On the execution of construction projects in the 2nd quarter, which are planned to be implemented in 2024 by the Department of Construction, Architecture and Urban Planning of the Kazalinsky district 

About the objects under construction

In 2024, 13 facilities are being built at the expense of budgetary funds. 

Of these: - 3 construction sites are transitional from 2023, 10 new facilities.

Transitional objects:

1. "Construction of internal gas pipelines in the village of Abai, Kazalinsky district"

To date, 14.6 km of gas pipelines have been built (3.3 km of medium pressure, 11.3 km of low pressure), and 90% of construction work has been completed. The contract value of the contractor Remstroy LLP is 343,094 million tenge. The necessary funds amount to 276.577 million tenge.  Currently, gas from the Syrdarya River is extracted by horizontal drilling. Currently, work is continuing on laying carpet and installing gas signs (identification marks).

2. "Construction of a village club for 100 people in the village of Kaukey, Kazalinsky district"

The contract value is USD 335.752 million. Tenge. 325.752 million people have been allocated from the regional budget to continue construction in 2023. 265,001 million tenge was allocated and used. The remaining funds in the amount of KZT 70.752 million have been allocated for the current year and an agreement has been signed. The contractor, SCS Engineering LLP, is working behind schedule. To date, the installation of stage equipment and ventilation equipment continues.

3. Construction of a 300-seat school in the village of Zhankozha Batyr, Kazalinsky district, as part of the pilot national project "Comfortable School"

The cost of the project amounted to 3,100.0 (together with the project) 1,072.0 million tenge in 2024. Currently, the brickwork has been completed and the roof has been covered. Roofing works are starting.At the same time, internal plastering works (levkas), work on the heating and sewerage system were carried out. The contractor is Asar LLP.

New facilities:

1. "Construction of the sports complex of the Bekristan dance village of the Kazalinsky district"

          The contract value is 398.494 million tenge. 50.0 million tenge has been allocated from the republican budget for 2024. The necessary funds amount to 348.494 million tenge. Construction work has begun, excavation work has been completed, and foundation work is underway. The contractor is Zhylu XXI LLP, the author's supervisor is Project Service LLP, the technical supervision is Aimereke LLP.

2. "Construction of a sports complex from Pobeda Park in the Aiteke dance village of the Kazalinsky district"

The contract value is 628.743 million tenge, 50.0 million tenge has been allocated from the republican budget for 2024. The necessary funds amount to 578.743 million tenge.

Currently, bids are scored for the land plot. Construction work has begun, earthworks have been completed, and preparations are underway to lay the foundation. Contractor – Bolashak LLP, author's supervision – SuKurysProekt LLP, technical supervision – Aktaustoroexpert LLP.

3. "Construction of a sports complex in the village of Kozhabaki, Kazalinsky district"

The contract value is 537.783 million tenge, 50.0 million tenge has been allocated from the republican budget for 2024. The necessary funds amount to 478.149 million tenge. 

Currently, bids are scored for the land plot. Construction work has begun and the land is being leveled. Foundation blocks are delivered to the facility. Contractor – Namys-Kurylis LLP, author's supervision – DAB LLP, technical supervision – Aktaustroyexpert LLP.

4. "Construction of a rural club with 100 seats according to a standard project of the village of Maidakol in the Kazalinsky district"

The cost of the contract is 399.133 million tenge, 50.0 million tenge has been allocated from the republican budget for 2024. The necessary funds amount to 349.133 million tenge. 

Currently, bids are scored for the land plot. Construction work has begun. Earthworks have been completed and the foundation is being laid. Contractor – Namys-Kurylis LLP, author's supervision – Sartobe LLP, technical supervision – Grand Urban LLP.

5. Execution of works (pumping station and distribution pipeline) under the project of JSC "RZA" "Creation of 184.29 hectares of irrigated land plots (for sowing crops) in the Kazalinsky district of the Kyzylorda region" 

The contract value is KZT 211,841 million. On April 19 of this year, a budget application was submitted to the regional department of Natural Resources and Environmental Management, 21 billion 184 million tenge was allocated from the regional budget. Currently, an additional contract has been signed and construction work is continuing.

6. "Landscaping of the territory of the monument to Zhankozhe Nurmukhammeduly in the village of Ayteke bi, Kyzylorda region, Kazalinsky district" The contract value is 160,971 million tenge. 105.0 million tenge has been allocated from the district budget for 2024. 

Construction work has now begun. The foundation is being installed. The contractor is Namys–Kurylis LLP, the author's supervision is Meken and K LLP, the technical supervision is Archidesignstroy Engineering LLP.

7. "Construction of internal gas pipelines in the village of Aktan Batyr, Kazalinsky district, Kyzylorda region" The contract value is 353.663 million tenge. 325.929 million tenge has been allocated from the regional budget for 2024. The necessary funds amount to 27.734 million tenge.  

Currently, preparations are underway for the start of construction work. Contractor – Orda-Kurylys Construction Company LLP, author's supervision – DOOM-Project LLP, technical supervision – Novat Stroy LLP.

