village of Tasböget, a running competition was held among residents of the village of Tasböget under the title “Sport is a life partner.” 50 athletes took part in the competition.
17. 10.29-11.3.2023, a republican boxing tournament was held among teenagers born in 2010-2011, dedicated to the memory of Jalangtos Bahadur Seitkulul. 300 athletes took part in the tournament.
18. 03-05.11.2023, as part of the 85th anniversary of the Kyzylorda region, a city open chess tournament among teenagers was held. 100 athletes took part in the tournament.
19. 03-05.11.2023, within the framework of the 85th anniversary of the Kyzylorda region, the “Naman Ata” open judo championship was held among teenagers born in 2010-2011, 2012-2013. 70 athletes took part in this championship.
20. 04/11/2023, as part of the 85th anniversary of the Kyzylorda region, a chess competition was held among secondary school students (boys, girls), dedicated to the 100th anniversary of Takei Esetov. 50 athletes took part in the competition

20. 06/11/2023, as part of the 85th anniversary of the Kyzylorda region, a city open mini-football tournament was held among youth working in large shopping centers and markets located in Kyzylorda. 100 athletes took part in the tournament.
21. 11/11/2023, as part of the 85th anniversary of the Kyzylorda region, a youth football competition was held between car clubs of the Kyzylorda region. 100 athletes took part in the tournament.
22. On November 17-19, 2023, on the occasion of the 85th anniversary of the Kyzylorda region, an open women's wrestling championship was held among teenagers born in 2010-2013. 150 athletes took part in this championship.23. On November 17-19, 2023, as part of the 85th anniversary of the Kyzylorda region, the “Naman Ata” open judo championship was held among teenagers born in 2010-2011, 2012-2013. 200 athletes took part in this championship.
24. On November 17-19, 2023, the Kyzylorda basketball championship for the Mayor's Cup among teenagers (boys, girls) born in 2010-2011 took place. 190 athletes took part in this championship.
25. On November 22, 2023, as part of the 85th anniversary of the Kyzylorda region, volleyball competitions were held among students in grades 9-10-11 with the aim of developing mass sports. 100 athletes took part in the competition.
26. On November 25-26, 2023, as part of the 85th anniversary of the Kyzylorda region, an open judo championship was held among teenagers born in 2008-2009. 100 athletes took part in this championship.
On November 27-28, 2023, as part of the 85th anniversary of the Kyzylorda region, mini-football competitions were held among employees of sports institutions. 100 athletes took part in the competition.
27. 01-02.12.2023, December 16, 2011-2012, 2013-2015, on the occasion of Independence Day of the Republic of Kazakhstan. The open city judo championship among teenagers took place. 130 athletes took part in this championship.
28 01-03.12.2023, a republican tournament in grappling, grappling-hide, was held, dedicated to the memory of Tolyabaev Manas Amanbayul, an honored figure in the sports field of the Kyzylorda region, a great teacher. 350 athletes took part in the tournament.
29. 04-05.12.2023, December 3 – on the occasion of the International Day of Persons with Disabilities, a chess competition was held in order to introduce boarding school students with hearing impairment to sports. 60 athletes took part in the competition.
30. On December 16, 2023, December 8, 2023, a volleyball competition was held between grades 9-10-11 (girls) on the occasion of Independence Day of the Republic of Kazakhstan. 90 athletes took part in the competition.
31. 12/12/2023 On December 16, 2023, on Independence Day, republican sports competitions among city school teachers were held at secondary school No. 280. 30 athletes took part in the competition.
32. 13-14.12.2023, December 3, 2023 - on the occasion of the International Day of Persons with Disabilities, blind people with vision loss took part in togyzkumalak competitions. 50 athletes took part in the competition.
33. 15-17.12.2023, December 16 – on the Independence Day of the Republic of Kazakhstan, a karate-do tournament among teenagers was held in honor of the memory of laborer Zhaksylyk Zimanov. 200 athletes took part in the tournament.
33. On December 23, 2023, a chess competition was held among students of secondary schools, organized on the occasion of December 16 - Independence Day. 80 athletes took part in the competition.

 

