For the provision of special services in the rehabilitation center for disabled children in the conditions of the semi-stationary day stay" Shapagat", the republican budget allocated 1,6002.0 thousand tenge, during the reporting period, 20 children received services in the amount of 2,459. 0 thousand tenge.
In connection with the introduction of the" Portal of Social Services "in the district, a" portal of social services " for the disabled was put into operation with the participation of individual assistants, non-governmental organizations and public associations serving the disabled of group 1, sign language specialists and disabled people with difficulties in movement.
Currently, applications from 98 disabled people have been accepted for work with the" social services portal "through the" self-service corner", in accordance with orders through the district postal service center, hygiene products have been transferred to the house in the amount of 1824.5 thousand tenge.
For the department of special social assistance at home for children with disabilities
In accordance with the standard of providing special social services in the field of social protection of the population in the conditions of providing services at home, approved by the order of the Minister of Health and Social Development of the Republic of Kazakhstan dated March 26, 2015 No. 165, persons with disabilities are provided with 8 types of special social services.
In accordance with the "rehabilitation program for the disabled", special social services are provided at home to 125 disabled children who have been issued an individual rehabilitation certificate.
Events for children with disabilities were also organized as a cultural and social service.
On March 22, in honor of the great day of the ulus, the department of special social assistance at home for children with disabilities held an event on the traditions of "Tusau keser", "besikke salu".
The purpose of the event is to instill these values in future generations. propaganda, clarification of one's national identity and identity, preserving continuity between generations.
Social support
According to the data collected for the first quarter of 2021, 485 low-income low-income families and disabled people were provided with financial and charitable assistance in the amount of 3710.0 thousand tenge, the issuance of food, solid fuel, an entry in press newspapers and other donations with the sponsorship of entrepreneurs.