8. "Construction of an administrative building in the village of Ayteke bi, Kazalinsky district, Kyzylorda region"

The contract value is 1,735,509 million tenge. 50 thousand tenge has been allocated from the district budget for 2024. The necessary funds amount to 1,735,459 million tenge. Currently, preparations are underway for the start of construction work. Contractor – Asar LLP, author's supervision – Remporoekt LLP, technical supervision – Prospector-NS LLP.

9. "Purchase of rental housing for socially vulnerable segments of the population (21 housing units)"

In 2024, 266,973 million tenge was allocated from the republican fund for the purchase of 21 residential facilities (the cost of one apartment is 12,713 million tenge), in addition, the regional department of construction, architecture and urban planning department for the purchase of 129 residential units. At the moment, 1,569.0 million tenge has been allocated for 102 apartments. 123 apartments for a total amount of 1,835,984 million tenge. 

Currently, construction work has begun on all residential buildings. 

10. "Construction of a forest nursery with an area of 33.5 hectares, including an irrigation project on the territory of the Kazalynsky MM for the protection of forests and wildlife of the Kyzylorda region" 

Customer: Committee of Forestry and Wildlife of the Ministry of Ecology and Natural Resources of the Republic of Kazakhstan.

The cost of the project is 518,558 million tenge. The contractor is Enbek LLP.

The project provides for the construction of a water pipeline to a sowing field with an area of 27 hectares, the installation of 1 water tank with a volume of 500 m3, fencing of the territory of 35 hectares, drilling a well with a depth of 250 m, a modular kitchen, a recreation room, a warehouse, a bathroom, a refrigerator and a roof (canopy) with special equipment.

Currently, the construction work has been completed and preparations are underway for the reception.

About the public procurement competition 

Currently, the department carries out 8 public procurement:

Of these, 2 are construction works, 6 are projects for the development of design and estimate documentation. 

About construction works:

1. On April 16 of this year, a state competition was announced for the performance of construction and installation works "to provide engineering infrastructure (road construction) of residential buildings being built in the newly opened quarter of the village of Muratbayev in the Kazalinsky district" by means of a rating-point system competition.

1.0 thousand tenge has been allocated from the district budget for 2024. The announced budget is 218.250 million tenge. 

Kazaly-Zholshi LLP was recognized as the winner of the public procurement competition.

2. "Aktan Batyr, Zhankozha Batyr, Bekayan bi Maidakol, U. On June 28 of this year, a state tender was announced for construction and installation work on the project "Construction of a gas pipeline to the settlements of Tuktibayev" through a tender according to the rating system. 

(Acceptance of documents will begin on July 5, 2024 and will end on July 22, 2024)

A total of 1,562,453 million tenge has been allocated for 2024. (RB – 200.0 million tenge, OB – 1,362,453). At the June session, 1,235,202 million tenge was allocated from the regional budget. The announced budget is KZT 3,293.147 million.

On the development of design and estimate documentation:

3. The project "Construction of residential buildings in the newly opened quarter of the village of Aiteke bi of the Kazalinsky district of the Kyzylorda region with engineering infrastructure (drinking water, gas and electricity supply)" was transferred to the state in February 29 of this year, a competition for the development of estimated documentation was announced according to the rating-point system. 

500 thousand tenge has been allocated from the district budget for 2024. The announced budget is 5,161 million tenge.

4. On February 26 of this year, a state competition was announced for the construction of engineering infrastructure (road construction) for residential buildings to be built in the newly opened quarter of the village of Aiteke in the Kazalinsky district of the Kyzylorda region - the development of estimated documentation through a rating-point system competition. 

500 thousand tenge has been allocated from the district budget for 2024. The announced budget is 1,587 million tenge.

In total, 13 facilities are planned to be built in the Kazalinsky district in 2024. For the implementation of these projects in 2024, 225.384 million tenge was allocated from the National Fund, 2970.5 million tenge from the republican budget, 1915.5 million tenge from the regional budget, a total of 5,111.3 million tenge.
Of these:- 3 objects are under construction in transition from 2023, 10 objects are a new project.

To say more, we can say:
Within the framework of the Aul-El Besigi project, 200.0 million tenge was allocated from the republican budget for 4 facilities under the program for the development of social and engineering infrastructure in rural settlements.
1. "Construction of a sports complex from the village of Kozhabaki in the Arandinsky rural district of the Kazalinsky district of the Kyzylorda region."
The project is worth 566.355 million tenge. 50.0 million tenge has been allocated for 2024 (a public procurement competition is taking place, the results are being summed up).
2. "Kyzylorda region Kazalinsky district, Aiteke bi kenty "Zhenis" park construction of a sports complex".
The project cost 649.8 million tenge. 50.0 million tenge was allocated for 2024 (a public procurement competition is being held, the results are being summed up).
3. "Construction of a sports complex from the village of Bekristan bi Kazalinsky district of Kyzylorda region".
The cost of the project is 429.496 million tenge. 50.0 million tenge has been allocated for 2024 (contractor LLC Zhelo-XXI, work has begun).
4. "Construction of a rural club with 100 seats of a typical project from the village of Maidakol in the Kazalinsky district of the Kyzylorda region"
The cost of the project is 419.347 million tenge. 50.0 million tenge has been allocated for 2024 (a public procurement competition is being held, the results are being summarized).

