Information about the work carried out in the Kazalinsky district for the first half of 2020.

According to the results of the analysis of the work of administrators of budget programs in the Kazalinsky district, for the first half of 2020, customers planned to conduct 6472 purchases totaling 11 billion 623 million 246 thousand tenge. Of these:

Purchase of goods – 1 billion 143 million 855 thousand tenge;
services – 3 billion 609 million 519 thousand tenge;
works – 6 billion 869 million 871 thousand tenge.

757 purchases totaling 533 million 015 thousand tenge were carried out by the method of requesting price proposals. Of these: services – 27 (13 million 294 thousand 464 tenge), works-1 (530 thousand tenge), goods-729 (518 million 182 thousand 841 tenge).

5193 purchases totaling 3 billion 777 million 186 thousand tenge were carried out from one source through the direct conclusion of the contract. Of these, services – 1800 (3 billion 191 million 864 thousand 402 tenge), works – 342 (342 million 297 thousand 925 tenge), goods – 3051 (243 million 024 thousand 341 tenge).

During the first half of the year, the Public Procurement Department of the Kazalinsky district conducted 193 purchases totaling 3 billion 576 million 11 thousand tenge. 238 thousand 266 tenge was saved:

By means of an open tender – 86 purchases (756 million 160 thousand tenge). Saved – 100 million 511 thousand tenge.
This year, in connection with the spread of the COVID-19 pandemic, the declaration of a state of emergency in the Republic of Kazakhstan, a special procedure for public procurement was introduced. From April 21, 2020 to the present day, 86 purchases were announced in the amount of 1 billion 835 million 59 thousand tenge, 123 million 997 thousand tenge were saved.
In a way State social order – 9 purchases (36 million 851 thousand tenge). 6 million 723 thousand tenge was saved.
12 contests were held in the amount of 211 million 622 thousand tenge, 13 million 741 thousand tenge were saved by the method of the competition with preliminary qualification selection.

In 2020, the Department of Public Procurement organized (the place of delivery of goods, performance of works, provision of services is the Kazalinsky district) 29 contests in the amount of 5 billion 573 million 566 thousand tenge. At the moment, the relevant procedures are being carried out on the public procurement portal for 4 tenders. According to the results of these competitions, more than 320 million 865 thousand tenge was saved.

About the work of local executive bodies on the development of local content

In the first half of 2020, out of the completed (mastered) in the amount of 1 billion 705 million 81 thousand tenge, the share of local content of public procurement amounted to 640 million 246 thousand tenge or 37.55%.

In order to support domestic producers in the field of public procurement, responsible employees have been assigned to the district, and appropriate work is being carried out to increase the share of local content.

In particular, the share of local content was monitored for the purchased goods, services, and works performed on public procurement at the expense of the regional and district budget for the first half of 2020 (via the web portal)

As a result: - the share of the local content of the announced public procurement of goods in the amount of 352 million 611 thousand tenge was 55.70% (196 million 684 thousand tenge)

- the share of local content for works in the amount of 608 million 684 thousand tenge was 20.49% (124 million 729 thousand tenge)

- the share of local content of services in the amount of 743 million 784 thousand amounted to 42.90% or 319 million 97 thousand tenge.

In addition, at the initiative of the department, in the current year, in order to prevent violations of the law in the process of public procurement, conduct explanatory work to increase the share of local content, improve the skills of specialists and provide methodological assistance to customers of the district, rounds of budget institutions were organized. The relevant activities continue to this day.