На услуги «Инватакси» в 2020 году за счет средств, выделенных из областного бюджета, на договорной основе было принято 3372 заказа на сумму 2879,5 тыс. тенге, на двух машинах инватакси на постоянной основе было принято 3915,9 тыс. тенге.
На услуги индивидуального помощника для инвалидов I группы, имеющих затруднение в передвижении, в текущем году заключен договор на сумму 85623,0 тыс. тенге, выделенных из местного бюджета, за отчетный период 164 инвалидам I группы, имеющим затруднение в передвижении, выплачено 85104,0 тыс. тенге на услуги 157 индивидуальных помощников.
На услуги специалиста жестового языка в текущем году из республиканского бюджета было заключено договоров на сумму 1721,0 тыс. тенге, из районного бюджета – 2295,0 тыс. тенге, всего на сумму 4016,0 тыс. тенге, 8 инвалидам по слуху за отчетный период выплачено услуг 1 специалиста жестового языка – 2567,9 тыс. тенге.
На оказание специальных услуг в реабилитационном центре для детей-инвалидов в условиях полустационара дневного пребывания «Шапагат» из республиканского бюджета выделено 15922,0 тыс. тенге, за отчетный период 25 детям оказано услуг на сумму 5687,1 тыс. тенге.
Для организации мероприятий по поддержке малообеспеченных семей и лиц с ограниченными возможностями в соответствии с законом «О государственных закупках» общественным объединением «Казалы ынтымтымағы» в 2020 году заключен договор на сумму 1175,0 тыс. тенге, в связи с празднованием 1 июня «Дня защиты детей» проведен конкурс рисунков среди детей с ограниченными возможностями, 113 детям с ограниченными возможностями на сумму 167,8 тыс. тенге и 11 сентября в рамках «Дня семьи» организовано поздравительное мероприятие с выездом на дом одной семьи-инвалида на сумму 35,0 тыс. тенге.
В связи с Международным днем инвалидов 3 декабря 2020 года и 16 декабря ко Дню Независимости в режиме онлайн проведены мероприятия по рисованию, пению, стихопередаче,танцам на сумму 84,0 тыс. тенге для 60 детей с ограниченными возможностями.
В связи с празднованием новогодней елки 130 детям с ограниченными возможностями были вручены подарки от Деда Мороза на сумму 356,2 тыс. тенге.
Кроме того, в связи с праздником, посвященным Дню людей с инвалидностью, при спонсорской поддержке учреждений и индивидуальных предпринимателей района оказана благотворительная помощь 104 людям на сумму 525,0 тыс. тенге.
В связи с введением «портала социальных услуг» с 2020 года в районе проведена разъяснительная работа по введению в действие «портала социальных услуг» для инвалидов с участием индивидуальных помощников, специалистов жестового языка и инвалидов 1 группы, имеющих затруднение в передвижении, неправительственных организаций и общественных объединений.
Также проведена работа по получению ЭЦП (электронной цифровой подписи) лицами с инвалидностью для работы с «порталом социальных услуг» по введению в действие «портала социальных услуг» по городу Казалы, поселку Айтеке би и всем сельским округам.
По району 2528 лиц с инвалидностью, получивших индивидуальные реабилитационные листы в связи с индивидуальной программой реабилитации инвалида, и опекуны через Казалинский районный отдел филиала некоммерческого акционерного общества «Государственная корпорация» Правительство для граждан» по Кызылординской области получили электронную цифровую подпись, с этой целью была проведена работа с людьми с ограниченными возможностями.
В настоящее время по работе с» порталом социальных услуг через «уголок самообслуживания» приняты заявления, получены услуги, в соответствии с заказами проведена работа по доставке гигиенических средств на дом через районный узел почты на сумму 2962,7 тыс. тенге.
В целях пропаганды работы сектора по работе с инвалидами в 2020 году в районной газете 3 раза были опубликованы статьи «о порядке предоставления обязательных гигиенических средств», «об оказании специальных социальных услуг жертвам бытового насилия», «об обеспечении санаторно-курортным лечением граждан с ограниченными возможностями», 2 раза в социальной сети «Facebook».
Работа по государственному социальному заказу (ІІІ квартал)
Услугу "Инватакси" на 2020 год предусмотрено 2766,0 тыс. тенге. За 9 месяцев 2020 года принимали 2050 заказов от лиц с ограниченными возможностями на сумму 2289,3 тыс. тенге.
Для 158 инвалидов I группы, имеющих затруднение в передвижении, на средства, выделенные из местного бюджета за 9 месяцев 2020 года на основании договора было оказано услуг 151 индивидуальных помощников.
На услуги специалиста жестового языка в этом году из республиканского бюджета было выделено 1721,0 тыс. тенге, из районного бюджета 2295,0 тыс. тенге, всего 4016,0 тыс. тенге. За 9 месяцев текущего года на услуги специалиста жестового языка для 8 инвалидам по слуху выплачено 1914,4 тыс. тенге.
На оказание специальных услуг «в реабилитационном центре дневного полустационара для детей-инвалидов «Шапагат»» из республиканского бюджета выделено 15922,0 тыс. тенге, за отчетный период оказано услуг 22 детям на сумму 3178,0 тыс. тенге.
В целях организации мероприятий для людей с ограниченными возможностями, малообеспеченным семьям для поддержки семей с социально низким условием в соответствий с законом о «Государственных закупках» в рамках «Государственного социального заказа» был заключен договор с объединенным обществом «Қазалы ынтымағы» на сумму 1175,0 тыс. тенге. 01 июня в связи с празднованием «День защиты детей» проведен конкурс рисунков среди детей с ограниченными возможностями и 113 детям с ограниченными возможностями был органозован мероприятие на сумму 167,8 тыс. тенге.

В связи с индивидуальной программой реабилитации инвалидов по району 2117 лиц, имеющих инвалидность, получили электронную цифровую подпись через филиал некоммерческого акционерного общества Государственная корпорация «Правительство для граждан» по Кызылординской области. В настоящее время из 36 инвалидов по работе «портала социальных услуг» принимаются завяки через «уголок самообслуживания» и ведутся работы по получению услуг.
В настоящее время по работе с» порталом социальных услуг приняты заявления от 52 инвалидов через «уголок самообслуживания», которые получают услуги и согласно заявкам через районный узел почтовой связи проведена работа по доставке гигиенических средств на дому на сумму 990,7 тыс. тенге.

Услугу "Инватакси" на 2020 год предусмотрено 2766,0 тыс. тенге. За І-полугодие 2020 года принимали 1190 заказов от лиц с ограниченными возможностями на сумму 1159,0 тыс. тенге.
Для 169 инвалидов I группы, имеющих затруднение в передвижении, на средства, выделенные из местного бюджета за І-полугодие 2020 года на основании договора было оказано услуг 156 индивидуальных помощников.
На услуги специалиста жестового языка в этом году из республиканского бюджета было выделено 1721,0 тыс. тенге, из районного бюджета 2295,0 тыс. тенге, всего 4016,0 тыс. тенге. За І- полугодие текущего года на услуги специалиста жестового языка для 7 инвалидам по слуху выплачено 1034,5 тыс. тенге.