According to the program for the development of the gas transportation system, 225.384 million tenge was allocated from the National Fund, and 127.251 million tenge from the regional budget.
5. "Construction of a gas pipeline to be laid to the settlements of Aktan Batyr, Jankhoja batyr, Bekarystan bi Maidakol, U. Tuktibayeva " of the Kazalinsky district
The project cost 3,863,855 million tenge for 2024, a total of 327.251 million tenge (200.0 million tenge was allocated from the national fund, 127.251 million tenge was allocated from the regional budget). (a public procurement competition is taking place, the deadline for accepting applications is April 16 of this year).

As part of the national entrepreneurship development project for 2021-2025, 116.626 million tenge was allocated from the republican budget for 1 facility under the industrial infrastructure development program.
6. "RZA" AK-nyn Kyzylorda oblysy, Kazaly audanyda 184.29 ha (dakhyldardy ysu usin) suarmaly zher uchaskesin kuru"zhobasy boyynsha sorgy stations men taratu kuby"
Project cost - 224.056 million tenge. For 2024, 116.626 million tenge was allocated from the republican budget (contractor LLC "Zhelo-XXII", works started).

Transitional facilities from 2023

7. "Construction of intra-block gas networks in the settlement of Abai Kazalinsky district"
The cost of the project is 357.735 million tenge. The contract value is 343,093 million tenge. By the beginning of construction in 2023, 5.0 million tenge was allocated from the AB, 36.153 million tenge from the OB, a total of 41.153 million tenge, which were fully utilized. The necessary financing in the amount of 301,941 thousand tenge. For 2024, 25.384 million tenge has been allocated from the national fund. The contractor is Remstroy LLC. (the necessary funds are 276,557 million tenge, to date, 3 km of medium-pressure gas pipeline, 8.9 km of low pressure, only 11.9 km of gas pipeline have been completed, 80% of the works of the facility have been completed)
8. construction of a rural club " for 100 seats from the village of Kaukey " in the Kazalinsky district.
The cost of the contract is 335.752 million tenge. In 2022-2023, 335.752 million tenge was allocated from the regional budget for construction, construction and installation work is underway. Mastered finances-265,001 thousand tenge. The remaining funds are 70,752 million tenge. Contractor "SCS Engineering" LLC.
To date, the construction of the exterior gates of the building has been completed for pouring the foundation of a modular steam boiler, interior finishing works have been carried out, work on the internal heating system, overlapping the roof of the stage, casting the building's facade, pouring the column crossbars of the stairs KR-1, KR-2, gluing tiles. The object is under consideration in court due to the expiration of its completion date.
The rest of the work: Interior finishing, asphalting of external roads, installation of equipment, work on external landscaping, construction of an external toilet.
9. "Kyzylorda region Construction of an administrative building in the village of Ayteke bi Kazalinsky district"
Due to the change in the land plot and the price, the project was adjusted.
The cost of the project is 341.404 million tenge. The financing required to finance the construction is 339.967 million tenge.
5.0 million tenge has been allocated from the regional budget for 2023, 1.4 million tenge has been disbursed. A public procurement competition was held, the contractor of which was LLC SK and Montazh-Stroy. No.84 Contracts were concluded with the contractor institution on October 06, 2023. The duration of construction is 5.5 months.
10. 266.984 million tenge was allocated from the republican budget for the simple purchase of housing for low-income families with many children (21 residents are simple). (land plots have been allocated, stakes have been knocked out, work will begin this week).
In addition, a budget application has been submitted to the regional construction department for the purchase of 101 additional apartments.
A total of 122 apartments, that is, 61 houses, for each of which plots of 600 square meters are ready, are put up for auction.
5 Projects will be implemented by the Customer by the regional Department of Construction, Architecture and Urban Planning.
If we talk more, we can say:
11. Construction of the Ruhaniyat center in the village of Ayteke bi of the Kazalinsky district. The cost of the project is 1822.964 million tenge. 1791.614 million tenge has been allocated from the regional budget for 2024. The contractor is Omirzak LLC (the contract with the contractor was concluded on March 07 of this year for financing 1718,053 tenge). A public procurement competition is being held for the technical supervisory authority, and the results are being summarized.
12. Construction of a 300-seat school from the village of Jankhoja Batyr, Kazalinsky district, as part of the pilot national project "Jile school".
The cost of the project is 3100.0 million tenge per project. Contractor "Asar" LLC. 1658.0 million tenge has been allocated for 2024 (to date, the cornerstone has been filled in, the first floor has been braided and the second floor has been braided).
13. "Construction of a school for 600 places" within the framework of the pilot national project "Juile school" from Aiteke bi rudy Kazalinsky district.
729.0 thousand tenge has been allocated for 2024. On Zhankhodzhi Nurmukhamedovich Street, plot No. 568, 4.5 hectares were transferred.
In addition, public services are provided with the department.
In accordance with the Order of the Minister of National Economy of the Republic of Kazakhstan dated November 30, 2015 No. 750 on approval of the Rules for the organization of construction and passage of licensing procedures in the field of construction 2 provide public services.
Through the electronic licensing portal: 435 applications were received in January-March 2024. Namely:
During the development of projects - "Construction and reconstruction (redevelopment, re-equipment) for the provision of raw materials in January - March 2024, 224 applications for public service were received."
- "Nobai Project Soviet" The Civil Service in January-March 2024 received 211 applications, of which 210 were satisfied, 1 received a reasoned refusal;
In accordance with the order of the Minister of Industry and Infrastructure Development of the Republic of Kazakhstan dated March 30, 2020 No.According to the state service for issuing a certificate to determine the address of real estate objects in the territory of the Republic of Kazakhstan in January-March 2023, " 82 applications were submitted through the e–government portal, 87 applications were submitted through HKKO and the State Corporation, a total of 169 applications. No motivated refusals.
According to the order of the Minister of Industry and Infrastructure Development of the Republic of Kazakhstan dated April 29, 2021 No. 202 on transfer activities on handles for performing a complex of works on subsequent disposal (demolition of buildings and structures) of objects, currently maintenance is not carried out due to non-compliance with standards.
In addition, according to 29 applications for determining, increasing, and understating the size of a land plot in Aitek-Biysk, Kazalinsky and 19 rural districts, drawings were studied, measured, developed and submitted to the district land commission for consideration with a visit to the beginning of each land plot.
In total, 705 applications for public services were completed on time in January-March 2024. The business processes of providing public services were carried out in accordance with the Rules without violating deadlines, and no complaints were received about the quality of public services.

