ABOUT THE LANDS OFFERED FOR AUCTION
In accordance with Article 48 of the Land Code of the Republic of Kazakhstan, the relevant work on the sale of vacant state-owned land plots at auctions has been carried out and published on the web portal of the Register of state property.
As a result, 128 land plots with an area of 100.24 hectares were sold at auction and 46,398,791 tenge was collected.
ABOUT THE RELEASE TO BUSINESS LAND

During the inventory of agricultural land in 2023, 31 lands of 23 persons with an area of 42271.0 hectares were not effectively used.

On May 02, 2023, the first deputy akim of the region S. Kozhaniyazov approved the plan of agricultural land in terms of districts, which will be returned to state ownership by November 1, 2023.
According to this plan, 34,000 hectares of land from Kazalinsky district were to be returned to state ownership.
To date, since the beginning of the year, 37 land plots with an area of 46,941 hectares have been returned to state ownership in the district. (execution 138.06 percent)
This year, 3 competitions were held for agricultural purposes, as a result of which 40 land plots with an area of 16,000.0 hectares were awarded.

ABOUT THE LANDS OF THE FOREST FUND. ABOUT THE PLACES THAT WILL BE OFFERED FOR AUCTION. In accordance with Article 48 of the code, relevant work was carried out on the auction sale of vacant land plots owned by the state, and 96 land plots with an area of 29,5518 hectares were published on the web portal of the state property register.
As a result, 78 land plots with an area of 18.63 hectares were sold at auction and received revenues of 53,036,097 tenge.
ON THE DEVELOPMENT /OTHER USE OF PART OF THE LAND/ LAND INTENDED FOR HOUSING FOR ENTREPRENEURIAL TRADE PURPOSES.
In order to identify persons who use part of the land for other purposes /other use of Land received for housing construction in the district, 172 business facilities (111 objects in Aiteke bi village, 61 objects in Kazalinsk) were surveyed, including: 14 persons using it for other purposes were identified.
The identified persons were sent for consideration to the Department of land management of Kyzylorda region (hereinafter referred to as the Department) for taking appropriate measures within its competence under Articles 339, 802 of the Land Code of the Republic of Kazakhstan and the Code of administrative offenses.
As a result, the department issued an order to eliminate violations for a period of 3 months and is currently developing legalization documents.
ON THE INVENTORY OF LAND FOR BUSINESS PURPOSES. Since the beginning of the year, 25 land plots transferred for business purposes have not been used in the district and have been sent to the Department of land management of Kyzylorda region (hereinafter referred to as the department) to take appropriate measures within its competence in accordance with the requirements of the Land Code of the Republic of Kazakhstan and the Code of administrative offenses.
As a result, the department issued instructions to persons who do not use the land plot for a period of 1 year to eliminate violations of the law. In case of non-use within a period of 1 year, it is returned through the court.
ON THE ILLEGAL USE OF SUBSOIL. Raids were carried out by the department in order to prevent illegal /clay, sand/ quarrying from an unspecified place on the territory of the district.
It was established that Bimanov Temirbek Izimgalievich illegally owned land along Aiteke bi village, Kurmangazy street, illegally took sand, Uralbay Mendikarayevich Urazymbetov illegally took Clay near kazalinsky district, Altai post, and Zhasaral Umirzakovich Seraliyev illegally took sand from the water protection zone of the Syrdarya River, which runs near the city of Kazalinsky.
In accordance with this, it was sent to the Department of land management of Kyzylorda region and the Department of ecology of Kyzylorda region in accordance with articles 136, 802 of the code of administrative offenses of the Republic of Kazakhstan to initiate an administrative offense case and take administrative measures.
ABOUT THE LAND COMMISSION UNDER THE AKIMAT OF KAZALINSKY DISTRICT. To date, 28 meetings of the District Commission, which prepares an opinion on the provision of a land plot or refusal to provide a land plot in 2023, have been held, and a corresponding protocol decision has been made on 607 land plots.
ON LAND PLOTS PROVIDED FOR THE CONSTRUCTION OF A RESIDENTIAL BUILDING. The construction department recommended that 30 expired land plots on the territory of 2 quarters and 5 quarters in aiteke bi village be identified and transferred in order.
Currently, through the construction department, preliminary selection schemes are being developed in order to transfer the above – mentioned 30 land plots in order.
RECEIPTS. To date, in 2023, the local budget has received 83,274,000 tenge in the land sector from the classifications "303101 - purchase of a land plot", "303202 - purchase of a land plot of useful life", "105315 - lease of a land plot", "201901 - agricultural production costs".
PUBLIC SERVICES. In total, in 2023, there were 1,229 public services, most of them were provided through the e-government portal, 1,033 were provided, and the remaining 196 were provided through offices.

