Work done in the religious sphere for the first quarter of 2025

Since the beginning of the year, 95 events have been held in various directions by members of the information and explanatory group on the Prevention of religious extremism and terrorism, covering 2,840 people .

In order to prevent staff shortages in the district and to provide religious associations with religious theologians, the department maintains constant contacts with theological students. According to the plan for 2024 of the regional information and explanatory group on countering religious extremism in the Kazalinsky district, 16 events have been held in the district since the beginning of the year. A total of 321 people were included in it.

The Information and Explanatory group on religious issues has held 11 meetings since the beginning of 2023. In particular, a meeting with employees of Kazalinsky Art Service LLP, the Kazalinsky district police Department on the topic "The importance of religious literacy", the teams of the Kazalinsky Wagon Repair Depot branch of Kapys Su LLP, Kamkor Wagon LLP, Kazalinsky Transport and Technical Higher College on the topic "The role of national values in the religious life of society", Kazalinsky agrarian – with Technical College students, "let's beware of religious extremist ideology!"a meeting was held with students of the specialized children's and youth school of the Olympic reserve of the Kazalinsky district No. 17, the children's and youth sports school of the city of Kazala No. 18, Lyceum school No. 266 and secondary school No. 70.

The religious situation in the Kazalinsky district is stable.

The composition of the information and explanatory group on religious issues in connection with personnel changes was approved by the order of the akim of the Kazalinsky district No. 31 dated February 3, 2022.

In total, there are 13 people in the ATT. In particular, there are 4 civil servants, 3 equivalent to the civil service, 3 imams and 1 theologian, 1 psychologist, 1 law enforcement officer.

The main purpose of the meeting with the audience of the information and explanatory group on religion in general is to explain the state policy in the religious sphere and the state program on countering religious extremism and terrorism in the Republic of Kazakhstan for 2018-2022.

Since the beginning of 2022, the chief expert of the Committee on Religious Affairs of the Ministry of Information and Public Development of the Republic of Kazakhstan, Khalym Kunai, a lecturer at the Egyptian University of Islamic Culture "Nur-Mubarak" Orazbayev Kuandyk Islamdinovich and Meirbekov Daniyar Yerkinovich visited our district and met with members of the information and explanatory group.

In order to prevent terrorism and religious extremism, 26 preventive measures have been organized in the district.

As part of the state social order, a video content "on compliance with the rules of the mosque" was prepared and published. Materials received from other competent authorities were also informed.

In August 2022, as a result of special joint activities of the competent authorities, a resident of the district, an adherent of a destructive religious movement, was temporarily arrested, charged with possession of ectremistic literature, a pre-trial investigation was conducted and charged.

The amount allocated for the project "organization of awareness-raising activities aimed at preventing terrorism and religious extremism" is 2,700.0 tenge.

The winner was recognized by the NGO "Asyl Mura-Orda", a contract was signed with the public fund No. 19 dated 4.05.2022.

Within the framework of the project, measures were carried out to organize punitive events with the help of videos, organize competitions among visitors of religious associations in mini-football and table tennis with the involvement of prevention facilities, organize competitions in national sports, organize events in an informal format to promote national values, prepare videos to promote Kazakhstani values among young people.

In total, from November 28 to December 9, 2022 in 17 educational organizations of the district (№204, №226, №266, №70, №216, №249, №170, №234, №94, №91, №95, №16, №17, №190, №182, No.103, No. 92) in order to study the religious situation among high school students. A total of 613 respondents from the number of students in grades 10-11 took part in the survey.

The religious situation in the Kazalinsky district is stable.

I will briefly describe the quality of the composition of the information and explanatory groups (IRG), their effectiveness and efficiency in the implementation of activities in accordance with the plan.

There are only 13 people in the IRG. In particular, 4 civil servants, 3 equated to civil servants, 3 imams and 1 theologian, 1 psychologist, 1 law enforcement officer.

The main purpose of the meeting with the audience of the information and explanatory group on religion is to explain the state program "countering religious extremism and terrorism in the Republic of Kazakhstan for 2018-2022".

To this end, about 30 meetings were organized last year, covering about 1,000 people.