Housing
With the results of the 12 months of 2023, 287 residential buildings with a total volume of 54,647.0 square meters were put into operation.
With the results of 3 months this year, there were 11,994.0 square meters
62 residential buildings have been put into operation. It is performed by 103.0% more than in the corresponding period of 2023.
It is planned that 289 residential buildings with a total volume of 55,00.0 square meters will be commissioned by the end of the year.

Certificate of the work done by the Department of Construction, Architecture and Urban Planning of the Kazalinsky district for ІІІ quarter of 2023

Architectural and urban planning supervision is understood as measures aimed at regulating the processes of transfer and use of land plots, construction and reconstruction. The main task of architectural and urban planning supervision is to ensure compliance with the rules and requirements established by legislation and regulations in the field of architecture and urban planning, as well as to preserve the architectural appearance and character of the territory.

The Department of Construction, Architecture and Urban Planning of the Kazaly District conducts monitoring in accordance with paragraph 14 of Article 26 of the Law of the Republic of Kazakhstan dated July 16, 2001 "On Architecture, Urban Planning and Construction Activities".

 For the current year, 11.0 billion tenge was allocated from the republican, regional and district budgets  for the construction of 61 facilities.

Including:

1 project through the Committee on Water Resources (Baikozhinsky main water pipeline, funds 678.295 million tenge);

6 projects are being implemented by the Regional Department of Construction, Architecture and Urban Planning. (2 facilities are transitional from 2022, the construction of 4 facilities is being built again, the funds are 2308.2 million tenge).

1 facility  is being implemented through the regional health department (funds 150.8 million tenge), 1 facility through the Department of Education (funds 208.305 million tenge).

2 facilities are being implemented by order of the regional Department of Passenger Transport and Highways. (3615.7 million tenge).

6 projects are  being implemented by the district department of construction, architecture and urban planning  (3 facilities are transitional since 2022, 3 facilities were launched this year, 1281.4 million tenge of funds) and 16 facilities are being implemented by order of the Department of Housing and Communal Services, Passenger Transport and Highways (with a total cost of 2894.8 million tenge).

In addition, 28 facilities are under construction by the akimats of the village of Aiteke bi, the city of Kazalinsk and rural districts, including landscaping, construction of sidewalks, major repairs, repair of sports grounds.

Facilities that are built at the expense of the budget are under the constant control of the customer, a technical observer.

In addition, according to the protocol order of the deputy akim of the region S. Kozhaniyazov, construction sites are controlled by the regional control department. In July-September, the department's specialists visited the construction sites of the district 3 times and issued certificates for each facility.

In order to control the construction at the expense of private funds, it was noted that 70 business facilities are being built and installed in the village of Aiteke bi and the city of Kazalinsk,  of which 19 objects are land plots for entrepreneurial activities, 51 for individual housing construction.

To date, permits have been issued for 10 facilities and construction is being carried out in accordance with the requirements of the law.

Since the beginning of the year, 24  construction facilities (social and entrepreneurial facilities)  have been commissioned, 22 construction facilities have been adapted for entrepreneurial activities.

For 8 months of 2023, 1.370 billion tenge was invested in the district for construction at the expense of private funds. investments (for 8 months of 2022 amounted to 1.340 billion tenge).

In accordance with Article 33 of the Law, the Regional Control Department (hereinafter referred to as the Department) has the right to check the compliance of construction objects, used building materials, products with the requirements of state standards.

The results of monitoring are regularly sent to the department: in 2022, 15 facilities were sent,  of which 3 facilities were  fined, the remaining 12 facilities were submitted. In 2023, 10 business facilities and 19 gas stations were opened.