ON ENSURING FOOD SECURITY.
In order to prevent the growth of prices for socially important food products (hereinafter referred to as NPM), the District Department of Agriculture and land relations conducts daily monitoring.
As a result of the daily monitoring, the price of food products of the National Bank of the Republic of Kazakhstan for the year increased by 8 types of beef by 15%, butter by 18.2%, rice by 16.7%, cabbage by 1 and a half times, flour of the 1st grade by 5.5%, bread by 5.3%, carrots by 6.3%, chicken eggs by 22.8%. In accordance with this, 31 land plots of 19 persons were sent to the Department of land resources management of Kyzylorda region (hereinafter referred to as the department) by letter No. 06-2/1602 dated 27.05.2022 and No. 06-2/1771 dated 16.06.2022 in order to take measures in accordance with articles 65, 92 of the Land Code of the Republic of Kazakhstan for unused (undeveloped) agricultural land plots of land users in the district.
Currently, work is underway to take measures through the Department.
According to the plan, it is planned to transfer 6000 hectares of land to the district in 2022.
However, in two quarters, 4 contests were held for agricultural purposes, as a result of which 47 land plots with an area of 17474.0 hectares were awarded.
Since the beginning of the Year, 6 land plots with an area of 10,311.9 hectares that have not been used effectively for agricultural purposes have been returned to the state.
The analysis of the provision of pastures for livestock in kazalinsky district was carried out, and it was determined that 588,387.72 hectares of pasture land are required for 47,836. 4 conditional livestock.

Currently, the resolution of the regional akimat No. 472 dated 17.01.2022 "on approval of the transfer of forest fund lands to the category of reserve land for purposes not related to forestry" has been adopted, and the relevant work is being carried out through the Ministry of Ecology, geology and natural resources of the Republic of Kazakhstan.
About the land offered for auction
In accordance with Article 48 of the code, appropriate work is being carried out to sell free land plots that are in state ownership through auctions.
In general, 11 land plots in the village of Aiteke bi and the city of Kazaly were placed on a special site, of which 7 land plots were sold at auction, as a result of which 20,971,600 tenge was received from 6 land plots in the village of Aiteke bi, and 740,000 tenge-from 1 land plot in the city of Kazaly.
The remaining 4 land plots will be sold after the announcement period expires.