In May 2022, a meeting of members of the regional and district IRG with the deputies for academic work of all secondary education organizations of the district about the concept of "Salt-dasturdi" took place. A total of 40 people were covered.

In addition, in September of this year, a meeting of IRG members was held with students of grades 9-11 of secondary school No. 190 of the Kokaryk rural district.

Informational and explanatory events are also organized in the media space, while a page on the social network has been opened especially for DIN-KAZALI, where about 2,000 network users have been registered in total and about 40 video content and about 30 information on religious issues have been distributed since the beginning of the year.

The IRT consists of a total of 16 people. In particular, there are 5 civil servants, 2 equated to civil service, 1 representative of public organizations, 4 imams and 1 theologian, 1 psychologist, 1 law enforcement officer, 1 education worker.
In total, since the beginning of the year, 14 meetings have been held in order to explain the state program on countering religious extremism and terrorism in the Republic of Kazakhstan for 2018-2022 with collectives of institutions, students of colleges and residents of settlements of the district.

В целом с начала года в целях разъяснения государственной программы по противодействию религиозному экстремизму и терроризму в РК на 2018-2022 годы проведено 30 встреч с коллективами учреждений района, студентами колледжей. Состав информационно - разъяснительной группы по вопросам религии Казалинского района (далее-ИРГ) был утвержден распоряжением акима Казалинского района №52 от 7 февраля 2020 года и утвержден план работы на этот год. 27 февраля текущего года состоялось первое заседание информационно-разъяснительной группы. На повестке дня был представлен состав информационно-разъяснительной группы, определены цели и задачи.

В январе-феврале текущего года были проведены встречи с коллективами районного отдела по делам обороны, районного отдела по чрезвычайным ситуациям, Казалинского локомотиворемонтного завода ТОО «Камкор-локомотив», со студентами и с молодыми спортсменами Казалинского транспортно-технического колледжа и Казалинского аграрно-технического колледжа, в детско-юношеской спортивной школе №18 г. Казалинск. В связи с объявлением в стране чрезвычайной ситуаций, согласно утвержденному плану информационно-разъяснительная работа по вопросам религии была временно отсрочена.

Состав информационно - разъяснительной группы по вопросам религии Казалинского района (далее-ИРГ) был реорганизован распоряжением акима Казалинского района №52 от 7 февраля 2020 года и утвержден план работы на этот год. 27 февраля текущего года состоялось первое заседание информационно-разъяснительной группы. На повестке дня был представлен состав информационно-разъяснительной группы, определены цели и задачи.

На 2020 год из районного бюджета на социальный проект «Организация информационно-разъяснительных мероприятий по профилактике терроризма и религиозного экстремизма» выделено 3000,0 тыс. тенге. По данному проекту в мае текущего года заключен договор с общественным объединением» Казалы ынтымағы". В отношении данного социального проекта был утвержден детальный план, но, как известно, в стране были внесены изменения в форматы проведения ряда мероприятий в связи с введенными ограничениями в отношении пандемии. 20-21 июня 2020 года была организована акция на тему:» Будьте осторожны от деструктивных религиозных течений". В ходе акции проведены разъяснительные работы среди населения о негативном влиянии деструктивных религиозных течений на центральных улицах и торговых точках города Казалинск и поселка Айтеке би, розданы тематические памятки.

Кроме того, согласно технической спецификации социального проекта «Организация информационно-разъяснительных мероприятий, направленных на профилактику терроризма и религиозного экстремизма» в район прибыли члены ИПГ областного уровня, теологи. Эти теологи провели индивидуальные адресные встречи с членами нетрадиционных религиозных течений в районе. Встреча была проведена в формате диалога и диалога, в ходе которой были затронуты вопросы политики государства в сфере религии, а также меры предосторожности от пандемии и поддержки малого и среднего бизнеса со стороны государства. В общей сложности 48 часов было проведено разъяснительная работа с представителями 15 мужчин и 12 женщин, обращено внимание на обращения со стороны верующих. Кроме того, на странице Вейсбук социальной сети была открыта страница «Din-kazali», с начала года были показаны видеоролики, касающиеся операции «Жусан» КНБ РК и негативное влияние деструктивных религиозных течений на общество.