Private housing construction facilities are not subject to inspection in accordance with the Law on Architecture and Construction, and business facilities are subject to explanatory work on the legalization of documents, and notification letters have been issued for 51 objects.

In accordance with Article 710 of the Code of Administrative Offences, violations of the legislation on land use in accordance with its intended purpose are considered by the Department of Land Management of the Kyzylorda region. Since the beginning of the year, the Department of Agriculture and Land Relations of the district has sent 34 persons to the land inspectorate for this violation, 14 of them instructed to draw up their documents in accordance with the law. Information is collected and studied.

In order to identify persons who violated the architectural appearance and principles of improvement of the settlement, 46 persons who violated the rules of improvement were identified.

In accordance with Article 505 of the Code of Administrative Offences, administrative measures were taken by the akimat of the village of Aiteke bi  16 (7 fines – 241,500 tenge; 9 warnings), 30 people from the city of Kazalinsk (8 fines – 272,000 tenge; 22 warnings).

In 2018-2021, on the basis of the master plan, 831 hectares (6 zones) of infrastructure  were provided between the village of Aiteke bi and the city of Kazalinsk, 1800 plots were transferred for the construction of individual housing.

In the course of the inventory with the Department of Agriculture and Land Relations of the Kazalinsky District, 48 land plots were returned  due to the lack of development by the owners in accordance with the established procedure, currently work is underway on the transfer of returned land plots (by the end of the year, the transfer of 19 plots is possible).

In order to transfer land plots to the next citizens, a project was developed to provide engineering infrastructure networks of 600 hectares of the southwestern outskirts of the village of Aiteke bi  (water supply, electricity supply, road construction) worth 8.9 billion tenge (water supply 2.7 billion tenge, electricity supply 1.3 billion tenge, road construction 4.8 billion tenge).

The project provides for 237.3 km of drinking water, 119.8 km of power lines, 86.5 km of cattle and stone roads (HPPs).

If this territory is covered by infrastructure, then land plots will appear here for the construction of 3,770 individual houses, a school, a kindergarten, a sports ground, and a park.

To finance the project, budget applications were submitted to the Committee for Construction, Housing and Utilities of the Ministry of Industry and Infrastructure Development.

In addition, in order to open new quarters for housing construction, 10.0 million tenge was allocated from the district budget for the development of a detailed planning project for 140 hectares from the territory of the 5th quarter of the village of Aiteke bi. Public procurement procedures are currently underway (opening on 26.09.2023, 1 person excluded).

In addition, for the design development of a detailed planning project for 76 hectares on the territory of the 2nd  quarter of the village of Aiteke bi, budget applications were submitted for financing from the regional budget in the amount of 21.0 million tenge.

As you know, from 2008 to 2010, master plans and development schemes for 24 settlements of the district were developed and approved. At present, due to the approach to the calculation period of rural development schemes, there is a need to make adjustments to the schemes.

In this regard, in accordance with the "Roadmap for the development (adjustment) of master plans, schemes for the development and construction of settlements in the Kyzylorda region until 2025", budget applications were submitted for financing the project from the regional budget in the amount of 35.8 million tenge to amend the master plans of the villages of Tasaryk (6.1 million tenge), Kaukei (10.5 million tenge), Urkendeu (5.2 million tenge),  G. Muratbayev (7.1 million tenge), K. Primov (6.9 million tenge).

Since September of this year, specialists of the Kyzylorda branch of the RSE "Republican State Center for Urban Planning and Cadastre" have begun an inventory of underground and surface engineering networks in built-up areas of 1381 hectares of the village of Aiteke bi, 252 hectares of Kazalinsk.

For this work, 82.1 million tenge was allocated from the regional budget. Tg. (55.4 million tenge Aiteke bi, 26.7 million tenge Kazalinsk).

To date, aerial photography has been carried out by specialists of the Public Administration enterprise. Now an inventory of engineering networks on the territory of the settlement will be carried out. Completion of the work is scheduled for December 15, 2023.

According to the results of 12 months of 2022, 280 residential buildings with a total area of 54,072.0 square meters were commissioned.

 According to the results  of 8 months of  this year, 136 residential buildings with a  total area of 27,314  square meters were commissioned, which is 120.0% more than in the corresponding period  of 2022. (investment reports on housing construction have been submitted for 3.2 billion tenge).

By the end of the year, 306 residential buildings with a total area of 58,674.0 square meters were commissioned, 6.9 billion tenge was commissioned.  It is planned to submit investment reports (5.5 billion tenge in 2022).

 In total, since the beginning of the year, 4 public services will be provided in the department, 1154 applications have been received  through the electronic licensing portal:

• Purchase of primary materials for the development of construction projects – 565 applications, of which 557 were satisfied, 8 were rejected for valid reasons;

• 589  applications were submitted for approval of the conceptual design, of which 559  were satisfied, 30 were rejected;

• 156 applications were received through the PSC, 207 applications through the e-government portal,  a total  of 363 applications.

1) «Обеспечение инфраструктурой жилых домов (строительство дорог), строящихся на земельном участке площадью 81 гектар от города Казалы» переходящий с 2019 года. Сумма договора - 134,6 млн. тенге. На 2019 год выделено 120,929 млн. тенге, на 2020 год 13,671 млн. тенге, средства освоены в полном объеме. (Подрядчик ТОО «СтройМодульАстана»).