Об инвентаризации земель сельскохозяйственного назначения.
За 12 месяцев 2020 года проведена работа по восстановлению в сельскохозяйственном обороте земель, неиспользованных по назначению или использованных с нарушением законодательства, возвращенных в собственность государства, 31 лицу введен в сельскохозяйственный оборот земельный участок площадью 11843 гектара.
В 2020 году из 6 физических и юридических лиц, не использовавших до настоящего времени земельные участки сельскохозяйственного назначения, возвращены в Государственный земельный фонд земли площадью 1788 гектаров.
На 2020 год Управлением земельных отношений Кызылординской области утверждено 6000 гектаров земель сельскохозяйственного назначения на ввод в оборот.
В настоящее время на основании постановления акимата Казалинского района от 09.09.2020 года №136 "Об утверждении перечня земельных участков, выставляемых на конкурс" разработаны землеустроительные проекты на 17 земельных участков площадью 4700,0 га, проведены работы по размещению на официальных интернет-ресурсах уведомлений о предстоящем проведении конкурса земель сельскохозяйственного назначения.
Конкурс по предоставлению права временного возмездного землепользования (аренды) для ведения крестьянского или фермерского хозяйства, сельскохозяйственного производства из земель сельскохозяйственного назначения на территории Казалинского района проводится 20 января 2021 года.
Кроме того, по Казалинскому району «QOLDAU.kz " на веп-портале пастбища составляют 88,5%, сенокосы-94,4% и работы продолжаются.
О местах, предлагаемых к аукциону
В соответствии со статьей 48 Земельного кодекса Республики Казахстан по 55 физическим и юридическим лицам из поселков, городов и сельских округов проведены 13 аукционов, на общую площадь 20,77 га.
Об освоении /использовании части земель/ земли под жилье в целях предпринимательской торговли
С начала года в районе выявлено 256 земельных участков, из них предпринимателями зарегистрировано 117 собственников земельных участков, по остальным 139 земельным участкам направлены в город, поселок и все сельские округа для принятия соответствующих мер в пределах своей компетенции.
На сегодняшний день из 139 земельных участков, направленных для принятия соответствующих мер, полностью узаконены 112 земельных участков.
О незаконном переуступке земельного участка.
По городу, поселкам и сельским округам в ходе проведения инвентаризации земель незаконного пользования земельными участками выявлено 2917 жилых домов, в том числе: по 58 земельным участкам населенный пункт Сарбулак расположен на землях лесного фонда, для переопределения написан 1741 заявление, ведутся землеустроительные работы, на оставшиеся 1118 земельных участков составлен акт и по документам возвращены земельные участки.
О незаконном недропользовании (незаконной разработке карьера).
С начала года в ТОО «Намыс Курылыс», ТОО «Нур-Ас и к», ТОО «Сыр-маржаны», ТОО «Строй модуль-Астана», Кызылординский филиал Республиканского государственного предприятия на праве хозяйственного ведения «Казводхоз» и физическое лицо Бектурганов Серик выявили незаконные приобретения земель, вывоза песка, глины и направили письмо в Управление по контролю за использованием и охраной земель Кызылординской области и департамент экологии по Кызылординской области.
В результате, на всех возбуждено административное производство по статьям 136, 139 Кодекса РК «об административных правонарушениях», наложено административных взысканий в виде штрафов на сумму 736 950,0 тенге.
О земельной комиссии при акимате Казалинского района
На сегодняшний день проведено 43 заседания районной комиссии по решению проблемных вопросов, связанных с земельными отношениями, по предупреждению и устранению нарушений земельного законодательства и подготовке заключений по предоставлению земельного участка или отказу в предоставлении земельного участка, на 1595 земельных участков вынесено соответствующее протокольное решение.
Государственные услуги.
По состоянию на 10 месяцев 2020 года приказом министра сельского хозяйства Республики Казахстан от 1.10.2020 года №301 утверждены Правила оказания государственных услуг в сфере земельных отношений, зарегистрированы в Министерстве юстиции РК 6.10.2020 года №21366 и вступили в силу 30 октября текущего года.
Всего на сегодняшний день оказано 3512 услуг, из них через госкорпорацию оказано 1385, остальные 983-через портал электронного правительства и через канцелярию-1144.
О земельных участках, предоставленных для строительства жилого дома.
В 2020 году согласно генеральному плану по объединению города Казалы и поселка Айтеке би, утвержденному на основании решения Казалинского районного маслихата от 23.12.2019 года №347, отделом строительства, архитектуры и градостроительства Казалинского района принято положительное заключение земельной комиссии при акимате Казалинского района по актам предварительного отбора на 139 земельных участков (180 гектаров) между поселком Айтеке би и городом Казалинск и 254 земельных участка, Ведутся землеустроительные работы через земельный кадастровый отдел Казалинского района.
Кроме того, через отдел строительства, архитектуры и градостроительства Казалинского района для жилищного строительства с вышеуказанных площадей 180 га и 81 га проводятся обследования 109 земельных участков, разрабатываются акты предварительного выбора.
В настоящее время по поселку Айтеке би в очереди зарегистрировано 8672 заявления, по городу Казалы в очереди 1366 заявлений, по сельскому округу Г. Муратбаева в очереди 7 заявлений, в остальных сельских округах в соответствии с отсутствием очередности заявлений своевременно проводятся землеустроительные работы.
Очередные обращения поселка Айтеке би и города Казалы вывешены на специальных стендах в зданиях поселка, города и опубликованы на официальном сайте акимата Казалинского района и на сайте коммунального государственного учреждения «Отдел земельных отношений Казалинского района».
Поступления. На сегодняшний день по земельной отрасли по классификаторам 303101 «выкуп земельного участка», 303202 «выкуп срока пользования земельным участком», 105315 «аренда земельного участка», 201901 "издержки сельскохозяйственного производства" всего поступило в местный бюджет 73 990 779,0 тенге.