8. The procedure for assigning sports categories and categories

Currently, "athlete of the 2nd category, athlete of the 3rd category, athlete of the 1st youth category, athlete of the 2nd youth category, athlete of the 3rd youth category sports categories and a coach of the highest qualification level of the second category, a coach of the middle qualification level of the second category, a methodologist of the highest qualification level of the second category, a methodologist of the middle qualification level of the second category"assignment of qualification categories the instructor is an athlete of the highest qualification level of the second category, a sports judge." Currently, the Department of Culture and Sports of the city of Kyzylorda received 36 applications from the PSC in 2023.
1. Type of state service "Assignment of sports categories: athlete of the 2nd category, athlete of the 3rd category, athlete of the 1st junior category, athlete of the 2nd junior category, athlete of the 3rd junior category and qualification categories: coach of the highest qualification level of the second category, coach of the middle qualification level of the second category, methodologist of the highest qualification level of the second category, methodologist of the middle qualification level of the second category categories, instructor-athlete of the highest qualification level of the second category, sports referee"can be obtained free of charge for 14 (four-thirty) calendar days.
2. The standard of the state service was developed by the Ministry of Culture and Sports of the Republic of Kazakhstan (hereinafter – the Ministry).
3. The state service is provided by the relevant structural units performing functions in the field of physical culture and sports of the local executive body of the district, the city of regional significance, the district in the city of republican significance, the capital (hereinafter – the service provider).
The acceptance of the application and the issuance of the result of the provision of public services are carried out through the Non-profit Joint Stock Company "State Corporation "Government for Citizens".
2. The procedure for the provision of public services
4. Term of public service provision:
1) from the date of delivery of the package of documents to the State Corporation - 10 (ten) calendar days.
When applying to a State Corporation, the day of receipt of documents is not included in the deadline for the provision of public services.
The service provider submits the result of the provision of public services to the State Corporation the day before the end of the term of the provision of public services;
2) the maximum allowable waiting time for the delivery of a package of documents is 15 (fifteen) minutes;
3) the maximum allowable service time is 15 (fifteen) minutes.
5. Form of public service provision: paper.
6. The result of the state service is a certificate of assignment of a sports category, a certificate of assignment of a qualification category, according to the forms approved by the order of the Chairman of the Agency of the Republic of Kazakhstan for Sports and Physical Culture dated July 29, 2014 "On approval of the Rules for awarding sports titles, categories and qualification categories", registered in the Register of State Registration of Regulatory legal Acts under No. 9675, or a copy of the order on assignment of a sports category, qualification category, or a reasoned response on refusal to provide a public service in the cases and on the grounds provided for in paragraph 9-1 of this standard of public service.
The form of providing the result of the provision of public services: paper.
7. The state service is provided to individuals (hereinafter referred to as the service recipient) free of charge.
8. Work schedule:
1) service provider – from Monday to Friday, from 9.00 to 18.30 hours with a lunch break from 13.00 to 14.30 hours, except weekends and holidays, in accordance with the labor legislation of the Republic of Kazakhstan";
2) State Corporation – from Monday to Saturday inclusive, in accordance with the established work schedule from 9.00 to 20.00 hours without lunch break, except Sundays and holidays, in accordance with the labor legislation of the Republic of Kazakhstan.
The state service is provided at the choice of the service recipient, in the order of an "electronic" queue without accelerated service, it is possible to book an electronic queue through the portal.
9. The list of documents required for the provision of public services when the service recipient (or authorized representative) applies to the State Corporation:
1) to receive a state service for the assignment of sports categories: "Athlete of the 2nd category", "Athlete of the 3rd category", "Athlete
1 youth category", "Athlete 2 youth category", "Athlete
3 junior category":
a document certifying the identity of the service recipient and (or) a notarized power of attorney of an individual – when a representative of the service recipient applies (for identification);
a petition certified by the signature and seal of the primary sports organization;
copies of protocols of regional and (or) city competitions, certified by the seal of an accredited local sports federation by sport, in the absence of an accredited local sports federation by sport, competitions, certified by the seal of the regional executive body for physical culture and sports or district competitions, certified by the seal of district, city executive bodies for physical culture and sports;
2) to obtain a state service for the assignment (and/or confirmation) of qualification categories: "coach of the highest qualification level of the second category", "coach of the average qualification level of the second category":
a document certifying the identity of the service recipient and (or) a notarized power of attorney of an individual – when a representative of the service recipient (for identification);
Аpplication in the form according to Appendix 1 to this standard of public service;
a copy of the diploma of professional education;
a copy of the employment record book or employment contract with the employer's note on the date and basis of its termination, or an extract from the employer's acts confirming the emergence and termination of employment relations based on the conclusion and termination of an employment contract, or an archival certificate containing information about the employee's employment;
certificate on the preparation of athletes by a coach-teacher in the form according to Appendix 2 to this standard of public service;
Сopies of the competition protocols certified by the seal of an accredited local sports federation by sport, in the absence of an accredited local sports federation by sport, certified by the seal of the regional executive body for physical culture and sports;
3) to receive a state service for the assignment (and/or confirmation) of qualification categories: "methodologist of the highest qualification level of the second category", "methodologist of the average qualification level of the second category":
А document certifying the identity of the service recipient and (or) a notarized power of attorney of an individual – when a representative of the service recipient applies (for identification);
Аpplication in the form according to Appendix 1 to this standard of public service;
А copy of the diploma of professional education;
a copy of the employment record book or employment contract with the employer's note on the date and basis of its termination, or an extract from the employer's acts confirming the emergence and termination of employment relations based on the conclusion and termination of an employment contract, or an archival certificate containing information about the employee's employment;
4) to receive a state service for the assignment (and/or confirmation) of the qualification category "instructor-athlete of the highest qualification level of the second category":
А document certifying the identity of the service recipient and (or) a notarized power of attorney of an individual – when a representative of the service recipient applies (for identification);
Аpplication in the form according to Appendix 1 to this standard of public service;
А copy of the diploma of education;
А copy of the employment record book or employment contract with the employer's note on the date and basis of its termination, or an extract from the employer's acts confirming the emergence and termination of employment relations based on the conclusion and termination of an employment contract, or an archival certificate containing information about the employee's employment;
А petition certified by the seal of an accredited local sports federation by sport for the assignment of a category, in the absence of an accredited local sports federation by sport, certified by the seal of the organization in which the instructor-athlete is registered;
5) to obtain a state service for the assignment of the qualification category "sports judge":
А document certifying the identity of the service recipient and (or) a notarized power of attorney of an individual – when a representative of the service recipient applies (for identification);
application in the form according to Appendix 1 to this standard of public service;
certificate of refereeing or copies of the competition protocols certifying the refereeing of the service recipient.
The information of the identity document of the service recipient, the service provider and the employee of the State Corporation receives from the relevant state information systems through the gateway of the "electronic government".
When accepting documents, an employee of a State corporation issues a receipt for the acceptance of the relevant documents.
In a State corporation, the issuance of ready-made documents is carried out on the basis of a receipt, upon presentation of an identity document (or its representative by a notarized power of attorney).