Строительно-монтажные работы были завершены 13 ноября 2020 года и приняты в эксплуатацию.

Государственная программа жилищно-коммунального развития «Нұрлы жер»

2) на строительство 18-квартирного арендного многоэтажного жилого дома в поселке Айтеке би в 2019 году выделено 140,950 млн. тенге, на 2020 год 7,85 млн. тенге. Генеральный подрядчик ТОО "Бер-Нур Тараз". Сумма договора 148,8 млн. тенге. Строительно-монтажные работы были завершены 13 октября 2020 года и приняты в эксплуатацию.

 3) на строительство 1-этажного 4-квартирного жилого дома в п. Айтеке би было выделено 285,292 млн. тенге из республиканского бюджета, 96,785 млн. тенге из областного бюджета, всего 382,077 млн. тенге. Генеральный подрядчик ТОО "Мунай Курылыс". Сумма договора 382,077 млн. тенге. Строительно-монтажные работы завершены 30 ноября 2020 года и приняты в эксплуатацию.

Государственная программа поддержки и развития бизнеса «Дорожная карта бизнеса 2025»

4) строительство» обеспечение инфраструктуры транспортно-логистического центра (питьевая вода, канализация, телефонизация, электро -, газоснабжение) в поселке Айтеке би Казалинского района. Подрядчиком по обеспечению водоснабжением и газоснабжением является ТОО «Жылу-ХХІ», подрядчиком по электроснабжению ТОО "Энергомера".

Строительно-монтажные работы объекта завершены и введены в эксплуатацию в июле, августе, сентябре 2020 года. Согласно плану создано 50 рабочих мест, из них 25 трудоустроены по направлениям центров занятости населения. Работы по электроснабжению завершены в июле этого года, по водоснабжению - в августе, по газоснабжению - в сентябре. Всего будет предоставлено 120 земельных участков.

6) строительство внутриквартальных газовых сетей в населенном пункте Гани Муратбаева Казалинского района. Было выделено и освоено 239,507 млн. тенге. Генеральный подрядчик ТОО "Сапак". Согласно плану создано 60 рабочих мест, по направлению центров занятости трудоустроено 30 человек. Областным управлением строительства, архитектуры и градостроительства выполнено строительство 4 объектов

- Строительство «Поликлиники на 250 посещений в смену в поселке Айтеке би Казалинского района». На 2020 год было выделено 505,0 млн. тенге. Дополнительно необходимый объем средств составил 1,946 млрд. тенге. В настоящее время ведутся строительные работы.

- «Строительство административного здания в поселке Айтеке би Казалинского района Кызылординской области». На 2020 год было выделено 148,9 млн. тенге. Объект введен в эксплуатацию в октябре 2020 года.

- «Строительство дома культуры на 600 мест в поселке Айтеке би Казалинского района» с 2019 года. На 2019 год из областного бюджета выделено 465,8 млн. тенге. в 2020 году было выделено и освоено 360,42 млн. тенге. В настоящее время ведутся строительные работы.

3. Проект «Строительство детского сада на 90 мест в с. Бозколь Казалинского района» разработан в 2019 году. Объем финансирования строительства составил 373,927 млн. тенге. Предлагается выделить средства в рамках Дорожной карты занятости.

Разработка проектно-сметной документации и проекты, предлагаемые к финансированию

На начало 2020 года из районного бюджета выделено 42,3 млн тенге на разработку новых проектов, разработано 4 проекта. В частности:

- На разработку и экспертизу проектно-сметной документации на строительство школы №170 на 250 мест в поселке Айтеке би выделено 24,9 млн. тенге. Стоимость проекта 982,449 млн. тенге. Предлагается выделить средства в рамках Дорожной карты занятости.

- На разработку и экспертизу проектно-сметной документации проекта пристройки к школе-гимназии №226 (спортивный зал) выделено 3,5 млн тенге. Стоимость проекта 128,032 млн. тенге. Предлагается выделить средства в рамках проекта «Ауыл ел бесігі».

- На проект по обеспечению внешней инженерной инфраструктурой 12 арендных 2-х этажных 12-квартирных жилых домов поселка Айтеке би выделено 12,9 млн тенге, проект разработан. Стоимость проекта 511,701 млн. тенге. На финансирование строительства рекомендовано областное управление строительства, архитектуры и градостроительства.

- На разработку и экспертизу проектно-сметной документации 1 тренажерной и стритбольной площадки в поселке Айтеке би выделено 1,0 млн тенге, проект разработан . Стоимость проекта составила 20,918 млн. тенге. Предлагается выделить средства в рамках Дорожной карты занятости.

Наряду с этой работой на 2020 год из районного бюджета выделено 30,6 млн тенге, разрабатывается 5 проектов.

- Разработка и экспертиза проектно-сметной документации на строительство объекта «Газоснабжение населенных пунктов Жалантос батыр, К. Пиримов Казалинского района», спортивного комплекса В С. К. Пиримов и строительство 10 арендных 1-этажных 2-х квартирных жилых домов в г. Казалы и 10 арендных 1-х этажных 2-х квартирных жилых домов в п. Айтеке би.

Работы в сфере строительства

9-месячная справка

В 2020 году на реализацию 8 проектов было выделено в общей сложности 1 млрд. 368 млн. тенге (616,8 млн тенге из РБ, 750,9 млн тенге из ОБ).

В частности:

1. В рамках Дорожной карты занятости выделено 243,546 млн тенге на строительство инженерных сетей (электричество, газ, вода) в микрорайоне Аймакаш, поселок Айтеке би Казалинского района Кызылординской области, стоимость проекта - 243,546 млн тенге. Сумма договора - 214,448 млн тенге. За счет выделенных средств освоено 214,448 млн тенге. Подрядчик по работам водоснабжения и газоснабжения – ТОО «Жылу XXI», а по электроснабжению - ТОО «Энергомера». Количество работающих через центр занятости - 25 человек. Срок строительства 12.05.2020-31.09.2020 (3,5 месяца)

На сегодняшний день строительство электроснабжения, водоснабжения и газоснабжения завершены.

Наряду с этим проектом был разработан и внесен на финансирование из областного бюджета проект строительства дороги в микрорайоне Аймакаш. Стоимость проекта 175,2 млн тенге. В случае реализации проекта из нового жилого массива будет переведено около 120 земельных участков.

2. В рамках Дорожной карты занятости выделено 239,507 млн ​​тенге на строительство внутриквартальных газопроводов в селе Гани Муратбаев Казалинского района. Стоимость проекта составляет 270,426 млн тенге. Сумма контракта - 219,033 млн тенге. Из выделенных средств освоено 157 миллионов тенге. Подрядчик "Сапак" ПК. Газопроводы будут проложены в 293 домах согласно проекту,

Количество работающих через центр занятости - 30 человек. Срок строительства 20.05.2020-05.10.2020 (4,5 месяца). На сегодняшний день выполнено более 80% всех работ, остальные работы - это обследование газопровода, строительство газопроводов в жилые дома, подключение перекрестков.

3. В рамках Дорожной карты занятости выделено 210,823 млн тенге на строительство сельского клуба на 150 мест в селе Аксуат Майлыбасского сельского округа Казалинского района. Стоимость проекта составляет 230,806 млн тенге. Сумма договора - 187,759 млн тенге. Из выделенных средств освоено 93,0 млн тенге. тенге. Подрядчик - ТОО «Болашак». Количество работающих через центр занятости - 26 человек. Срок строительства 25.05.2020 - 25.04.2021 (11 месяцев). Согласно контракту, строительные работы должны быть завершены в 2021 году, но подрядчик планирует завершить их в декабре этого года. На сегодняшний день заложен фундамент объекта, уложены стены, покрыта крыша, проведены работы по ограждению, ведется строительство зрительного зала здания, строительство уличного туалета, закладывается фундамент парового котла.

4. По программе «Ауыл-Ел бесігі» было выделено 168,2 млн. тг на проект «Проведение сервисного водопровода к жилым домам в селе Бекарыстан би Казалинского района». Сумма договора - 137,5 млн тенге. Из выделенных средств освоено 90,0 миллионов тенге. Всего будет обслужено 467 домов.

Подрядчик ТОО «Намыс Курылыс». Количество работающих через центр занятости - 8 человек. Срок строительства 20.05.2020- 05.12.2020 (6,5 месяцев). На сегодняшний день проложено 17,7 км водопроводов, смонтировано 92 железобетонных колодца. Подведены инженерные сети к 430 домам и 3 учреждениям.

5. В рамках Программы регионального развития до 2020 года проводятся работы по «Обеспечению инфраструктурой участка в 81 га в г. Казалинск Казалинского района Кызылординской области». Стоимость проекта 169,3 млн тенге. Генеральный подрядчик - ТОО «СтройМодуль Астана». Сумма договора составляет 142,650 млн тенге (РБ-128,979 млн тенге, ОБ-13,671 млн тенге).

6. Строительство шести 18-квартирных многоэтажных жилых домов в поселке Айтеке би в рамках государственной программы жилищного строительства «Нурлы жер». Подрядчик - ТОО «БерНурТараз».

7. В рамках государственной программой жилищного строительства «Нурлы жер» из республиканского бюджета выделено 285,292 миллиона тенге на строительство 10 одноэтажных 4-х квартирных домов стоимостью 424,7 миллиона тенге в поселке Айтеке би. По результатам государственных закупок победителем был определен ТОО «Многопрофильная строительная фирма« МунайКурылыс». Сумма договора - 382,077 млн ​​тенге (РБ-285,292 млн тенге, ОБ-96,785 млн). Срок строительства 8 месяцев.

Бюджетная заявка на софинансирование в размере 96,8 млн тенге подана в областное управление строительства из-за отсутствия средств. Если финансовые вопросы будут полностью решены, строительство будет завершено и сдано в эксплуатацию в этом году.

Через центр занятости трудоустроено 19 человек.

8. Строительство объекта «Обеспечение инфраструктурой транспортно-логистического центра в поселке Айтеке би Казалинского района Кызылординской области (внешнее водоснабжение, канализация, телефония, электричество, газоснабжение)» в рамках государственной программы поддержки и развития предпринимательства «Дорожная карта бизнеса-2025». Стоимость проекта 210,82 млн тенге. Сумма договора составляет 178,249 млн тенге. Генеральный подрядчик - ТОО «КазстройСервис».

9. В августе из районного бюджета было выделено 10,0 млн тенге на строительство систем технического водоснабжения жилья в селе Майдаколь, а сегодня проводятся государственные закупки. 10. В августе из районного бюджета было выделено 10,0 миллионов тенге на строительство систем технического водоснабжения жилых домов в селе Жанкожа батыр. (Заключение эксперты 11.11.2018 № ЭПРО-0332/18. Необходимые средства для финансирования строительных работ - 114,739 млн тенге).

11. Программа регионального развития до 2025 года. В октябре текущего года на строительство объекта «Газоснабжение г. Казалинска Казалинского района Кызылординской области» планируется выделить 200,0 млн тенге из области. (Заключение эксперты от 03.07.2019 №14-0093/19. Общая сметная стоимость проекта - 1026,907 млн ​​тенге. Необходимые средства для финансирования строительных работ - 981,191 млн тенге)

Поэтому на начало строительных работ по данному объекту из районного бюджета выделено 3,7 млн ​​тенге, проводятся государственные закупки.

1. Строительство дома культуры на 600 мест в поселке Айтеке би. Стоимость проекта составляет 948,2 млн. тенге. Генеральным подрядчиком является ТОО «ҚазқұрылысСервис». В 2019 году из областного бюджета было выделено и освоено 550,0 млн. тенге. А на 2020 год было выделено 222,322 2020 млн. тенге. 2. Строительство детского сада на 90 мест в селе Аксуат Майлыбасского сельского округа. Стоимость проекта составляет 460,462 млн. тенге. Генеральный подрядчик ТОО «Орион LTD». В 2019 году из областного бюджета было выделено и освоено 147,725 млн. тенге. На 2020 год выделенл 142,276 млн. тенге. Заказчик областное управление строительства, архитектуры и градостроительства.

3. В рамках государственной программы жилищного строительства "Нұрлы жер" построено 6 многоэтажных 18-ти квартирных арендных жилых домов в поселке Айтеке би. Стоимость проекта млн 171,820.тенге. Генеральный подрядчик ТОО «Бер-Нур-Тараз». В 2019 году было выделено и освоено 141,033 млн. тенге. На 2020 год выделено 7,85 млн. тенге. Ведутся строительно-монтажные работы. Заказчик отдел строительства, архитектуры и градостроительства Казалинского района.

4. Обеспечение инфраструктурой (строительство дорог) земельных участков под ИЖС площадью 81 гектар в городе Казалинск Казалинского района. Стоимость проекта 169,3 млн. тенге. Генеральный подрядчик ТОО «СтройМодуль Астана». В 2019 году было выделено 136,779 млн. тенге из республиканского бюджета. 13,671 млн. тенге из областного бюджета на софинансирование и освоено 128,979 млн. тенге. На 2020 год выделено 13,671 млн. тенге, ведется строительство. Заказчик отдел строительства, архитектуры и градостроительства Казалинского района.

5. Строительство поликлиники на 250 посещений в смену в поселке Айтеке би. Стоимость проекта 2753,0 млн. тенге. Генеральный подрядчик ТОО «SCS Инжинеринг». На 2020 год выделено 550,0 млн. тенге, ведется строительство. Заказчик областное управление строительства, архитектуры и градостроительства.

6. Строительство административного здания государственного коммунального предприятия по охране лесов и животного мира в городе Казалинск. Стоимость проекта 253,2 млн. тенге. Генеральным подрядчиком является ТОО «ҚазқұрылысСервис». На 2020 год выделено 50,0 млн. тенге, ведется строительство. Заказчик областное управление строительства, архитектуры и градостроительства.

7. Строительство административного здания в поселке Айтеке би. Стоимость проекта составляет 152,3 млн. тенге. Генеральный подрядчик ТОО «Орион LTD». На 2020 год выделено 148,9 млн. тенге, ведется строительство. Заказчик областное управление строительства, архитектуры и градостроительства.

8. Обеспечение транспортно-логистического центра в поселке Айтеке би инфраструктурой (внешние сети водоснабжения, канализации, телефонизации, электроснабжения, газоснабжения) в рамках государственной программы «Дорожная карта бизнеса-2025» для поддержки и развития бизнеса. Стоимость проекта 210,82 млн. тенге. Генеральным подрядчиком является ТОО «ҚазқұрылысСервис». На 2020 год выделено 178,628 млн. тенге из республиканского бюджета, 20,261 млн. тенге из областного бюджета. Ведется работы по заключению договоров с подрядчиком. Заказчик отдел строительства, архитектуры и градостроительства Казалинского района.

Также в текущем году в целях обеспечения жильем многодетных семей, социально уязвимых групп населения ведутся работы по приобретению 3-х комнатных 40 квартир. В случае выделения средств многодетные семъи и социально уязвимые группы населения будут обеспечены жильем.
